1.01 LOCATION
A. Work is located at Friant Dam located approximately 17 miles northeast of Fresno, California, in Fresno County, on the San Joaquin River.

A. Constructing cast-in-place reinforced concrete discharge vault structure, pipe support columns, and thrust blocks.

1.01 MEASUREMENT AND PAYMENT
A. Cost:
1. Include costs of coordinating with other contractors in prices offered in the Price Schedule for other items of work.
1.02 OTHER CONTRACTS
A. The Quinten Luallen Powerplant (QLPP), which is operated by the Friant Power Authority, is being modified under a separate contract. It is anticipated that construction operations at the QLPP will be substantially complete in the fall of 2016. Start Up and Commissioning activities are anticipated to be complete by end of calendar year 2016.
B. Cooperate and coordinate with other contractors on access to and use of work areas and contractor use areas. Comply with FAR 52.236-8, Other Contracts.
C. Cooperate and coordinate with Friant Dam operating personnel, Friant Power Authority personnel, and Orange Cove Irrigation District (OCID) personnel.

CONSTRUCTION SEQUENCING
PART 1 GENERAL
1.01 MEASUREMENT AND PAYMENT
A. Cost:
1. Include in prices offered in the Price Schedule for other items of work.
1.02 OVERALL CONSTRUCTION SEQUENCING
A. The existing river outlet water supply line shall be taken off-line in accordance with the requirements of Section 01 14 30 – Interruption of Service and Allowable Outages.
B. Prior to Penstocks 1 and 2 being taken out of service, new valves shall be installed on Penstocks 3 and 4.
C. The existing 24-inch pipeline from Sta. 1+10 to Sta. 2+61 shall remain in place until the installation of the new 18-inch valves and the new 30-inch diameter manifold over Penstocks 3 and 4 is completed.
D. Construction of the new delivery vault can start at any time.
E. Refer to Section 01 14 30 – Interruption of Service and Allowable Outages for the allowable outage period for Penstock 1, as related to Quinten Luallen Powerplant
(QLPP).
1.03 VAULT CONSTRUCTION
A. Excavation for the new vault will occur immediately adjacent to the northwestern corner of the existing Orange Cove Irrigation District (OCID) powerplant. To ensure the integrity of the OCID powerplant foundation is maintained during the excavation and vault construction phase, the excavation surface adjacent to the powerplant shall be reinforced in accordance with Section 31 33 13 – Soil Reinforcement at the direction of the COR.
B. Saw cutting of the existing delivery vault shall not occur until the concrete work for the new discharge vault is complete, except for vertical saw cuts.
1. Refer to the drawings for the typical water elevation in the existing delivery vault under current OCID powerplant operations.

PART 1 GENERAL
1.01 MEASUREMENT AND PAYMENT

1.03 SUBMITTALS
A. Submit the following in accordance with Section 01 33 00 - Submittals.
B. RSN 01 14 10-1, Land Use and Landscape Rehabilitation Plan:
1. For each Contractor use site on Government land.
a. Show use location and extent of impact. Uses include but are not limited to the following:
1) Buildings and service areas including offices, shops, warehouses, storage areas, fuel and oil storage areas, and fabrication yards.
2) Parking areas, temporary roads, and haul routes.
3) Utilities including air, power, and water lines; fire hydrants; and compressor station.
4) First-aid and medical facilities.
5) Areas for processing, storing, and disposing of waste materials from construction operations.
6) Temporary fences.
7) Access roads and gates.
8) Staging and stockpile areas.

9) Borrow areas and processing sites.
10) Proposed extent of clearing, grubbing, and stripping.
b. Describe methods to preserve, protect, and repair, vegetation (such as trees, shrubs, and grass) and other landscape features on or adjacent to jobsite, which are not to be removed and which do not interfere with work required under this contract. Include methods to mark work area limits, protect disturbed areas, and prevent erosion.
c. Describe methods to protect, and repair if damaged, existing improvements and utilities at or near jobsite.
d. Describe methods for removing temporary structures and facilities, cleanup, and rehabilitating site after completion of construction activities.
2. Submit revised drawings of changes in use of Government land made during design and erection stages or after use of Government land is in operation.

