FOREWORD

The work consists of road maintenance (watering, scarifying, blading, shaping, compacting, cleaning and mowing) on roads owned by the Bureau of Reclamation around the Belle Fourche Reservoir. Approximately 16 miles of road and one parking area will require maintenance under this contract.

The location of the work is at the Belle Fourche Reservoir located 8.5 miles northeast of Belle Fourche, South Dakota in Butte County. Maintenance shall be performed on the roads and parking area shown in Table 01 11 00A. The location of the Roads and Jeremiason Fishing Access Parking to be worked on under this contract is provided in Appendix A on the map titled “Belle Fourche Reservoir Road Maintenance Butte County, South Dakota”.

PRINCIPAL COMPONENTS OF WORK

Watering, scarifying, blading and compacting approximately 16 miles of Belle Fourche Reservoir roads.

Mowing approximately 31 miles of roadside shoulders.

Spreading, watering, blading and compacting limestone road gravel on approximately 1 mile of newly constructed Bird Island View Rd. Gravel is to be spread evenly 6 inches deep across 24 feet of road base.

Contractor will be responsible to repair or restore any damage caused by their work to the surrounding property to the satisfaction of the Contracting Officer and/or COR.

The work will be quoted under 4 schedules. The first date of completion is set at May 21, 2015, the second date of completion is set at July 1, 2015, the third date of completion is set at July 31, 2015, and the last date of completion shall be September 2, 2015. All contract submittals and invoices shall be provided to Reclamation completing the work by September 16, 2015.

1.02 PRINCIPAL COMPONENTS OF WORK

A. Watering, scarifying and blading approximately 16 miles of Belle Fourche Reservoir roads. The roads and parking areas designated for maintenance in this contract are listed in Table 01 11 00A and shown in Appendix A on the map titled “Belle Fourche Reservoir Road Maintenance Butte County, South Dakota”. Typical sections for the roads are provided as Exhibit A in Appendix A.

B. Mowing approximately 31 miles of roadside shoulders.

C. Spreading, watering, blading and compacting limestone road gravel on approximately 1 mile of newly constructed Bird Island View Rd. Gravel is to be spread evenly 6 inches deep across 24 feet of road base.

D. Onsite work is to commence three weeks before each of the scheduled completion dates specified in the bid schedule. In the event of severe or wet weather, the Contracting Officer and/or COR will have authority to suspend work until such time that, in their opinion work may resume, in order to minimize damage or rutting of the travel routes.

E. Contractor will be responsible to repair or restore any damage caused by their work to the surrounding property to the satisfaction of the Contracting Officer and/or COR.

Contractor’s work that causes damage to adjacent roads such as the paved portion of Fisherman Road or adjacent county roads will be the responsibility of the Contractor to repair or restore any damage.

1.03 SPECIFICATIONS REQUIREMENTS

A. Requirements in Division 1, General Requirements, apply to Divisions 2 through 52.

1.05 REVIEW OF SUBMITTALS

A. Time Required:

1. Submittal review will require 14 days for review of each submittal or re-submittal, unless otherwise specified.

2. Time required for review of each submittal or re-submittal begins when complete sets of materials required for a particular RSN are received and extends through return mailing postmark date.

B. Time in Excess of Specified:

1. The CO may extend the contract completion date to allow additional time for completing work affected by excess review time.

a. The time extension will be to the extent that excess review time caused delay to the contract completion date.

b. The time extension will not exceed the time used in excess of the specified number of days for review of submittals or re-submittals.

c. Concurrent days of excess review time resulting from review of two or more separate submittals or re-submittals will be counted only once in extending the contract completion date.

2. No time extension will be allowed if the Contractor fails to make complete approval submittals in sequence and within time periods specified.

3. Adjustment for delay will be made only to the extent that:

a. Approval was required under the contract, and

b. Requests for approval were properly and timely submitted and were approved.

Adjustment will be subject to terms of paragraphs (b) and (c) of the clause at FAR 52.242-14, Suspension of Work, however, no such delay shall be deemed to be a “suspension order” as the term is used in that clause.

1) The Contractor shall provide a site specific written Safety Plan that is acceptable to Reclamation as listed on Table 01 33 00A. The program shall be consistent with the outline and content of the Reclamation Safety and Health Standard (RSHS), 2009 revision, Section 3 and Appendix B and include the program materials required by the Occupation Safety and Health standards (OSHA) for the work conducted. Due to the nature of the work the Written Plan shall include as a minimum; Hazard Communication, Personal Protective Equipment, Hearing Conservation and machinery. All equipment used on this contract must meet requirements as per appendices F, G, H of RSHS.

2) The written plan shall contain detailed information on the training, safe work practices, personal protective equipment and engineering controls to be used onsite to control hazard.

3) The Contractor shall be responsible for insuring that Subcontractors comply with the requirements set forth in this specification, the regulatory standards and the industry standards incorporated by reference in the RSHS OSHA standards. Where there is conflict between the standards, the more stringent or restrictive shall be utilized.

4) Medical Facilities Plan:

3.01 TRAFFIC CONTROL

A. Meet requirements of MUTCD, Part 6.

B. The contractor will be not be allowed to close the roads designated for repair to the public during the road reconstruction project.

C. Access will be maintained for government personnel as needed.

D. Provide cones, delineators, concrete safety barriers, barricades, flasher lights, danger signals, signs, and other temporary traffic control devices as required to protect work and public safety.

E. Provide flaggers and guards as required to prevent accidents and damage or injury to passing traffic.

F. Do not begin work along public or private roads until proper traffic control devices for warning, channeling, and protecting motorists are in place in accordance with approved traffic control plan.

G. Remove traffic control devices when no longer needed.

SECTION 01 57 20

ENVIRONMENTAL CONTROLS

PART 1 GENERAL

1.01 MEASUREMENT AND PAYMENT

A. Cost:

1. Include in the prices offered in the schedule for other items of work, except as specified.

2. Costs for damages and work stoppage are the Contractor's responsibility.

1.02 REFERENCE STANDARDS

1.03 REGULATORY REQUIREMENTS

A. Comply with Federal, State, and local laws and regulations.

B. Comply with RSHS.

C. Conform to most stringent requirement in cases of conflict between specifications, regulatory requirements, and RSHS.

D. Contractor shall be responsible for damages resulting from dust originating from Contractor operations in accordance with clause at FAR 52.236-7, Permits and Responsibilities.

E. The CO may stop any construction activity in violation of Federal, State, or local laws and additional expenses resulting from work stoppage will be responsibility of Contractor.

1.04 DUST CONTROL

A. Provide dust control and abatement during performance of work.

B. Prevent, control, and abate dust pollution on rights-of-way provided by Government or elsewhere during performance of work.

C. Provide labor, equipment, and materials, and use efficient methods wherever and whenever required to prevent dust nuisance or damage to persons, property, or activities, including, but not limited to, crops, orchards, cultivated fields, wildlife habitats, Environmental Controls 01 57 20 - 2 dwellings and residences, agricultural activities, recreational activities, traffic, and similar conditions.

1.05 AIR POLLUTION CONTROL

A. Use reasonably available methods and devices to prevent, control, and otherwise minimize atmospheric emissions or discharges of air contaminants.

B. Do not operate equipment and vehicles that show excessive exhaust gas emissions until corrective repairs or adjustments reduce such emissions to acceptable levels.
