Amendment 003 Questions and Answers
1. Will the BOR be providing new gaskets for the hatches that will need to be removed for access?
Reclamation will not provide new gaskets for the hatches that will need to be removed for access. The gaskets will require replacement by the contractor. Reclamation uses Garlock Style 9200 reinforced rubber gaskets.
2. Will the BOR be removing and replacing all of the bolts needed for access? If not can you address the specifications on the bolts. I know that some will break when removing, I am sure there is a torque setting that needs to be followed when replacing them. How will this be verified and by whom?
Contractor will be responsible for removing and replacing all of the bolts needed for access including replacement of broken bolts. Contractor will be required to thoroughly clean and mechanically chase or dress all reused threads.
For estimating purposes, refer to the attached drawings for bolt information. Since the drawings do not specify material properties of the bolts, the Government assumes them to be roughly equivalent to Grade 2 bolts.
Contractor will be required to reinstall the bolts and torque them to original specifications which will be verified by the Government’s Onsite Representative. The Government will provide torque values at the time of installation.
3. Section 1.04 Qualifications C Independent Coating Inspector and in section M it refers to them and Certified Industrial Hygienists as Key Personnel. Are they to be treated as a subcontractors, and if so are they required to submit the Past Performance Questionnaire or should we just include them in our technical proposal and submit copies of their resumes like we would for our employees.
Yes this procurement does in fact require both an Independent Coatings Inspector and a Certified Industrial Hygienist. Any individual you propose to occupy a key position, such as the CIH or the Independent Coatings Inspector, shall have a resume that is included in your technical proposal.
It would be desirable that Past Performance Questionnaires are submitted for these subcontractors as well since we are evaluating the prime and proposed subcontractors as a whole, but failure to submit them will not result in an unacceptable technical rating.
