This is a sources sought announcement for acquisition planning purposes. No formal solicitation for this requirement exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Government does not intend to award a contract on the basis of this notice or otherwise pay for information solicited.
The Bureau of Reclamation (Reclamation) has a requirement for approximately 34,000 linear feet of 48” DR 17 High Density Polyethylene (HDPE) Pipe; approximately 4,400 linear feet of 18” DR 24 Polyvinyl Chloride Pipe (PVC) Pipe; and 1 EA - 20”-65” Butt Fusion Machine with Pipe Stand and Master Jaw Insert to delivered to the Yuma Area Office, 7301 Calle Agua Salada, Yuma, AZ 85364 or in the approximate 30 mile radius..
This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 326122, Plastic Pipe and Pipe Fitting Manufacturing and the small business size standard is 500 employees.
Capability statements are to be submitted no later than April 30, 2015. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information: (1) Business name (including DUNS No.), address, telephone no, business size and type, (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number; (2) Demonstration of the firm's experience shown by providing a list of actual jobs completed within the past five years in which your firm completed this type of work. Additionally, for each job listed provide the following: a brief description of the type of pipe manufactured, project title, dollar value of the job, the company name, location, and the customer's contact name and phone number for the work completed.

When it is determined that a formal solicitation will be issued, the solicitation will be issued under Solicitation R15PS00760 and posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/ and FedConnect at https://www.fedconnect.net/FedConnect
In addition, your company must have a DUNs number and be registered on-line at the System for Award Management (SAM). You will also be required to provide your small business status information either via the solicitation or the On-line Representations and Certifications (ORCA) also located at the SAM website before an award to your company can be made. Your on-line ORCA registration will cover any/all of your offers to the Federal Government, and only needs updated annually.
