Questions Received Regarding BetaSAM ATAK & IVAS Posting:

1. Does the Army intend to issue a Firm Fixed Price Contract or Cost Type Contract?

ANSWER: The Army intends to issue a Firm Fixed Price Contract.

2. What type of contract vehicle does the Army intend to use: FAR based or OTA?

ANSWER: The Army intends to award an OTA, although the Government reserves the right to utilize a FAR-based contract as a result of this process, as stated in the posting.

3. Could the cost proposal with formulas and back-up documentation be a separate excel workbook and not count towards the page count limit of 5 pages?

ANSWER: YES. IT’S ALWAYS BENEFICIAL TO HAVE THIS INFORMATION.

4. Is there an ATAK technology demonstration planned in July 2021? Is this the final deliverable?

Additionally, this section references improvement towards final solution. Is there a timetable or a demonstration for the final solution (page 6, Period of Performance)?

ANSWER: The ATAK solution which will interface with autonomous air and ground sensors will require an initial demonstration in July followed by a formal final deliverable in October 2021. Leading up to these dates, deliverables will be required monthly for testing and feedback.

5. Could you clarify what “commercially priced” means (page 7, Instructions for Proposal

Submission)?

ANSWER: All items, technologies, and services acquired using a Commercial Solution

Opening shall be treated as commercial items. Commercial item prices are affected by factors that include, but are not limited to, speed of delivery, length and extent of warranty, limitations of seller’s liability, quantities ordered, length of the performance period, and specific performance requirements. In estimating a fair market price, comparison of commercial prices for similar items may be used.

6. Are joint effort proposals (i.e. two vendors submitting one proposal) allowed?

ANSWER: The Commercial Solution Opening does not limit partnering/ joint ventures.

7. What is the Government’s funding outlook (in reference to consideration requested)? Is there funding available for the development of the solution or is funding intended for testing/ demonstration of the proposed/final solution?

ANSWER: There is limited funding available for development

8. Does the Government have a certain level of confidence in the prototype being funded?

ANSWER: Yes, the government plans to fund the development of this prototype.

9. Schedule deliverables appear two-fold with ATAK (July 2021) and IVAS (July 2022). Would funding be awarded in time to support ATAK development for July 2021 deliverable or would award be upon successful demonstration?

ANSWER: Yes, it is anticipated that an award will be made to fund the timely support of

ATAK development. The July deliverable dates are for semi-formal assessments of the plug-ins at internal (AI2C) demonstrations. Formal use of the software during a broader experiment and demonstration (Project Convergence) will occur in the October timeframe. Therefore, there will be time after the July deliverable dates to further refine the plug-ins before Project Convergence.

10. When is the anticipated award?

ANSWER: It is unknown at this time, but the award will be expedited in order to provide as much developmental time as possible for the first July deliverable.

11. In respect to the demonstration solution, Could the Government clarify which “existing IT infrastructure and Al platforms within DoD” that this application will be interfacing with?

ANSWER: ATAK & IVAS plug-ins will communicate via Mobile Ad Hoc Networking Radios and autonomous air and ground systems that are under R&D by Army.

12. The solicitation mentions FIRESTORM a number of times. I am very familiar with that program (awesome initiative), but was curious if an ICD or embedment guide was available to industry in order to integrate with the FIRESTORM app. That would be handy!"

ANSWER: The AI2C did not develop FIRESTORM, but can coordinate for an ICD or guide to aid our plug-ins’ interaction with the system. It can be provided to the awardee at time of award.
