1.0 Background
Light poles with fixtures that date from 1941 at Riis Park are rusting and showing general signs of age and weathering. Some have gone out of plumb due to the footings shifting or possibly from the Sandy storm surge. Some poles have had makeshift repairs done to them, such as replacement wiring running along the outside of the footing and through holes drilled into the side of the posts.
In some cases, the steel plates at the base have become heavily rusted. They will need to be cut off and new plates fabricated and attached. Access doors that are held in place by straps will need new hardware. Banner brackets are no longer used and can be removed. The brackets are not considered historic.
2.0 Scope
Refurbish 36 light poles and fixtures at Riis Park. Refurbishment shall include paint stripping by sandblasting or other methods and painting as detailed herein. Correct or rebuild ten (10) footings as needed to ensure that poles are plumb. During the course of work, it may be found that more footings need work. Additional work will require a modification of the original contract.
3.0 Objectives
The objective of this project is to refurbish the light poles as part of general maintenance and upkeep of a historic property. The bathhouse building is about to undergo an extensive renovation by a concessionaire to be used as a hotel and restaurant. The adjacent landscape and promenade is also in need of renovation, and this project would be part of such work.
4.0 Tasks
4.1 Stripping and painting of light poles.
The existing light poles shall be stripped of paint by sandblasting, dustless blasting or other means. The poles are considered historic and so care should be exercised during all points of work to avoid damage to the poles. The light fixtures shall be removed or thoroughly protected before the start of work. The contractor shall present a plan describing the intended paint stripping and painting methods. The contractor shall perform a spot test in an inconspicuous location utilizing the selected paint stripping methodology to ensure no damage will occur to the light posts. Methods and materials for filling rusted or drilled holes, replacing heavily rusted or missing parts and replacing hardware such as access door locks and banner brackets shall also be described in the plan of work. The poles appear to be cast iron at the base and steel in the upper parts.
This shall be verified. The paint dust or chips created during sandblasting of the poles shall be controlled by maintaining an air-tight enclosure over the pole during stripping and painting. The enclosure shall have a ventilation system designed to trap dust particles and paint overspray. Any existing park features, such as railings or pavement, that end up within the enclosure shall be thoroughly masked to prevent damage or overspray. If a dustless (water) blasting method is used, runoff shall be controlled.
Best management practices must be employed to prevent the loss of construction materials, debris, and sediment from entering the waterways. If straw bales are used to catch paint chips in runoff, they shall be seed-free straw bales. Alternative methods of paint removal may be proposed. Whenever it is necessary to repair, remove, abate or otherwise disturb areas containing lead, the contractor shall follow all applicable Federal, State and Local regulations, codes and guidelines related to the hazardous material. See https://www.epa.gov/lead/lead-regulations#paint . The contractor’s safety plan shall detail the means and methods of dust control as well as protection of workers during all processes. Waste materials shall become the property of the Contractor and shall be disposed of legally outside of the park boundaries. Lead-containing materials are classified as RCRA hazardous waste and shall be disposed of in accordance with local, state, and federal regulations. All workers that will be handling, working with or supervising the work on the hazardous materials must have the required Personal Protective Equipment and certifications/licensing. Utilize the Park’s EPA identification number, and submit copies of all hazardous waste manifests, if any.
Retaining a record of the paint chronology for future use is required. Options:
a. Include paint analysis to document the history of the coatings before full removal.
Submission of the paint report to COR for review prior to stripping is required.
b. In at least one location on each light pole the full paint chronology must be retained. The location is to be documented in the preservation plan and will be consistent for each light.
The poles with then be thoroughly cleaned and any holes filled and ground smooth.
Next, a zinc-rich primer or zinc compound will be applied to all exposed surfaces of the poles. The finish coat will be a urethane or epoxy paint with a proven record of performance in marine environments. The paint/coating shall be gloss white. A paint chip shall be submitted for approval by NPS Cultural Resources staff. The contractor is responsible for ensuring compatibility between the primer and finish coat used. All work shall be completed in conformance with the Secretary of the Interior Standards for the Treatment of Historic Properties.
4.2 Reconstruction of pole footings as needed
Several of the poles have gone out of plumb over the years. Poles that are more than one degree from vertical shall be corrected. Some footings will need to be reconstructed entirely. Existing footings and base material shall be evaluated for adequacy to ensure that the same problem does not develop again. Replacement footings shall match existing in appearance above grade and be compatible with existing/historic character. If more robust footings are deemed necessary, they can be made larger below grade. There are also at least three poles where wiring was replaced outside of the footings. These footings will need to be rebuilt with wiring run through conduit in the new footings. If the cause is found to be that the pole is bent, it shall be left as is. Excavation for the reconstruction of footings shall maintain the smallest footprint possible. The excavated sand shall be kept on site and used as backfill around the footings. No imported backfill may be used. Any surplus sand can be placed on the Riis Park beach or on Shore Road at Breezy Point. Placement of sand on Riis Park beach will require a Clean Water Act permit. The contractor shall submit excavation plans for approval. If any inadvertent discoveries of cultural material, architectural debris or foundations, or human remains are made, Cultural Resources staff should be notified immediately.
