1.0 Background
The shingled roofs on the Watch Hill Horse Barn, Patchogue Warehouse Complex, Patchogue Vehicle shop, and Patchogue Headquarters are beyond their useful life and in need of removal and replacement. Fire Island National Seashore is seeking a contractor to provide the labor and materials to remove and replace these roofs. The Watch Hill project site is located on a barrier island and only accessible by vessel. The Patchogue sites are accessible via vehicle.
2.0 Scope
The Contractor shall provide all labor, tools, transportation, materials, and equipment required to complete this work. All work performed under this contract shall be done in accordance with applicable Local, State, and Federal codes, bylaws, and ordinances in effect at the time of this work.
Statement of work to be performed common to the 4 subject sites:
• Contractor shall be responsible and ensure compliance with all standards set forth by Occupational Safety and Health Administration (O.S.H.A.) and the National Institute for Occupational Safety and Health (N.I.O.S.H.)
• Remove existing roofing material and underlayment (felt or self-adhering)
• Resecure any roof decking fasteners that may have backed out and provide additional fastening where needed.
• Remove old and install new to include drip edge, flashing, step flashing, roof boots, felt, ice shield, and architectural shingles according to industry standards and best practices
• Remove and replace roof flanges on all roof penetrations where appropriate.
• Install starter strips along fascia and rakes.
• Install flashing, roof boots and drip edge in proper sequence.
• Apply nails to the architectural shingles in a high wind pattern, typically 6 nails evenly spaced out on a full shingle. Nails should be no closer than 1” to the edges of the shingle, not interfere with the tar line or fall below the profile of the shingle.
• Apply shingles with a ¼” overhang on drip edge at rakes and fascia.
• Apply 1” dabs of asphalt roof cement every 6” to adhere starter strip to drip edge allowing enough space for cement to not flow over the drip edge. Applied asphalt roof cement will be in addition to the self-sealing adhesive provided by the manufacturer on the shingle.
Measurements (to be field verified by contractor as needed)
Patchogue Warehouse Complex: Comprised of 3 distinct roofs – Approx. 90 Square
(1) Gabled Upper roofline consists of two sloped 32’ X 80’ sections / 80 linear feet of ridge capping / 3 venting roof penetrations / 3 tripod antenna mounts
(2) Shed roof eastern exposure consists of sloped 25’ X 80’ section with an additional 6’ X 8’ front entrance portico / one venting roof penetration / gutters & downspouts across the front (eastern exposure)
(3) Shed roof northern exposure consists of sloped 20’ X 80’ section.
Patchogue Vehicle Shop: Gable Roof – Approx. 15 Square
(1) Gable roofline consists of two sloped 16’ X 42’ sections / 42 linear feet of ridge capping / 1 venting roof penetration
Patchogue Headquarters – Comprised of 3 Roofs - Approx. 30 Square
(1) Upper Gable roofline consists of two sloped 16’ X 56’ sloped sections / 56 linear feet of ridge capping / 1 roof penetration for plumbing vent / 1 chimney roof penetration / gutters & downspouts front (east) and back (west)
(2) Front (east) lower roofline consists of 8’ X 56’ shed section with an overlaid closed hip and valley on the north end / gutters & downspouts across the entirety of the lower east elevation of roofline
(3) Back (west) lower roofline consists of an 8’ X 56’ shed section with an additional 4’ X 6’ barrel vaulted back door portico / gutters & downspouts across the entirety of the lower back (west) exposure
Watch Hill Horse Barn – Gable Roof – Approx. 15 Square (Building #4 photos at end of statement)
(1) Gable Roofline consists of two sloped sections one 18’ X 40’ the other 20’ X 40’ / 40 linear feet of ridge capping / 6 roof vents
Statement of work specific to each building as required:
Patchogue Headquarters
• Remove and replace approximately 200’ of 4” white aluminum gutter in kind.
