Gravel Aggregate Base
FOREWORD
The Bureau of Reclamation (Reclamation) currently maintains and operates 21 wells in the 242 well field. The existing wells have been in operation since 1981. Reclamation maintains the wells per the requirements of the Minute 242 of the treaty with Mexico and Title I of the Salinity control Act (Public Law 93-320). Reclamation utilizes the well field to supplement the water being delivered to Mexico at the Southern International Boundary (SIB). Reclamation is responsible for maintaining the well field and for providing maintenance of the well pumping facilities, discharge pipes, canals and maintenance roads with a gravel base surface. Currently, Reclamation does not have access to a convenient source of base material located near the 242 well field.
In order to meet present and future general well site and road maintenance requirements, Reclamation is looking to purchase and have delivered to Reclamations 242 stockpile site Aggregate Base Course (ABC) gravel. Supplier will be required to deliver materials to stockpile site at the designated location (utilizing any either end dumps or belly dumps), or both. Site is located at Ave B south of well #242-15 (See Location Map Drawing 1292-303-60100).
Questions regarding this solicitation shall be submitted to Ms. Lorena Vera, Contract Specialist, telephone number
(928) 343-8410 or email at lvera@usbr.gov .
Offerors are encouraged to submit quotes using recycled paper and doubled sided copying to minimize waste and to utilize products that are made with post-consumer recycled content, recyclable, bio-based, and/or energy efficient products.
Offerors are cautioned to carefully review the quote submission instructions contained in Part E, E.2 Addendum to 52.212-1 Instruction to Offerors—Commercial Items. Failure to comply with these instructions may result in your quote being excluded from award consideration. The Government intends to award to the responsible offeror whose quote is most advantageous considering price and non-price factors.

C.4 Contractor Performance Assessment Reporting System December 2015
1. FAR 42.1502 directs all Federal agencies to collect past performance information on contracts.
The Department of the Interior (DOI) has implemented the Contractor Performance Assessment Reporting System (CPARS) to comply with this regulation. One or more past performance evaluations will be conducted in order to record your contract performance as required by FAR 42.15.
2. The past performance evaluation process is a totally paperless process using CPARS. CPARS is a web-based system that allows for electronic processing of the performance evaluation report.
Once the report is processed, it is available in the Past Performance Information Retrieval System (PPIRS) for Government use in evaluating past performance as part of a source selection action.
3. We request that you furnish the Contracting Officer (CO) with the name, position title, phone number, and email address for each person designated to have access to your firm's past performance evaluation(s) for the contract no later than 30 days after award. Each person granted access will have the ability to provide comments in the Contractor portion of the report and state whether or not the Contractor agrees with the evaluation, before returning the report to the Assessing Official (AO). Information in the report must be protected as source selection sensitive information not releasable to the public.
4. When your Contractor Representative(s) are registered in CPARS, they will receive an automatically generated email with detailed login instructions. Further details, systems requirements, and training information for CPARS is available at https://www.cpars.gov/.
5. Within 60 days after the end of a performance period, the AO will complete an interim or final past performance evaluation, and the report will be accessible at https://www.cpars.gov/.
a. Contractor Representatives may then provide comments in response to the evaluation, or return the evaluation without comment.
b. Your comments should focus on objective facts in the AO's narrative and should provide your views on the causes and ramifications of the assessed performance.
c. All information provided should be reviewed for accuracy prior to submission.
d. If you elect not to provide comments, please acknowledge receipt of the evaluation by indicating "No comment" in the space provided, and then selecting “Accept the Ratings and Close the Evaluation”.

