Pipeline Materials - Yuma Area Office Groundwater Conveyances
Specifications Pipeline Materials - Yuma Area Office Groundwater Conveyance Supplies
PART 1 – GENERAL INFORMATION
A. Background
The Bureau of Reclamation (Reclamation) is responsible for mitigating high groundwater in the Yuma area. High groundwater levels can adversely impact farming and one of the Yuma Area Office’s missions is to operate four well fields consisting of 100 high-production wells. The groundwater program ensures that the water table is kept at a level that is low enough to safely support agricultural production. Pumped groundwater is returned to the Colorado River and included in water deliveries to Mexico, thereby preserving a like amount of water in Lake Mead. Currently about 20 percent of water deliveries to Mexico are groundwater pumped from the Yuma area. Additionally, some of Reclamation’s conveyances are unlined and many conveyances cross roadways.
The purpose of this requisition is to obtain basic pipeline materials required to improve conveyance structures, to create or replace culverts and siphons at roadway crossings, and to replace earthen canals with pipelines. These activities are intended to conserve Colorado River water by reducing releases from upstream reservoirs.
PART 2 - OBJECTIVE
Under the existing water treaty of 1944 between the U.S. Government and the Republic of Mexico the United States is required to deliver 1.5 million acre-feet of water annually to Mexico. Most of this water is delivered at Morelos Dam at the terminus of the Colorado River. Minute 242 of the Treaty stipulates that approximately 140,000 acre-feet of Mexico’s annual apportionment is to be delivered to Mexico at the land boundary near San Luis, Mexico. Yuma area groundwater operations are critical to meeting these delivery goals and to the overall water delivery mission of the organization. The practice of blending Colorado River water and local groundwater allows for the retention of precious resources in upstream reservoirs but requires significant maintenance of aged groundwater infrastructure.
Recognizing the need conserve water in the Colorado River system due to the current and historic drought conditions, the Yuma Area office is purchasing conveyance pipe to upgrade aged infrastructure and to replace earthen canals with underground pipelines. The purchase of materials in this PR will allow for increased efficiency of groundwater evacuation and conveyance and will contribute significantly to water conservation goals.

Questions and Answers
1. Question: Is it ok to quote 55 foot lengths for the HDPE Pipe.
Answer: Yes, 55 foot lengths for the HDPE Pipe is acceptable to the Government.
2. Question: When are the 48” tees and McElroy Equipment need to be delivered.
Answer: The items shall be delivered with the first load of pipe. Note that the Price Bid
Breakdown has been revised to add an additional line items. Page B‐3 is revised.
3. Question: The bid says period of performance 09/01/2016 to 05/30/2017, so do they need all 5 tees on 9/1/2016 or do we have longer to get produced and shipped same with the McElroy
Mega Mc Poly Horse.
Answer: Please refer to Question 2 above.
4. Question: Period of Performance: It is listed as 9/01/2016 thru 05/31/2017. Do you anticipate this project being awarded to the low responsive bidder prior to September 1st.
Answer: It is estimated to be awarded by September 1, but if award is not made by September
1, the performance period will be adjusted. The performance period is for 9 months after award.
5. Question: Page 5 of the pipe specifications state that the pipe is to be wrapped in an adequately fastened opaque covering. This is typically a requirement for PVC pipe, not HDPE pipe which is already UV resistant. Will this still remain a requirement for the HDPE pipe?
Answer: The requirement for the pipe to be wrapped and fastened is not required for the
HDPE pipe. Specifications have been revised.
6. Question: FAR 52.219‐8 and FAR 52.219‐9; Large Business subcontracting opportunities – if we are classified as Large Business and are buying materials from a pipe manufacturing partner for
“resale”, does this eliminate the need to provide a subcontracting plan? If not, should we list the manufacturers in the subcontract plan? To save money for the government, we would like to eliminate the need to subcontract but want to make sure we fully understand your project requirements.
Answer: The subcontracting plan is only required if there are subcontracting opportunities for the socio economics categories identified in C.3(b)(17). Refer to page C‐7 and C‐8.
7. If no subcontracting opportunities exist, what is the proper way to notify you?
Answer: Notification to the Contracting Officer via email before bid opening day is required.
8. On item number 40, are the 48X48 HDPE tee (DR 15.5) supposed to be fully pressure rated for DR15.5 or made out of DR15.5?
Answer: Tee needs to be made out of DR15.5.
9. Which MegaMc Pipe stands are you requesting?
Answer: Bid Price Breakdown has been revised.