• Remove and replace 60’ of white aluminum down spouts, elbows and fittings in kind
• Install new 6’ section of 4” white aluminum gutter and associated downspouts and gutters on northeast fascia (outlined in photo # 9)
• Remove and replace valleys and flashing as needed
• Utilize chimney flashing if after inspection the materials are not compromised
• Install 25 year warrantied (roofing shingles only) architectural Timberline GAF or equal shingles. Color-Antique White o Architectural Shingles to have a minimum 120mph wind rating, Class A fire rating
• Install self-adhering moisture shield barrier along bottom underneath starter course
• Install self-adhering moisture shield in valleys as needed
• Install self-adhering underlayment on portico roof area
• Install self-adhering roofing material (color-White)
Patchogue Vehicle Shop
• Install 25 year warrantied (roofing shingles) architectural Timberline GAF or equal shingles. Color-Weatherwood o Architectural Shingles to have a minimum 120mph wind rating, Class A fire rating
• Install self-adhering moisture shield barrier along bottom underneath starter course
Patchogue Warehouse complex
• After removal of current shingles and underlayment paper, remove damaged 2’x80’ roof sheathing on south elevation and replace with 5/8” cdx plywood.
• Install 25 year warrantied (roofing shingles) architectural Timberline GAF or equal shingles. Color-Weatherwood o Architectural Shingles to have a minimum 120mph wind rating, Class A fire rating
• Install self-adhering moisture shield barrier along bottom underneath starter course
• Replace flashing at siding/roof line if needed on east elevation
• South elevation-install 10’ of gutter diversion above gate (location outlined in photo #4 below)
• Safeguard currently installed gutter/leaders that are to remain on east elevation
Watch Hill Horse Barn
• Install 25 year warrantied (roofing shingles) architectural Timberline GAF or equal shingles. Color-Weatherwood o Architectural Shingles to have a minimum 120mph wind rating, Class A fire rating
• Install self-adhering moisture shield barrier along bottom underneath starter course
Install of Material
Measurements
• Estimated dimensions and quantities are provided as a guide only. The contractor is responsible for verifying all measurements and dimensions. The contractor shall take all measurements for quantities and note existing conditions for the installation of new work. All ancillary work, cutting and/or removal of existing work necessary for the installation of new work shall be done as required as part of this contract.
Demolition
• Before beginning any demolition or deconstruction work, survey and examine the site to determine the extent of the work. Take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain property of Government.
• Disposal of removed materials shall be the contractor’s responsibility after being placed in contractor supplied construction specific containers.
• Remove existing roofing materials, including underlayment (felt or self-adhering). Re-secure any substrate nails that have backed out prior to installation of new roofing materials.
• The Contractor shall remove only as much roofing, flashing, woodwork, trim, or any other building envelope components or other exterior waterproofing components as can be completely reinstalled or replaced in each day’s work, including all flashings and associated components as required to maintain the roof and walls in a watertight, secure condition throughout the duration of the project
Site Examination
• It is the responsibility of the Contractor to examine the work site to confirm existing conditions and required quantities prior to submitting a proposal on this project. The Contractor may arrange a site visit by contacting the Contracting Officer (COR) or park point of contact (POC) between 8:00 a.m. and 4:00 p.m. on non-holiday weekdays.

Utilities and Services
• Public restrooms are not available at the sites.
• Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government. Notify Contracting Officer and utility companies of proposed locations and times for excavation.
If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.
• Electric Power Service: Electric power from existing system is available for use without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations without any additional permit costs. Arrange with utility company and NPS for time when service may be interrupted, if necessary, to make connections for temporary services
Permits and Approvals
• The Contractor is responsible for contacting Dig Safe or other approved utility marking entity prior to any ground disturbance. Contractor shall obtain all required permits for the performance of the work specified in Contract Documents at no additional cost to the contract.
Submittals
• Drawings: submit drawings as appropriate.
• Materials: Upon award submit representative samples of all materials to be used in sizes adequate to define the purpose of the material and determine its suitability.
• Manufacturer's certificate: certify that products meet or exceed specified requirements.
Deliverables
• Contractor shall submit safety plan that complies with OSHA standards within 21 business days after award.
• Contractor shall identify a traffic safety management plan that addresses public and contractor parking, vehicular circulation, pedestrian circulation, staging area, moving of materials and equipment within 21 business days after award.
• Minimum 25-year Total System Warranty with wind uplift coverage greater than 120 MPH peak gust wind speeds, Class A fire rating.