1.04 PROJECT CONDITIONS
A. Government land as shown on drawings may be used for required construction facilities.
B. When private land is used for construction facilities, or other construction purposes, make necessary arrangements associated with use of private land.
C. Location, construction, operation, maintenance, and removal of construction facilities on Government land will be subject to approval of COR.
D. Do not interfere with work of other contractors or the Government in vicinity, or with reservations made by the Government for use of such land.
E. Housing for construction personnel will not be permitted on Government land, except as provided:
1. Housing for guards or watchmen as approved by COR.
F. Access for Government personnel to the powerplants and outlet works control houses shall be maintained at all times during construction.

PART 3 EXECUTION
3.01 RECORDS
A. Make pre-use digital recording of areas to be impacted by the construction in the presence of the OGR.
1. DVD format with a minimum 720p resolution.
2. Label:
a. Contract number and title.
b. Contractor’s name.
c. Date the recording is made.
d. Preface video with this information.
B. Make camera movement speed for recording such that areas can be readily identified and located as approved by OGR.
C. OGR will be present during preconstruction recording. Notify OGR at least 3 days prior to recording.
3.02 CLEANING
A. Construction Equipment:
1. Before bringing on site, clean construction equipment and temporary facilities in accordance with this section to remove dirt, vegetation, and other organic material to prevent introduction of noxious weeds, and invasive plant and animal species.
2. Contractor cleaning procedures shall result in equipment and temporary facilities being cleaned as well or better than the procedures described in USBR Cleaning Manual, Appendix B.

3.03 RESTORATION

1.03 PROJECT CONDITIONS
A. The Orange Cove Irrigation District (OCID) powerplant has two water sources, which are the existing 24-inch river outlet water line, which is being replaced under this contract, and the water line from the upper Friant Kern Canal. Through mixing valves, the OCID powerplant can use water from either source or a combination of both. Tail race water from the powerplant is delivered to the California Fish Department of Fish and Wildlife (CDFW) hatchery through an existing underground pipeline, which requires continuous inflow.

B. Coordinate and Schedule Interruption of Services with COR: No interruption of service request will be granted until the COR has approved the submittal associated with Section 01 32 10 – Construction Program.
1. Once the interruption of service request has been approved by the COR, provide written notification to the COR for any change to the originally requested outage periods to allow the involved entities a sufficient amount of time to coordinate.
a. Provide a written notice a minimum of 24 hours in advance of a change.
C. Upon an approved interruption of service, the Government will dewater two river outlet penstocks at a time utilizing the Government’s fixed wheel gates.
1. Allow for three shifts for the Government to place gates and dewater two penstocks. One shift is defined as one day from 7:00 a.m. to 4:00 p.m., Monday through Friday.
1.04 ORANGE COVE IRRIGATION DISTRICT OUTAGE
A. All work associated with removing the existing 24-inch river outlet water line and installing the new 30-inch river outlet water line will require switching the source of water for the Orange Cove Irrigation District (OCID) powerplant to the Friant-Kern Canal water supply from the river outlet water supply. After an approved interruption of service, the Government will coordinate with OCID in switching their water source.
B. The allowable period of time the OCID powerplant can use the Friant-Kern Canal water source is from January 1 to May 31 every year, following approval by the COR.
1. By May 30 the new 30-inch river outlet water supply line shall be complete and functional.
C. The Government will coordinate with OCID and switch the water supply source based on the Contractor’s approved interruption of service.
1.05 QUINTEN LUALLEN AND FRIANT POWER AUTHORITY POWERPLANTS
OUTAGE
A. The installation of the new valve and pipe connection on River Outlet Works Penstock 1 will require an outage from the Quinten Luallen Powerplants, which is operated by the Friant Power Authority. After an approved interruption of service, the Government will coordinate with Friant Power Authority in scheduling this outage.
B. Starting the day after the Government has placed the gate and dewatered Penstock 1, the Contractor shall have the existing 18-inch valve removed and the new 18-inch valve installed, tested, and closed within 7 calendar days to allow flows in Penstock 1 to resume.