4.3 Restoration of excavated areas
Any areas excavated for rebuilding of footings shall be restored. In situations where dunes surround the footings, the on-site sand shall be used for backfill and then sloped up at the angle of repose (the angle at which the sand will not slide down on its own) to meet existing grades. To stabilize the sand, plugs of American beachgrass (Ammophila breviligulata) shall be planted in the regraded area a minimum of 2’ apart. The beachgrass plugs shall be propagated from sources within 50 miles of the site.
Contract Line Items
CONTRACT LINE ITEM NO. 1 – Refurbishment of Art Deco light poles, single arm with new fixture (per unit, 34 units in total).
CONTRACT LINE ITEM NO. 2– Refurbishment of Art Deco light poles, double arm with new fixture (per unit, 2 units in total).
CONTRACT LINE ITEM No. 3 – Reconstruction of pole footings (as needed to correct poles that are out of plumb). Ten footings have been identified as in need of rebuilding. More may be found with the removal of the build-up of sand which now covers some footings. Additional footing work will require a modification of the contract.
The following Project Requirement deliverables shall be submitted a minimum of one week prior to the Pre-construction Meeting. Written approval of all submittals and deliverables is required before the start of work.
Letter designating your project superintendent and key staff, along with their qualifications and certifications.
Project Schedule.
Plan of Work, including intended methods of paint stripping, dust/runoff control, metal restoration, and paint application.
Paint/coating product Cut Sheets/Brochures, incl. paint chip.
Schedule of Values.
Safety Plan, including safety equipment for personnel.
A list of subcontractors for this project (must be the same as in your proposal).
5.0 Delivery/Schedule
A. Road Closures – No road closures are called for.
B. Parking – contractor vehicles may park on the promenade when work is ongoing.
Staff may park in nearby lots. Any stains or damage to the promenade caused by the contractor’s vehicles shall be corrected.
C. Work shall not occur during peak times in the summer season between Memorial Day and Labor Day. Work during poor weather days, when attendance will be low, is preferred.
D. A speed limit of 5 mph shall be observed when driving on the promenade. Vehicle lights shall be on.
E. This project shall continue from start to finish on successive weekdays until completion is reached. Allowances are made for inclement weather.
General: The Contractor shall provide two (2) color copies and one electronic copy of the project schedule after award and before the Preconstruction meeting. The schedule shall include important milestones for all phases. Scheduling will be crucial to inform park staff of the events that may affect their work areas.
Purpose: The purpose of the project schedule is to ensure adequate planning, coordination, scheduling, and reporting during execution of construction activities of the
Contractor. The project schedule will assist the Contractor and the Contracting Officer in monitoring the progress of the work, evaluating proposed changes, and processing the Contractor's monthly progress payment requests.
6.0 Government-Furnished Property
There will be no government furnished property for this Statement of Work. Contractor may use the public restrooms when open for the season. There should be no need for storage of equipment on site with the exception of enclosures for sandblasting and painting.
7.0 Security
Access to the work area will be restricted to contractor staff. No building access is available. Any open excavations shall be fenced off with orange plastic safety fencing if left open overnight.
8.0 Place of Performance
The work shall be performed at: Riis Park promenade in the Jamaica Bay unit of Gateway N.R.A.
9.0 Period of Performance
A. Period of performance shall be 90 days from issuance of the Notice to Proceed. See Section 5.0 Delivery/Schedule.
B. Working hours are from 7:00 am to 5:30 pm. No work shall occur on National Park Service holidays or weekends without prior approval.
10.0 Payment
After contract award and before the Preconstruction Meeting, the contractor shall submit a schedule of dollar values based on the Contract Price Schedule. The contract items shall be priced per unit. The Contracting Officer may request data to verify accuracy of dollar values. Include mobilization, general condition costs, overhead and profit in the total dollar value of unit price items and in the component parts of work for each lump-sum item, as described below. Do not include mobilization, general condition costs, overhead or profit as a separate item.
Do not break down unit price items. Use only the contract line item amount for unit price items.
The total cost of all items shall equal the contract sum. The Schedule of Values will form the basis for progress payments.
An acceptable Schedule of Values shall be agreed upon by the Contractor and Contracting Officer before the first progress payment is processed.
11.0 Substantial Completion and Final Inspection
Submit written certification that the project, or designated portion of project, is substantially complete, and request in writing a final inspection. Upon receipt of written request that project is substantially complete, the Contracting Officer will proceed with inspection within 10 days of receipt of request or will advise the Contractor of items that prevent the project from being designated as substantially complete.
When work is determined to be substantially complete, the Contracting Officer will prepare a list of deficiencies ("Punch List") to be corrected before final acceptance. The Contracting Officer will issue a Letter of Substantial Completion. If work is not determined to be substantially complete, the Contracting Officer will notify the Contractor in writing. After completing work, the Contractor shall resubmit certification and request a new final inspection.
If, following final inspection, the work is determined to be substantially complete, Contracting Officer will prepare a list of deficiencies to be corrected before final acceptance and issue a Letter of Substantial Completion. Contractor shall complete the work described on the list of deficiencies within 30 calendar days, as weather permits.
If the Contractor fails to complete the work within this time frame, the Contracting Officer may either replace or correct the work with an appropriate reduction in the contract price or charge for re-inspection costs in accordance with the Inspection of Construction clause of the contract.
Acceptance of the work: After all deficiencies have been corrected, the Contracting Officer will issue a Letter of Acceptance.
