Folsom Crane Repair and Inspection

Questions and Answers
Question 1: Do you have the past inspections and repairs for the cranes? In other words the crane history.
Response 1: We have them, however, they are not in a format that would be readily useful. I am not aware of any major repairs that have been made in recent history.
Question 2: For the load cell, what is the protocol for the BOR? Is there an SOP that needs to be followed?
Response 2: CCAO has never performed calibration of the load cell. They have only been calibrated upon installation.
The load cell on the Folsom Dam Gantry Crane shall be calibrated by any of the procedures on pages 16-21 of the Imes Model S1010 manual.
The load cell on the Nimbus Gantry crane shall be calibrated using the steps outlined on page 48 of the LSI GS550 System.
If using direct calibration one of the calibration weights shall be 100% of the rated load.
The load cell shall be calibrated to within 1% of the actual value.
Question 3: Can vehicles be allowed in the restricted areas (Folsom Dan Road).
Response 3: All equipment/vehicles will need to be inspected by the Sheriff prior to the first time going up. If the vehicles and man lift are kept here on site they won't need any further inspections unless they leave for more than 24 hours.
The contractors will also require badging, at least one will need an investigation prior to starting work so he can serve as escort. The escort/contractor ratio is 1:8, so you might need more than one escort for the crew depending on size. The top of the dam, pump plant, and power house are all Zone 3 and will need badged escorts, Nimbus isn't. They can get an interim (1 year) escort badge based on a fingerprint check done down at Region, this normally takes two weeks.
Question 4: Is there an active fault list maintained by the BOR that lists any outstanding issues/pending repairs?
Response 4: There is no active faults list maintained. Within our maintenance program the following Corrective Maintenance Items are outstanding.
1. Folsom and Nimbus Powerplant cranes have been locking out for an unknown reason
2. It was observed that the brake alarms were not coming in on three of the four hooks on the Folsom Powerplant crane
3. Folsom powerplant crane breaker is damaged (presumably its aesthetic only)
Question 5: How often does each crane get used and in what capacity?
Response 5: Cranes are all used infrequently, generally only a few times a year and at much less than rated capacity.
Question 6: Is there water access, to fill bags for the crane load inspection, near each crane?
Response 6: In general yes. Water can be pumped from Lake Folsom, Lake Natoma and the powerplant tail race. There is fire water access on the 5th floor of Folsom Pumping Plant. Water may be available for the pumping plant, but it may be an inconvenient source (either far away or very low flow rate I.e. garden hose).
Question 7: Does the contract cover the maintenance of the cranes? If not who currently does the crane maintenance?
Response 7: This contract will not cover periodic maintenance items. That maintenance is performed by plant mechanics and electricians.
Question 8: For the load test is a crane operator required?
Response 8: The contractor shall be required to provide a qualified/certified crane operator as needed. The contractor shall provide qualifications/certifications to the COR/OGR at least 5 days prior to any planned and approved crane operations.