1.04 SCOPE
A. The CDMS shall generate, store, track, categorize and manage all construction documentation. Construction Documentation includes, but is not limited to: Submittals (typically .pdf files of text documents or drawings); RFIs, RFCs, and RFPs; Contractor Proposals; Value Engineering Change Proposals; Invoices and Progress Payments;
Construction Schedules; Meeting Agendas and Meeting Minutes; Correspondence;
Memos and Deficiency Notices; Contract Modifications and similar documents.
Documentation may be prepared by the Construction Contractor or by Reclamation.
B. Reclamation shall be able to easily access documents and to track when documents were received or returned, as well as determine the status of the documents. Reclamation shall be able to generate reports that list and sort the documents by status as well as generate alerts when documents requiring review exceed allowable review time. Document
01 31 30 - 2 generation shall include submittals and RFIs, responses, Meeting Minutes, RFCs, RFPs, and correspondence.
C. Documents may be generated by either the Contractor or by Reclamation. Each party needs the capability to maintain document security within its organization unless/until it chooses to share it with the other party. Once documents are shared, they shall be secured so that no changes can occur without a record of the changes being made. The CDMS shall be capable of producing a complete and logically organized set of all documents within the CDMS in both .pdf and .xml format. The documents shall be downloadable to ftp sites where Reclamation and other organizations can each access their own data confidentially.
PART 2 PRODUCTS

10. Include contract title, contract number, and Contractor’s name on the transmittal cover sheet and each sheet of the Gantt chart.
11. For each activity on the Gantt chart, display identification number, activity description, planned duration, start date, finish date, total float, and calendar identification.
12. Include table of abbreviations used in the schedule, listed and defined alphabetically.
13. Use finish to start logic relationships between activities. Do not utilize start to start, finish to finish, or start to finish logic relationships. Do not use negative lead or lag times.
14. Use durations in units of whole workdays.
15. Provide best estimate of time required to complete the activity considering the quantity of work and planned resources for the activity.
16. Equate durations of Government reviews and other identified actions to the maximum number of calendar days specified in their respective paragraphs.
17. Establish workday calendar(s) and use these in the schedule to translate the activity's workday duration into calendar dates. Use calendar names unique for

1. Meet monthly with COR at Government’s project office, or at a location approved by the COR, to review progress made to the end date of the progress payment period. Establish dates that activities were started and completed and remaining duration for each activity started but not completed during the period.
a. Discuss and mutually agree upon changes to the schedule.
b. Update schedule and Construction Program database with mutually agreed upon changes.
2. Following receipt of an executed contract modification, incorporate the activity data and logic relationships stipulated in the modification into the current schedule for inclusion in the next scheduled progress update.
3. Assign a unique project file name for each schedule update.
4. Monthly updated schedules shall be submitted to the Government for approval.
Monthly progress payments may be submitted by the Contractor, only if the monthly updated schedule has also been submitted.
1.07 TIME IMPACT ANALYSIS
A. Provide a time impact analysis for contract changes, e.g., a change order, proposed modification, or value engineering change proposal to support a claim or request for an equitable adjustment to the contract which involves a delay or accelerated schedule.
B. The CO may use time impact analysis to determine if a time extension or reduction to the contract milestone dates is justified.
C. A time impact analysis is applicable whether the Contractor’s current schedule milestone dates are the same as, earlier, or later than, those required under the contract.
D. Changes, additions, or deletions to activities; activity durations; or activity time frames will not automatically mean that an extension or reduction of contract time is warranted or due the Contractor.
E. Time extensions for performance will be considered only to the extent that the Contractor’s current scheduled milestone dates exceed the contract milestone dates.

F. For activities directly affected by the change or delay, include the current and proposed items:
1. Activity description.
2. Types and quantities of major pieces of equipment, principal manpower, and pacing materials (materials that affect activity start, duration, or finish).

G. Float is not for the exclusive use by or benefit of either the Government or the Contractor.
H. Prepare a single time impact analysis for modifications issued after Notice to Proceed (NTP) and prior to approval of the baseline schedule. Submit the time impact analysis with the first progress update.
I. Perform time impact analyses using data in the most recent approved schedule prior to change or delay event.
1. Prepare proposed revised schedule and narrative description describing and highlighting where changes or delays will be included.
2. Prepare summary comparing the results of two schedule analyses: One using current schedule data from the last approved schedule prior to event requiring analysis, and one using proposed schedule data incorporating the changes or delays.
a. Show contract milestones and activities whose periods of performance have shifted as a result of any change which affects production and/or manufacture schedules, material orders, construction seasons, and labor and/or equipment utilization.
b. Base mathematical analyses on status of work and available float at the time the CO directs or proposes a change to the work, the Contractor submits a value engineering change proposal, or when a delay occurs.
