BASIS OF AWARD: Award will be made to the lowest responsive and responsible Contractor whose quote is technically acceptable. The information you provide in the Experience Questionnaire is equal to price or cost.

All equipment and trailers shall be washed with all mud, debris, weeds, grasses, and seeds removed prior to being allowed on the project. Mower decks and equipment shall be cleaned of grasses, weeds, and seeds prior to leaving one dam area and moving to another. The Forest Service shall inspect all equipment prior to being unloaded off the transport vehicle.

Performance period is three months beginning approximately July 6, 2021.

Scope and Statement of Work

The contractor shall provide for all labor, listed materials, supplies, equipment, transportation, supervision ancillary services, and all other necessary items for the satisfactory completion of this project. Work shall be performed in complete compliance with all Scope of Work statements, negotiated descriptions, plans, drawings, and specifications issued. Work will consist of providing and placing INDOT #73 limestone aggregate, rehabilitating the trail through both moderate and heavy maintenance procedures, ditching along trails to allow for proper drainage, constructing new rolling grade dips and reestablishing existing grade dips, providing and placing geotextile material on constructed dips prior to aggregate placement, clearing and hardening existing drainage crossings and stump removal. See “Description of Work” for further details. Work is anticipated to begin on July 6th, 2021 and last for three months.

Staging Area(s): Aggregate can be stockpiled for project use in three areas: in the Carter Bottoms Parking Area (off Gerald Road); in the project area at the intersection of German Ridge Trails 101.30 and 101.40; adjacent to the designated access route from German Ridge Road. The contractor will rehabilitate staging areas to original conditions at the end of the project to include aggregate removal, incorporating aggregate into trail tread or parking area where directed by C.O.R., and spreading of “Hoosier Blend” seed mix where soil has been disturbed.

1. Carter Bottoms Parking Area (off Gerald Road): Stockpile may be placed where designated, or where placement does not block gate, interfere with public parking or otherwise affect public use of the parking area, trailhead or amenities (signboard, hitching posts, etc.)

a. No more than 80 tons aggregate may be stockpiled in this area at one time.

b. Moving gravel from this location may be done using tracked hauler only. No larger vehicles will be permitted across Murmer Creek. Contractor will make best effort to avoid aggregate-to-stream contamination.

2. Intersection, German Ridge Trails 101.30 and 101.40: Stockpile may be placed here using tracked hauler (from Carter Bottoms) or short truck (from West

Popp Road). Stockpile may not block visibility of any signposts or directional markers at this intersection.

a. No more than 40 tons aggregate may be stockpiled in this area at one time.

3. Access Route/Staging Area (off German Ridge Road): Stockpile may be placed in designated area.

a. No more than 60 tons aggregate may be stockpiled in this area at one time.

Access Routes: Access routes from stockpile areas will remain within the existing trail corridor and will be traveled by tracked hauler only, with exceptions noted below. C.O.R. or other designated USFS personnel will make best effort to remove vegetation and downed debris that would impede tracked hauler movement.

1. Access Route/Staging Area (off German Ridge Road): Access route from stockpile area to trail corridor will be cleared of trees, saplings and other vegetation. Route will be clearly marked with flagging. Access to contract personnel, excavator and tracked hauler only.

a. Contractor will rehabilitate this area to original conditions, spreading “Hoosier Blend” seed mix and correcting soil disturbance upon completion of project.

b. Contractor will place natural barricades (logs, slash, debris) where access route meets trail corridor and where access route meets staging area to block public use and minimize appearance.

c. If aggregate must be placed along access route outside of the designated project area, C.O.R. must be contacted in advance.

2. “West” Popp Road: This gated road will be cleared of downed trees which might impede vehicle travel. Access to contract personnel, tracked hauler, excavator and short truck only.

a. Contractor will close and lock gate when West Popp Road is not being used.

b. Contractor will close gate when not being used for ingress or egress.

c. If aggregate must be placed along access route outside of the designated project area, C.O.R. must be contacted in advance.

Mobilization: Mobilizing equipment and personnel to project site from business location. Including weed wash of all equipment brought onto the project area.

Equipment to be inspected before equipment is placed on trail.

Historical Artifacts/Locations/Remains: Contractor will cease work and immediately contact C.O.R. if historical artifacts are found to include: objects believed to be from before the 1970s; historic homesteads or foundations; cemeteries, grave markers or other indications of burial sites; human remains or personal belongings.

Description of Line Items: Individual items of work are described in detail below. C.O.R. may request deviations in direction, degree of outslope, or other specifications as required. All numbers preceding line items (represented as XXXX: ) represent distance in feet from beginning mile post of trail section.

