The Bureau of Reclamation, Yuma Area Office in Yuma, AZ is conducting a market survey to determine the availability of vendors capable of providing the work identified below. This is a sources sought notice for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted.
The Bureau of Reclamation, Yuma Area Office has a requirement for a contractor to engineer a narrowband (12.5 kHz) VHF mobile radio system that retains compatibility/interoperability with existing user radios (ICOM F9511T 05 and F9011T 10) during implementation; and is upgradeable to enhanced P25 Trunking operations. The new land mobile radio system must be commercial application of standards-based technology and capable of supporting a variety of technologies.
Technologies listed may include but are not limited to the following: An APCO Project 25 (P25), conventional or trunked, as defined in the TIA/EIA Technical Service Bulletin (TSB) 102 suite of documents.
The Contractor shall supply six ICOM FR 9011 P25 transceivers and a P25 Channel Controller for a single channel composite trunked site and a power supply with DC Power Distribution panel. Contractor shall be responsible for all software configurations to make the system operate as one complete composite trunking system.
The Contractor shall furnish 100 VHF P25 mobile radios (ICOM Model F9511T 05) and 50 VHF P25 handheld radios (ICOM Model F9011T 10) fully installed with requested software and hardware for immediate use of all equipment related to the ICOM radios in use at the Reclamation in accordance with the Scope of Work. Contractor shall schedule face to face meetings with Reclamation to develop the basic software programs needed and load them into each unit.
Contractor shall schedule meetings at Reclamation or as directed to develop all software needed for pre-configuration of the system for all equipment. Prior to any shipping of equipment to the government the Contractor shall demonstrate through a functional bench test demonstrating the system is fully developed and is 100 percent functional.
Warranty and maintenance during system deployment to include but not limited to, a minimum of three (3) years warranty and maintenance after final acceptance of all system components and project deliverables.
The Contractor shall be responsible for furnishing a complete and fully functional system including, but not limited to, the following components:
VHF wireless mobile communications system and subsystems
Fault reporting that can interface to existing Reclamation network management and reporting systems
System management tools for performance, configuration and provisioning management required for Reclamation to properly operate and administer the proposed system
User radio equipment and accessories
Interface to Dispatch console and voice logging systems
Work shall be planned, coordinated, and conducted with no interruption of service to existing critical systems.
All equipment provided shall be new and be covered by a full manufacturer’s warranty (after subsystem acceptance test) of not less than 3 years from final acceptance.
This acquisition, when announced, will be conducted under North American Industry Classification System (NAICS) Code 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing with a Small Business Size Standard of 750 Employees.
Capability statements are to be submitted not later than April 30, 2015. The capabilities package submitted by a vendor should demonstrate the firm’s ability, capability, and responsibility to perform the principal components of work listed above. Packages should include the following information:
(1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.), and point of contact to include e-mail address and telephone number.
(2) Demonstrate the firm’s experience by providing a list of projects completed where the work involved the components of work listed above and were completed within the past three years, and in which your firm performed the work. Include in the list only work comparable to the size for which your firm was entirely responsible for providing the labor, facilities, equipment, and material. Additionally, for each project listed, provide the following: a brief description of the work performed, project title, dollar value of the job, location, and the customer’s contact name and phone number for the work completed.

When it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/.
