Section J, Attachment No. 6 - Questions and Answers (7/12/2016)
1) Specifications No. 20-C0853, Section 25 00 01, 2.03 (D) states “OIT Shall be fully compatible with existing PLC programming and HMI development tools suite”.
Please provide the following information:
· Make & product number of existing PLC programming and HMI development tools suite.
No information is available at this time.
2) Specifications No. 20-C0853, Section 25 00 01, 2.02 (A) states “Contractor must coordinate with local Reclamation area office personnel to ascertain specific software version, source code and developmental tools”.
Please provide the following information:

· Software version
· PLC Source code
· HMI/SCADA Source code
· Any existing control wiring diagrams

3) Spec 31 03 20 section 1.01A calls for payment based on a lump sum provided in the Price Schedule for the Canal Backwater Barrier. The Price Schedule provided in Section B “Supplies or Services and Prices/Costs” does not include a separate item for the barrier.
Where should the price for the Canal Backwater Barrier be put in the Price Schedule?
See revised Continuation of Section B – Supplies or Services and Prices/Cost and respective Specification Section paragraphs provided in Amendment No. 002.
4) A note on drawing 214-D-60016 calls for the 96” hollow jet valve to be disassembled and removed per drawing 214-D-14164, which doesn’t appear to be included with in the drawing package. Will drawing 214-D-14164 be provided in an upcoming addendum?
Yes, see drawings provided via Amendment No. 002.
5) Section 25 00 01 – 8 2.01, 2.02, 2.03: Please provide the information on the existing PLC rack/SCADA system and software for the PLC system for the current installation so the contractor can provide compatible equipment. Or can you provide a contact for the contractor that installed the current system?

6) There is nothing in the in the specifications or drawings regarding replacement of the existing 3/16” cloth reinforced gasket on the bulkhead. From all appearances at the site visit the existing gasket is likely the cause of leakage at the bulkhead perimeter. Should this be replaced?

7) Please provide more detail in how the existing hollow jet valve is to be placed in the storage location and the solid wooden crate that is to be used.
See response for Question 9. Wooden crate construction should be sufficient to shelter the valve and be consistent with crate construction. Contractor shall provide sufficient storage to protect the valve from weather elements.
8) Please confirm if FAR Clause 52.225-11 applies to the Madera Canal Low-Flow Valve project.
FAR 52.225-11 does not apply to this procurement (anticipated value does not exceed $7,358,000.00). FAR 52.225-9 and FAR 52.225-10 are applicable to this solicitation and the resultant contract. See revised Section L – Amendment No. 002.
9) Please provide additional detail on salvaged valve storage. Spec 35 22 23-3.01E.1 says to place the valve and adapter on reinforced concrete blocks, similar to existing concrete blocks onsite, and shown on the drawings. Is USBR referring to the existing trunnion bear supports per drawing 214-208-10780?
No, these are the (4) smaller concrete blocks up in the valve storage area within the fence where the existing valve will be stored. The trunnion blocks are existing and should not be removed as part of this project.
10) Are soils testing required for the installation for the cast-in-place concrete intended to support the removed valve?
Soil testing is not required.
11) Drawing 214-D-60016 and Spec 35 22 23 references Drawing 214-D-14164. Drawing 214-D-14164 does not seem to be included within the released drawings. Is this drawing intended to be included?
Drawings 214-D-11338, 214-D-11341, and 214-D-14164 are included via Amendment No.
002.
12) We are going to bid the subjected project with 60” Howell Bunger Valve (Fixed Cone Valve). Please comment if the Buy America Act also applies to the Fixed Cone Valve.

13) Drawings 214-D-11338, 214-D-11341, and 214-D-14164 are referenced in the “Existing” and “Removed” drawings on dwg 214-D-60016. We don’t see these drawings on the list, can these be provided?

14) The Canal Backwater Barrier section 31 03 20, Measurement and Payment, says payment will be 60%/40% of lump sum price offered in Price Schedule for Canal Backwater Barrier.
Please clarify where the cost of the canal backwater barrier are to be included.

15) Specifications 35 22 23 (3.01 C.1.a.) specifies a drawing number 214-D-14164 that was not included with the drawing package. Can you please provide this drawing.