Workmanship
• The Contractor is responsible for appropriate Quality Control and workmanship shall be the best of their respective kinds and in full accordance with applicable codes.
• Installer shall be licensed or otherwise authorized by all federal, state, and local authorities to install all products specified in this contract. Installer shall perform work in accordance with NRCA Roofing and Waterproofing Manual. Work shall be acceptable to the asphalt shingle manufacturer.
• Contractor shall anticipate and observe environmental conditions (temperature, humidity, and moisture) within limits recommended by manufacturer for optimum results. Do not install products under environment conditions outside manufacturer’s limits.
3.0 Objectives
• To safely replace a 15,000 square feet of asphalt roof shingles and associated weatherproofing materials as identified on 4 buildings.
• All debris associated with project to be placed be properly disposed of by contractor.
• Final product will insure a waterproof roofing system for the buildings.
4.0 Tasks
• Replace a total of 15,000 (+/-) square feet of asphalt roof shingles and underlayment of 4 buildings.
• It is the contractor’s responsibility to ensure that any disturbance or damage done during this project to the existing utilities, landscape, building or government materials, shall be repaired or restored to its original condition by the contractor at contractor’s expense prior to completion of the job.
• The Contractor shall be responsible for storage of all equipment; the Park must approve contractor’s use of any space on the site in advance.
• The contractor shall minimize disturbance to the site to the greatest extent possible unless directed otherwise.
5.0 Delivery
• The Contractor will be responsible for delivery of all materials.
6.0 Government Furnished Property
• None
7.0 Security
• Contractor shall inform the Contracting Officer’s Representative (COR) 24 hours in advance of commencement of work as well as protect the work as applicable prior to acceptance by the government.
• The Contractor shall have unescorted access to the construction site. The contractor shall coordinate with the COR for access to the location.
8.0 Place of Performance
• There are 3 distinct work addresses for these 4 buildings o Patchogue Warehouse and Vehicle Buildings (166 West Avenue, Patchogue, NY 11772) o Patchogue Headquarters Building (120 Laurel Street, Patchogue, NY 11772) o Watch Hill Horse Barn (Watch Hill, Fire Island 1 mile east of Davis Park, Fire
Island, NY)
• Work to be performed located at Watch Hill, Fire Island National Seashore. Job site can be accessed by vessel only. Watch Hill, Fire Island, NY is located 1 mile east of Davis Park, on the barrier island.
• Work to be performed at the Patchogue sites is accessible via vehicle
9.0 Period of Performance
• Preconstruction meeting – Will be held within 4 weeks after contract award or later if determined by Contracting Officer
• Notice to Proceed – Will be provided to Contractor after pre-construction meeting and upon receipt of all required documents
• Material Submittals – Due within 48 hours (or 2 business days) of Notice to proceed
• Regular work hours are 8am to 4:30pm Monday through Friday, unless otherwise requested and approved in advance. No work shall take place after hours, on holidays or weekends without approval from the park superintendent.
• Work should be completed within 90 days from Notice to Proceed.
10.0 Safety
• All work should comply with standards set forth by the Occupational Safety and Health Administration (OSHA) and the National Institute for Occupational Safety and Health
(NIOSH)
• Maintain project area in a neat, orderly, and safe condition at all times.
• Contractor shall provide containers for collection and disposal of waste and trash resulting from work.
• All waste, trash and debris generated as part of this project must be secured from wind and rodent action.
• Project site is in active use 24 hours a day. The Contractor is responsible for securing the site and his work.
• The Contractor shall provide barriers, temporary fencing, signage, etc. wherever work could cause injury to workers or visitors.
11.0 Environment Protection
• Contractor shall provide and maintain environmental protection during the life of the Contract to control pollution or to correct conditions that develop during construction.
• Equipment shall not be allowed to operate outside the limits of work or to disturb existing vegetation. Construction equipment shall be kept in good repair, without leaks of hydraulic or lubricating fluids. Contractor must visually inspect all equipment prior to commencing work every day for leaks. If such leaks or drips do occur, they shall be cleaned up immediately. Confine equipment maintenance to one location. Control runoff in this area to prevent contamination of soils and water. No equipment repair will be allowed on the site.
