Solicitation No. R16PS01294: Deer Creek Dam Security Barrier

PROJECT DESCRIPTION AND PURPOSE:

The Bureau of Reclamation, Upper Colorado Region, has a requirement for the layout, procurement, and installation of a vehicle barrier system to close the dam crest to unauthorized vehicular traffic.

Scope includes but is not limited to:

Provide a K12 rated active and passive vehicle barrier systems to protect the crest of Deer Creek Dam and spillway structure from unauthorized vehicles.

Work under this contract shall include the layout, procurement, installation, and testing (for smooth operation and ease of locking/unlocking) of an active vehicle barrier system and installation of passive barrier systems.

Active barriers are defined as operable (manual or automatic) opening and closing barriers intended to control access to Reclamation assets by motor vehicles with a load capacity of more than 1000 pounds net weight.

A K12 rated active barrier shall be installed on the access road to the right side of the dam to control vehicle access to the spillway structure. The active barrier shall be located about five-hundred-fifty (550) feet from the spillway structure. The active barrier shall have a minimum overall width of twenty-two (22) feet with a minimum sixteen (16) foot clear opening.

Passive barriers are defined as immobile, non-operable, non-opening barriers intended to prevent access to Reclamation assets by motor vehicles having a load capacity of more than 1000 pounds net weight.

Passive barriers, rated K12, shall be installed to prevent vehicles from circumventing the active barrier. Passive barrier shall also be placed, as shown on Figure 6, to block the existing weak gate near the spillway structure, and fortify the existing chain link fence protecting the spillway.

Additional passive barrier boulders shall be placed southwest of the existing dam access road gate to clearly close the lower portion of the road to vehicle traffic.

Conduits shall be installed from a terminal box on the hinge side of the active barrier to a terminal box at the spillway gate house for possible future automation, security lighting, alarms and surveillance.

Approximately 350 linear feet of new chain link fence, seven (7) feet tall (six feet of chain link fabric plus three strands of barbwire above the chain link fabric), shall be installed from the location of the new active barrier to the existing chain link fence near the spillway structure (see attached standard chain link fence drawing and Figure 6). The new chain link fence shall be installed along the edge of the access road outside of the existing Jersey Barriers, north to the Provo-Jordan River Parkway (Trail), and follow the trail northeast to meet the existing chain link fence. Approximately 100 linear feet of three-strand barbwire, with barbwire supporting arms, shall be placed on the existing chain link fence.

COMPETITION:

Solicitation R16PS01294 is anticipated to be a Woman Owned Small Business Set-Aside and will result in a firm fixed price construction contract. The requirement shall be procured in accordance with Subparts 13, 19, and 36 of the Federal Acquisition Regulations. The Bureau of Reclamation intends to issue a Request for Proposal.

The Government reserves the right to award with or without discussions. The complete Statement of Work will be defined in the solicitation documents.

NAICS AND SIZE STANDARD:

The NAICS code for this procurement is 237310 with a small business size standard of $36.5 Million.

The magnitude is between $100,000 and $250,000 per FAR 36.204(c).

SOLICITATION RELEASE DATE:

The anticipated release date for Solicitation No. R16PS01294 is July 5, 2016 The anticipated Proposal due date is August 4, 2016 at 14:00 hours local time (MDT).

The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov and FedConnect, www.fedconnect.net. It is, and will continue to be, all potential offeror's responsibility to monitor the FBO and FedConnect websites for any amendments, updates, responses to questions and answers, etc. as the Government will not be providing any other methods of information dissemination.
