BASE CONTRACT STATEMENT OF WORK

STATEMENT OF WORK
BASE CONTRACT
BEARING AND BUSHING IDIQ
C.1 SUMMARY
Each year, Hoover, Davis, and Parker Dams send various bronze bushings, thrust bearing components and guide bearings off-site to either repair or re-manufacture them to the original configuration. At times, these facilities will require new items that match original equipment. These quantities may vary from one item per year to multiple items.
C.2 WORK
C.2.1 The bearing and bushing services to be furnished under this contract will be used by the Bureau of Reclamation at Hoover Dam, Davis Dam, and Parker Dam.
C.2.2 All work shall be performed in accordance with the Bureau of Reclamation criteria, methods, procedures, and the general specifications contained herein or specified in each individual Task Order. Specific orders cannot be identified at this time. When there is a need for a particular bearing or bushing service, Reclamation will identify the detailed requirements in a Task Order.
Task Orders will detail the scope of work, performance period, and price.
C.2.3 The Contractor shall recondition (re-babbitt, tolerance restoration, and modify) various thrust bearings and cast steel shell turbine guide bearings for use with Hoover, Davis, or Parker generating units, similar in nature to the bearings described in the following paragraphs and drawings. The bearing weights vary between approximately 2,000 & 3,700 pounds depending on style and type of bearing. A detailed drawing will be supplied in each task order and the typical drawings shown below are for information only. The Contractor shall also fabricate babbitt bond gauge blocks as specified.
C.2.4 The bearings shall be picked up from, rehabilitated, and returned to Hoover, Davis, or Parker
Dam.
C.3 INTERNATIONAL ORGANIZATION FOR SANDARDIZATION (IS0) CERTIFICATION
The Contractor performing the work shall have current certification and show proof of certification by the ISO to perform ISO 9001 series work. Proof of ISO 9001 registration shall be submitted with the Contractor’s proposal.
C.4 SHIPPING
C.4.1 The bearing assemblies will be packaged by Hoover, Davis, or Parker Dam personnel for shipping. The Contractor shall be responsible for transporting the bearing assemblies from the Hoover, Davis, or Parker Dam to its facility and returning the completed bearings FOB Destination to Hoover, Davis, or Parker Dam. The cost of transporting the bearing assembly to and from the Hoover, Davis, or Parker Dam shall be included in the price for each delivery order.
C.4.2 The Contractor shall contact the Contracting Officer’s Representative (COR) five (5) calendar days prior to shipping of any supplies/equipment.
C.5 SUBMITTAL REQUIREMENTS
C.5.1 A list of Submittals will be included in each task order and may require, at a minimum, the following to be submitted:
(1) An AutoCAD drawing reflecting the original condition of the bearing assemblies
(2) A drawing showing mapped bonding test results
(3) Certified machining results of final dimensions
(4) Commercial warranty
C.6 MATERIALS
C.6.1 The Contractor shall use virgin babbitt type ASTM B-23 (1994) Grade 2 (89.0% tin, 7.5% antimony, 3.5% copper) as rebabbitting material. Recycled babbitt material shall not be used.
C.7 EXECUTION
C.7.1 Prior to any work on the bearings, the Contractor shall make a drawing that details the as-delivered condition of each bearing.
C.7.2 On thrust bearings, the overall height and other critical dimensions shall be taken. Finished dimensions shall also be listed on each drawing. All critical surfaces shall be flat and parallel within +/- 0.001-inches and final height of each set of shoes shall be within +/- 0.001-inches.
C.7.3 On guide bearings, the splits shall be cleaned and re-torqued to a minimum of 250-foot pounds prior to any measurement. Prior to re-babbitting, all segment flange areas shall be machined flat and parallel to the outer spigots or tapers. All tapers shall be refurbished and finished concentric to the final bore. All spigot surfaces shall be perpendicular to final bore.
C.8 BABBITT REMOVAL AND CLEANING
The Contractor shall remove all old babbitt from each section of the bearing shell by means of machining and/or controlled heating procedures, cleaning the bearing shell thoroughly for tinning and application of new babbitt. Care shall be taken to minimize thermal distortion of the bearing shell.
C.9 TINNING
After thorough removal of the old babbitt, the Contractor shall be capable of retinning the entire bonding surface for the babbitt. Cast iron bearing shell shall be tinned with nickel. Stop-off shall be applied to areas not to be tinned to prevent tinning compound from sticking.
C.10 REBABBITTING
The Contractor shall be capable of new babbitt being centrifugally cast on the bearing shell and shall be done as one continuous pour.
C.11 MACHINING
The Contractor shall be capable of machining so the bearing is suitable for quality control inpsections.
C.12 INSPECTIONS
C.12.1 After machining, the Contractor shall inspect the entire surface of the bearing for bonding to the cast iron shell using pulsed reflection ultrasonic inspection techniques in accordance with ASTM E114 (2001) – Standard Practice for Ultrasonic Pulse-Echo Straight-Beam
Examination by the Contact Method, and ASTM E165 (2002) – Liquid Penetrant Inspection Method. The Inspector shall be certified as ASNT-TC-1A, Level II, Rev 90 (2000).
C.12.2 The total area of un-bonded babbitt shall not exceed ten (10) percent of the total babbitted surface, and no single un-bonded area is permitted to exceed a dimension of one (1) square inch. Lack of bond at any exposed bond line(s) is unacceptable. Less bond than specified above shall require rebabbitting. The babbitt shall show no evidence of porosity by visual or ultrasonic inspection.
C.12.3 After machining the bearing to the final dimensions, a dimensional inspection shall be conducted to verify that tolerances were held. Final machining results shall be recorded and signed by a certified journeyman machinist or quality inspector and submitted as specified in each Delivery Order.
C.13 WARRANTY
The Contractor shall provide a written commercial warranty for general workmanship and a one-year written guarantee on the rebabbitting bond integrity commencing on the date of final payment. The warranty and guarantee shall be submitted as specified in each Delivery Order.
C.13 DRAWINGS
C.13.1 The bearing drawings provided with each delivery order will be the original Hoover design drawing for each of the bearing assemblies. Completed bearing dimensions shall conform to the requirements of the Statement of Work and the original design drawings.
C.13.2 The drawings below are examples of the bearing types, sizes, and complex machining of tapers that require reconditioning. Specific drawings will be issued with each Delivery Order.

C.14 PAYMENT
The Contractor shall invoice lump-sum payment for the work. The Contracting Officer’s Representative will not consider the entire work complete until after all submittals have been received and approved.
