Performance Work Statement
AERIAL PHOTOGRAPHY SPECIFICATIONS
FOR
FOLSOM DOCUMENTATION PHOTOGRAPHY
Monthly flights FY2016/17 (A total of 13 flights will be required)

1.0 Background
The government desires to acquire monthly aerial photography for documentation of construction progress, and other ancillary uses, along the attached flightlines.
2.0 Scope
CAMERA: The vertical aerial photographic negatives shall have a 9‑inch by 9‑inch format and be exposed with a suitable camera having a distortion‑free lens of +/- 153mm nominal focal length. Said camera shall be in satisfactory state of serviceability and calibration as to meet the standard specifications for aerial photography for photogrammetric mapping published by the U.S. Geological Survey, revised May 15, 1974, and as further modified. If not currently on file with the agency, current camera calibration reports must be supplied to USBR.
A digital Camera is also acceptable assuming it is in a satisfactory state of serviceability and calibrated as to meet the above referenced specifications. Also, if the format is different than the 9-inch by 9-inch specified format additional exposures would most likely be require to cover the project area and a new flight plan developed. To make sure overlap and sidelap specifications are met with a modified format the contractor will submit a revised flight map to USBR with their proposal.
FLIGHT LINES: All photographic flight lines shall be flown according to the map furnished by the contracting officer. Particular care shall be exercised to keep all flight lines straight. Flights shall be oriented over the flight lines as delineated on the flight map and any deviation in which the requested flight line falls outside the center one half (1/2) inch strip of the photographs may be cause for rejection and reflight at the expense of the contractor. The position of the first and last photo of each flight line shall be annotated on the flight map indicating full stereo coverage over the length of the flight line.
FLIGHT ALTITUDE AND PHOTO SCALE: Frames shall be exposed from a sufficient altitude to produce a resultant photo scale of 1:4200. Any deviation from the required photo scale that prohibits aerial triangulation or compromises accuracy requirements may be cause for rejection and reflight at the expense of the contractor. In areas of varying terrain, discussion with contracting officer should be pursued to ensure sufficient flight altitudes.
OVERLAP: Forward overlap shall average 60 percent. Any overlap of less than 55 or more than 65 percent may be cause for rejection and reflight at the expense of the contractor.
SIDELAP: Sidelap between adjacent parallel flight lines shall average 30 percent. Any sidelap of less than 20 or more than 45 percent may be cause for rejection and reflight at the expense of the contractor.
CRABBING: Any series of two or more consecutive photographs crabbed in excess of 10 degrees may be cause for rejection and reflight at the expense of the contractor.
TILT: Tilt, defined as the dihedral angle between the photographs and a horizontal plane, shall in no case exceed 5 degrees and shall not average more than 1 degree for the entire job.
AERIAL FILM: The film to be used shall be dimensionally stable COLOR negative film for aerial photography with suitable saturation, rendering, resolution, fine grain distribution and density.
PROCESSING FILM: All aerial negatives shall be developed within one (1) week of date of exposure and shall be so developed, fixed, washed and dried to assure maximum quality of image definition and permanency. Every precaution shall be taken to avoid distortion of the film in processing. Projection prints shall not be made from the film except on special approval of the contracting officer.
QUALITY OF AERIAL NEGATIVES: Negatives shall be clear, sharp in detail and of average and uniform density. They shall be free of scratches, dust, fingerprints, processing residue, light streaks, snow, clouds and cloud shadows, static marks, and other blemishes. They shall be taken at such a time as to provide quality exposure minimizing shadows, sunspots and glare. Only materials meeting the above requirements will be acceptable.
EDITING OR TITLING AERIAL NEGATIVES: Each aerial negative shall be identified by consecutive strip and exposure numbers in the forward right corner (as per flight map), the date in the forward left corner, the project identifier- flight number to the right and scale to the left of the center fiducial.