16) Specification section 35 22 25-2.01 references ASTM A479 in multiple locations. ASTM A479 solely relates to stainless steel bars and shapes. Please add ASTM A240 (or other) for chromium-nickel stainless steel plate, sheet and strip. Please add ASTM A276 (of other) for stainless steel bars and shapes.
The specification section referred to includes references to other equivalent standards and codes in accordance with ASTM A479. Reclamation will consider other relevant standards and codes..
17) Specification section 35 22 25-2.01 references Nitronic 60, Inconel, Hastelloy, or equivalent. Please allow stainless steel 304 or 316 which has for decades been the default standard material for fixed cone valves and exhibits equivalent or better stainless steel properties as Nitronic 60, Inconel & Hastelloy in Fixed Cone Valve applications.

18) Dwg. 214-D-60015 – 60” FCV Separately mounted stationary discharge hood is depicted as supported by existing trunnion bearing and backwater bulkhead. Stationary discharge hood thrust load will require significantly more robust support in the form of concrete support incorporating thrust support mechanism. Concrete thrust support design/built effort appears to be outside of RFP scope of work. Please clarify if this design/build effort is in RFP scope of work or provide direction.
a. Knowledge of anticipated thrust loads appears to be within fabrication scope of work for this solicitation. Please confirm or clarify.
b. Referenced drawing (214-D-60015) shows new (N) valve cone attached to existing (E) backwater bulkhead, confirm thrust values have been considered and this attachment is acceptable as shown with existing (E) trunnion bearing and support used as shown.
Refer to Amendment No. 002. The connection between the backwater bulkhead and the new valve is only present to make the bulkhead watertight, not to support the new valve.
19) Specification section 35 22 25-1.02D, and specification section 35 22 25-2.01-B.1 identifies AWS D1.1/D1.1M-10. This welding procedure is for carbon steel. Please add AWS D1.6/D1.6M:2007 for stainless steel.

20) Please reference specification 35 22 23-3.01C-1.g. The specification states the larger part of the existing valve is 20 tons exclusive of the valve outer housing. The specification then states the component weighs approximately 25 tons. Please clarify if the valve assembly weighs approximately 25 tons, of if the valve’s outer housing weighs 25 tons.
The approximate weight of the various valve components as:

These weights are approximate and are listed in BOR maintenance instructions for the 96-inch hollow jet valve and have not been verified.
21) Does Reclamation have a drawing of the existing 96” valve’s internal connections to the drive? The most detail on the current valve is a piezometer drawing 214-D-12504.
Details for 96-Inch Hollow Jet Valve are included on the following drawings (non-inclusive -these are the drawings listed in our maintenance instructions):

22) Please clarify if the new valve is required to have the piezometer taps.

23) Is the removed 96” valve to be stored in the upright position similar to the valve currently stored?
Yes
24) Does the Government know the capacity of the bridge (B0-029) crossing the Madera Canal at the valve site?
Access across this bridge and on to the right abutment area is not within the access areas shown and we do not anticipate this bridge being utilized.
25) Are the existing onsite stop logs available for Contractor use for the backwater barrier?
There is a stop log on-site that can be used by the contractor. However, it is in poor condition and would need to be repaired before use. It would slide into the stop log guides immediately downstream of the front side of the bulkhead plates/front of the valve.
26). At the sectioned top decking above the valve, threaded lifting holes are present on one section only. Does Reclamation have additional data on how the other sections are to be lifted?
There are non-threaded holes in all the deck plates. Contractors are encouraged to review the existing plates to determine the best method for lifting.
27) Are photos or drawings available illustrating the panel, conduits, and connections for the electrical motor/actuator within the electrical room.

28) Please clarify if asbestos seals and/or gaskets on present on the existing 96” valve.
Asbestos seals or gaskets are not present on the existing 96-inch hollow jet valve nor the adapter. Rubber o-ring type material has been utilized between valve-adapter and adapter penstock. Rubber gasket material is also utilized between bulkhead plates and valve and bulkhead plates and framing.

(2) If the offeror is unsure if a planned work site satisfies the criteria for a secondary site of the work, the offeror shall request a determination from the Contracting Officer.
(b)(1) If the wage determination provided by the Government for work at the primary site of the work is not applicable to the secondary site of the work, the offeror shall request a wage determination from the Contracting Officer.
(2) The due date for receipt of offers will not be extended as a result of an offeror’s request for a wage determination for a secondary site of the work.
FAR 52.222-23 NOTICE OF REQUIREMENTS FOR FEB 1999
AFFIRMATIVE ACTION TO ENSURE
EQUAL EMPLOYMENT OPPORTUNITY
FOR CONSTRUCTION
(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance Requirements for Construction clause of this solicitation.
(b) The goals for minority and female participation, expressed in percentage terms for the Contractor’s aggregate workforce in each trade on all construction work in the covered area, are as follows:

These goals are applicable to all of the Contractor's construction work performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, the Contractor shall apply the goals established for the geographical area where the work is actually performed. Goals are published periodically in the Federal Register in notice form, and these notices may be obtained from any Office of Federal Contract Compliance Programs office.
(c) The Contractor's compliance with Executive Order 11246, as amended, and the regulations in 41 CFR 60-4 shall be based on (1) its implementation of the Equal Opportunity clause, (2) specific affirmative action obligations required by the clause entitled "Affirmative Action Compliance Requirements for Construction,'' and (3) its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade. The Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor, or from project to project, for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, Executive Order 11246, as amended, and the regulations in 41 CFR 60-4. Compliance with the goals will be measured against the total work hours performed.
(d) The Contractor shall provide written notification to the Deputy Assistant Secretary for

Federal Contract Compliance, U.S. Department of Labor, within 10 working days following award of any construction subcontract in excess of $100,000 at any tie for construction work under the contract resulting from this solicitation. The notification shall list the -
(1) Name, address, and telephone number of the subcontractor;
(2) Employer's identification number of the subcontractor;
(3) Estimated dollar amount of the subcontract;
(4) Estimated starting and completion dates of the subcontract; and
(5) Geographical area in which the subcontract is to be performed.
(e) As used in this Notice, and in any contract resulting from this solicitation, the "covered area" is Madera County, California.
FAR 52.225-10 NOTICE OF BUY AMERICAN REQUIREMENT MAY 2014
- CONSTRUCTION MATERIALS ALT. I
(a) Definitions. “Commercially available off-the-shelf (COTS) item,” “construction material,” “domestic construction material,” and “foreign construction material,” as used in this provision, are defined in the clause of this solicitation entitled “Buy American--Construction Materials” (Federal Acquisition Regulation (FAR) clause 52.225-9).
(b) Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute shall submit the request with its offer, including the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-9.
(c) Evaluation of offers.
(1) The Government will evaluate an offer requesting exception to the requirements of the Buy American statute, based on claimed unreasonable cost of domestic construction material, by adding to the offered price the appropriate percentage of the cost of such foreign construction material, as specified in paragraph (b)(3)(i) of the clause at FAR 52.225-9.
(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.
(d) Alternate offers.

(1) When an offer includes foreign construction material not listed by the Government in this solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.
(2) If an alternate offer is submitted, the offeror shall submit a separate Standard Form 1442 for the alternate offer, and a separate price comparison table prepared in accordance with paragraphs (c) and (d) of the clause at FAR 52.225-9 for the offer that is based on the use of any foreign construction material for which the Government has not yet determined an exception applies.
(3) If the Government determines that a particular exception requested in accordance with paragraph (c) of the clause at FAR 52.225-9 does not apply, the Government will evaluate only those offers based on use of the equivalent domestic construction material, and the offeror shall be required to furnish such domestic construction material. An offer based on use of the foreign construction material for which an exception was requested—
(i) Will be rejected as nonresponsive if this acquisition is conducted by sealed bidding; or
(ii) May be accepted if revised during negotiations.
FAR 52.236-27 SITE VISIT (CONSTRUCTION) – ALT I FEB 1995
The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
(a) An organized site visit has been scheduled for: Month Day, 2016 at 10:00 AM.
(b) Offerors or quoters attending the site visit shall wear a hard hat, safety toe boots (no open toe shoes), sturdy attire, and safety glasses.
(c) A Job Hazard Analysis (JHA) will be addressed on site by the Onsite Government Representative Prior to commencement of the tour.
(d) Rest rooms and potable water are not available on site. The site is secured and it is recommended that offerors or quoters attending the site visit bring water for personal use.
(e) Photography is allowed, but any photographs taken of the facilities will be used solely by the offeror’s or quoter’s company for the purpose of bidding on the contract. Any other use of the photographs is expressly prohibited, including any and all publishing of the photographs.

The Contracting Officer estimates that the Section B Mobilization and Preparatory Work schedule line item should not exceed 10 percent of the total bid price. Your attention is directed to contract clause WBR 1452.232-81 Payment for Mobilization and Preparatory Work, which reflects how the Government will pay for this line item, including how payment will be made when the price bid for this schedule line item is higher than the percentage stated herein.