e. Your response is due within 60 calendar days after receipt of the CPAR. On day 15, the evaluation will become available in PPIRS-RC marked as “Pending” with or without comments and whether or not it has been closed.
f. If you do not sign and submit the CPAR within 60 days, it will automatically be returned to the Government and will be annotated: "The report was delivered/received by the contractor on (date). The contractor neither signed nor offered comment in response to this assessment."
6. The following guidelines apply concerning your use of the past performance evaluation:
a. Protect the evaluation as source selection information. After review, transmit the evaluation by completing and submitting the form through CPARS. If for some reason you are unable to view and/or submit the form through CPARS, contact the CO for instructions.
b. Strictly control access to the evaluation within your organization. Ensure the evaluation is never released to persons or entities outside of your control.
c. Prohibit the use of or reference to evaluation data for advertising, promotional material, pre-award surveys, responsibility determinations, production readiness reviews, or other similar purposes.
7. If you wish to discuss a past performance evaluation, you should request a meeting in writing to the CO no later than seven days following your receipt of the evaluation. The meeting will be held in person or via telephone or other means during your 60-day review period.
8. A copy of the completed past performance evaluation will be available in CPARS for your viewing and for Government use supporting source selection actions after it has been finalized.

242 Aggregate Base Course Stockpiles R16PS01121
Statement of Work Yuma Area Office
242 Aggregate Base Course Stockpiles
1. Background.
Reclamation currently maintains and operates 21 wells in the 242 well field. Reclamation is responsible for maintaining the well field and for providing maintenance of the well pumping facilities, discharge pipes, canals and maintenance roads. A part of the road maintenance operations includes periodic blading and plating the maintenance roads with a gravel base surface. Currently, Reclamation does not have access to a convenient source of base material located near the 242 well field.
In order to meet present and future well site and road maintenance requirements, Reclamation is looking to purchase, deliver and stockpile at Reclamations 242 stockpile site and A-22 stockpile site a minimum of 31,000 tons up to a maximum of 120,000 tons of Aggregate Base Course (ABC).
Supplier will be required to deliver materials to the stockpile sites at the designated locations (utilizing any either end dumps or belly dumps), or both. Site 242 stockpile is located at Ave B south of well # 242-15 will receive 40% of the material, and A-22 is at Ave B south of County 21street and north of Highway 195 will receive 60% of the supplied material. (See Location Map Drawing 1292-303-60100).
Quantities in the Price Bid Breakdown are estimated quantities for comparison of bidders only. The Government will determine at the time of award the amount of gravel base to be ordered based on the pricing and funds available. Except as provided in the contract clause FAR 52.211-16 Variation in Estimated Quantity, no claim shall be made against the Government for variations in the quantities stated."
The ABC material shall meet the requirements listed below.
2. General. - The Contractor shall furnish all of the labor, materials, and equipment necessary to furnish, haul and stockpile gravel base at the designated locations (See Location Map Drawing 1292-303-60100.
a. Aggregates for ABC. The ABC shall consist of clean, sound durable particles of crushed stone or crushed gravel or other approved material. ABC shall be free of lumps of clay, organic matter, and other objectionable materials or coatings. The portion retained on the Number 4 sieve shall be known as coarse aggregate and the portion passing the number 4 sieve shall be known as fine aggregate.
Coarse and fine aggregates shall be angular particles of uniform density. When the coarse aggregate is supplied form more than one source, aggregate from each source shall meet the specified requirements and shall be stockpiled separately.
b. Aggregate Base Course. ABC fine aggregate shall consist of screenings, angular sand, crushed fines or other finely divided mineral matter processed or naturally combined with the coarse aggregate.
ABC coarse aggregate shall not show more than 50% loss when subjected to the Los Angeles abrasion test in accordance with ASTM C 131 (2003). The amount of flat and elongated particles shall not exceed 30 percent. A flat particle is defined as one having a ratio of width to thickness greater than 3. An elongated particle is defined as having a ratio of length to width greater than 3.
The specified gradation requirements shall apply to the completed ABC. The aggregates shall have a maximum size of 1 inch and shall be continuously well graded with the limits specified in the table below. Sieves shall conform to
ASTM E 11 (2001).