All of the above lettering shall be neat, legible, uniform and approximately .20‑inch high. Lettering shall not extend into the image area more than .35‑inch and shall be stamped or drafted in permanent opaque ink to appear in direct positive form within the image area on the subsequent positives.
DIGITAL SCANNING THE AERIAL NEGATIVES:
Images must be digitally scanned at 14 microns (roughly 1800dpi) with the data strip visible. Images shall be processed so they are clear, sharp with optimal contrast and tones.
FLIGHT MAP:
The flight map to be furnished by the US Bureau of Reclamation and shall consist of published 7.5 or 15 minute USGS quadrangle sheets covering the project area with the flight lines delineated thereon.
3.0 Type of Contract
The government will award a firm fixed price contract.
4.0 Period of Performance
The provided flight plan will be flown with photography collected at designated exposure locations on the first of each month, weather permitting. Beginning on 09/01/2016 and ending on 09/30/2017.
5.0 Administrative Information
5.1 Recognized Holidays:
The Contractor is not required to perform services on recognized on the following holidays:

5.2 Hours of Operations
The contractor is responsible for conducting business, between the hours of 8am to 5pm, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
5.3 Place of Performance
The work to be performed under this contract will be performed at the contractor’s facility with the exception of the aerial photography image collection, which will be performed at the location specified on the attachment.
5.4 Security
The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use, if furnished.
5.5 Delivery
Processed and titled aerial negatives and 2 sets of color contact prints of vertical photography will be delivered within 30 days of flight date.
Film shall be delivered in a standard plastic container. The canister shall be neatly and securely labeled. All information should be completely filled in by the contractor before it is secured to the container.
Digital data shall be delivered on a portable external hard drive (to be provided by contractor).
6.0 Government-Furnished Property
The Government is not furnishing any equipment, services, facilities, etc. for this contract.
7.0 Applicable Publications (Current Editions)

8.0 Objectives
To provide aerial photography to document the progression of construction activities at the Folsom Joint Federal Project.
9.0 Tasks
Task 1 – Monthly aerial photography collection
10.0 Performance Assessment and Disincentives
(a) Monitoring Performance. During the course of the evaluation period, the COR will track Contractor performance. Interim (mid-term) evaluations may be provided to identify strengths and weaknesses in the Contractor's performance during the period being evaluated. At the end of the period, the COR will assess the Contractor's performance in accordance with the Quality Assurance Surveillance Plan (QASP) and report to the Contracting Officer.
(b) Contractor Self-Assessment. Following each evaluation period, the Contractor may provide a written self-assessment of its performance to the COR to be considered in its report to the Contracting Officer. The self-assessment shall be submitted not later than 5 working days after the end of each evaluation period. The self-evaluation shall not exceed 1 page per PRS element. The self-assessment shall address both the strengths and weaknesses of the Contractor's performance during the evaluation period. Where deficiencies in performance are noted, the Contractor shall describe the actions planned or taken to correct such deficiencies and avoid their recurrence. The self-assessment itself will NOT be the basis for the Disincentives determination.
(c) COR Recommendation. The COR will consider all evaluations and any other pertinent information, including Contractor self-assessment, and will prepare a report to the Contracting Officer with findings and recommendations. The Contractor will be provided a copy of the draft findings and recommendations of the COR and will be afforded the opportunity to identify factual errors. The COR's draft recommendation is not subject to negotiation and the COR will not engage in discussions with the Contractor. Any errors identified by the Contractor will be addressed by the COR in its final report. The Contractor will be provided a copy of the final COR report at the same time the report is submitted to the Contracting Officer.
(d) Payment Determination. The Contracting Officer may meet with the COR to discuss the COR's report. The Contracting Officer will make a final determination in writing as to the percentage of work successfully completed, and the resulting payment to be made. A copy of the determination will be provided to the Contractor no later than 45 calendar days after the end of the period being evaluated. All Contracting Officer decisions regarding Disincentives are unilateral decisions made solely at the discretion of the Government.
(e) Deduction. Notwithstanding any other clause of this contract, deduction of the Disincentive will be made within the later of 60 days after the end of the evaluation period or 30 days after receipt of an approved invoice.
(f) The Quality Assurance Surveillance Plan is one evaluation method the government uses to surveillance performance to determine whether the Contractor meets the standards of performance as defined in the PWS. The absence of a QASP for any contract requirement, however, shall not detract from its enforceability or limit the rights or remedies of the government under any other provision of the contract in determining the quality of the Contractor performance.