Aggregate; INDOT #73’s: Provide and place aggregate meeting INDOT #73 limestone aggregate standards at a depth as staked or as directed by the C.O.R. and at a maximum width of 6 feet.

Rolling Grade Dips (Drain Dips): These items will be staked by USFS personnel and shall be constructed per specs found in Rolling Dip (fig. 912-5) to direct water off the trail, constructed with outlet ditches to provide positive water flow. Outlet ditches should extend up to 30 feet off-trail to downhill side or until reaching natural drainage or where directed by C.O.R. Each dip shall be under-layered with 6-ounce non-woven geo-textile fabric, provided and placed by the contractor at their expense, and capped with at least 6 inches deep of INDOT #73 aggregate. The contractor shall provide their own equipment for the construction of dips. Each dip shall receive approx. 100 square feet of geo-fabric (approx. 5 feet wide by 20 feet long).

*Tread maintenance, moderate to heavy, will occur throughout work areas 1 and 2 and will be clearly staked at start/stop points and where conditions change. These areas will be well defined and will not exceed the prescriptions in the “Schedule of Items” but may deviate from the attached maps as trail conditions change. Designation as either moderate or heavy maintenance is determined by existing trail conditions.

Moderate Tread Maintenance*: This work is required within the “trail corridor” (see Clearing Limits, 911-1). Maintain trail tread, including pulling in material from undesirable berms and reincorporating into tread and correcting damage that corrupts drainage pattern. The work will include reshaping the trail to the original insloped (3-5%), outsloped (3-5%) condition and controlling surface drainage to prevent further degradation of the trail. New tread will be equipment compacted, crowned (level tread), insloped (where side ditching is required) and outsloped to match original trail tread and adjacent terrain.

Heavy Tread Maintenance*: This work is required within the “trail corridor” (see Clearing Limits 911-1). This item will be used for heavily damaged trail tread that would require slightly more time than moderate maintenance to return to original condition. Heavy maintenance will include areas that are deeply rutted, have large waterholes and where drainage has been significantly changed. In all cases the trail is still defined. Heavy tread maintenance will include the following: Remove and reshape berms as needed(see Existing Trail Rehab 915-1), pulling in material from undesirable berms and reincorporating into tread, removing a total of 10 stumps, correcting damage that corrupts drainage pattern, reshaping the trail to the original insloped/outsloped condition, controlling surface drainage to prevent further degradation of the trail, repairing/smoothing ruts, crowning the tread in flat areas by pulling in berm material, creating out-sloped tread at 3-5%, creating in-sloped tread of 3-5%, crowning the tread at 3-10% (see Tread Prism 913-1), removing rip-able rock from the tread and removing any pre-existing downed woody material from the trail corridor.

Construct Ditches: Construct trail side ditches and leadoff ditches as staked to direct positive water flow. Suitable material that is excavated can be used to construct drain dips and fill in ruts on the trail. Unsuitable material must be scattered off trail and away from ditches (See Ditch Construction 912-1).

Additional Notes:

The contractor shall also repair any ruts or other damage caused by equipment wherever that equipment is used--at the contractor’s expense. This repair shall include but is not limited to haul/access routes. Repairing includes but is not limited to; smoothing ruts, filling ruts with native material, and seeding and mulching the disturbed areas using “Hoosier Seed Mix” (see attachment).

Aggregate shall be placed at a width no greater than 6 feet wide and shall be crowned and equipment compacted, so that no ruts or other issues remain at the completion of the project.

Any aggregate that is requested to be placed on a haul route must be authorized by the C.O.R. first. The contractor is required to contact the C.O.R., provide location details, and provide an estimate of tonnage required. The C.O.R. shall inspect the area in-person before any aggregate placement will occur/not occur in these areas.

Contractor shall not perform work during the 1st and 2nd weekend (Saturday and Sunday) of Indiana’s Firearm Deer season in Nov.

The Contractor shall post signs warning the public of work in progress.

If any unforeseen wet areas are present before or during construction, the Government may provide geotextile to be placed by the contractor, at the contractor’s expense, and covered with aggregate as directed by the C.O.R. The Government will provide the material for the area of need and the contractor shall transport, place and cap it as directed by the C.O.R.

The Contractor shall inform the C.O.R. and allow time for inspection of any tread work that is completed before aggregate placement shall begin on that section of the project.

German Ridge, Area 1: 101.3 (Section)

4920: Install new rolling grade dip, layered with 6-ounce non-woven geotextile fabric (approximately 5 feet wide by 20 feet long) over dip.
