10. THE GOVERNMENT REQUIRES PERFORMANCE OF THE WORK DESCRIBED IN THESE DOCUMENTS (Title, identifying no., date)
Project Title: U1 - U4 Flowmeter Installation, Hungry Horse Dam, Montana.
This project is set aside for small business concerns.
The construction cost magnitude is between $250,000.00 and $500,000.00.
The system used for issuing this solicitation won't allow a calendar date in Block
11, so the number of days stated for completion in Block 11 is not accurate
(placeholder of 1 has been used). The actual completion date for the resulting contract will be February 6, 2016, as described in solicitation, Section F, clause
52.211-10.

1.01 LOCATION
A. Work is located at Hungry Horse Powerplant approximately 20 miles northwest of Kalispell, Montana, in Flathead County. Hungry Horse Powerplant and Reservoir are in the South Fork Flathead River.
B. Location of the dam and powerplant is shown on location map drawing 447-100-359.
1.02 PRINCIPAL COMPONENTS OF WORK
A. Furnish and install complete turnkey flow metering system capable of measuring water flowrate in each of the four hydroelectric turbine penstocks. The flow metering system shall be of the acoustic time-of-flight utilizing ultrasonic technology to measure water velocities in 8 chordal paths in two crossing planes.

1. For each Contractor use site on Government land.
a. Show use location and extent of impact. Uses include but are not limited to the following:
1) Buildings and service areas including offices, shops, warehouses, storage areas, fuel and oil storage areas, and fabrication yards.
2) Parking areas, temporary roads, and haul routes.
3) Utilities including air, power, and water lines; fire hydrants; and compressor station.
4) First-aid and medical facilities.
5) Areas for processing, storing, and disposing of waste materials from construction operations.
6) Temporary fences.
b. Describe methods to preserve, protect, and repair if damaged, vegetation (such as trees, shrubs, and grass) and other landscape features on or http://www.usbr.gov/mussels/prevention
Use of Site 01 14 10 - 2 adjacent to the jobsite, which are not to be removed and which do not interfere with the work required under this contract. Include methods to mark work area limits, protect disturbed areas, and prevent erosion.
c. Describe methods to protect, and repair if damaged, existing improvements and utilities at or near the jobsite.
d. Describe methods for removing temporary structures and facilities, cleanup, and rehabilitating site after completion of construction activities.
2. Submit revised drawings of changes in use of Government land made during design and erection stages or after use of Government land is in operation.
1.04 PROJECT CONDITIONS
A. Government land as shown on drawings may be used for required construction facilities.
B. Location, construction, operation, maintenance, and removal of construction facilities on Government land will be subject to approval of COR.
C. Do not interfere with work of other contractors or Government in vicinity, or with reservations made by Government for use of such land.
1. Normal work hours for Government operations and maintenance staff: Monday through Thursday, 7:00 am to 5:30 pm.
2. A Government representative will be onsite Monday through Friday, 7:00 a.m. to 5:30 p.m.
D. Deliver supplies Monday through Thursday, 7:00 AM - 4:00 PM. Other arrangements shall be approved by COR.

Correspondence (Letters), Memos and Deficiency Notices; and similar documents and responses. Documentation may be prepared by the Construction Contractor (for example, Submittals, RFIs or Invoices) or by Government (for example, Submittal Responses, Responses to RFIs, RFPs, or Payments).
B. Government will be able to easily access documents and to track when documents were created, received, read, returned, edited, and closed by date and user as well as determine status of documents (for example, Under Review or Returned, Approved, or Rejected).
The Government will be able to generate reports that list and sort documents by status (for example, submittals that have been approved, invoices paid to date, RFIs under review) as well as generate alerts when documents requiring review exceed allowable review time. Document generation shall include submittals and RFIs (by the Contractor) as well as responses (by Government, which will incorporate reviewer comments), DIRs and Meeting Minutes, RFPs and Contract Modifications, Payments, and correspondence.
C. Documents may be generated by either Contractor or by Government. Each party (Contractor or Government) needs capability to maintain document security within its organization, including creating, submitting, reviewing, commenting and editing, and responses unless/until it chooses to share it with the other party. Each party shall be able to determine which documents and selected response or responses and comments to share. Once documents are shared, they shall be secured so that no changes can occur without a record of changes being made. PMWFS shall be capable of producing a complete and logically organized set of documents within PMWFS in both .pdf and .xml format. Documents shall be downloadable to ftp sites where Government and other organizations can each access their own data confidentially.
PART 2 PRODUCTS
2.01 WORK FLOW SYSTEM
A. EADOC software as developed by EADOC LLC, 436 14th Street, Suite 150, Oakland CA 94612, 510-903-9658, eadocsoftware.com, or equal, with capability of meeting the salient characteristics and requirements contained in Article 1.05 and Article 3.01 of this Section.

3.01 REQUIREMENTS
A. Document Access:

1. Web-based document storage where project construction documents are stored and may be accessed by authorized organizations and individuals via an internet site.
2. Accessed via Web Browser (accessible from any computer, including remote sites with internet access). Compatible with Apple Safari, Mozilla Firefox, Google Chrome, and Internet Explorer.
3. Ability to upload documents (for example, contract drawings, specifications, daily reports, construction schedules, meeting minutes) in a variety of formats (such as current versions of Word, Excel, Adobe Acrobat, MS Project, Primavera, Autocad, Autocad Civil 3D, and Contract Manager) and make them available to users for download. Documents shall be grouped into separate categories (Submittals, Requests for Information, Request for Proposals, Change Orders, Payments, Daily Inspection Reports, Meeting Minutes, etc.).
4. Government Construction Manager or other authorized user shall be able to create and modify project properties (such as, Contractor, project location, description, bid amount, project directory, etc.).
5. Email notifications shall be automatically sent to selectable users when new documents are submitted/available for viewing.
6. Print and Export reports as (searchable) .pdf or printer friendly HTML, also exportable to Excel, XML, or CSV.
7. Ability to link from an item in a report directly to item by clicking on it. For example, in a submittal report, if one clicks on a submittal that is 15 days old, the system takes user directly to information on that submittal.
8. Ability to link files (such as, RFP to a Change Order, Submittal to a Specification or Drawing).
B. Document Security and Backup:
1. SSL Encryption for secured data exchange between browser and server (secure access to documents and information).
2. Information security within and between organizations: Documents generated within an organization shall remain secure within that organization unless/until shared with other organization(s). Organizations shall be able to select which documents and related responses or comments to share.
