3. SALIENT CHARACTERISTICS
3.1 Design and construction. The pan, cover and adapter shall be fabricated from any aluminum alloy commercially acceptable for the fabrication of food service equipment.
The adapter, a Government unique requirement (see 7.4), shall fit inside the pan and shall accommodate food container inserts for food warming. The warmer adapter shall be as shown in figure 1 or figure 2 as specified. The pan shall have four handles positioned in the center of the ends and sides of the pan. The cover shall have two handles located in the center on each end of the cover. The handles shall be formed of 5/16-inch stainless steel wire. The handles shall be secured to the pan and cover with retainers fabricated from stainless steel sheet. The retainers shall have handle stops to prevent the handles from elevating above the horizontal position. The handle assembly shall not fail or permanently deform when the pan is load-tested as specified in 5.3.
The handle stops shall not exceed the width of the retainer when attached to the pan.
Each handle retainer shall be attached to the pan and cover with corrosion resistant steel rivets.
3.2 Dimensions
3.2.1 Pan. The outside dimensions of the pan shall be 20-5/8 by 17-3/8 by 7 inches.
Tolerances shall be + 1/32 inch. Thickness of the aluminum alloy shall be 3/16 (+ 1/32) inch. The corners of the pan shall have a 1-inch inside radius.
3.2.2 Cover. The outside dimensions of the cover shall be 21-5/8 by 18-1/8 by 2 inches. Tolerances shall be + 1/32 inch. Thickness of the aluminum alloy shall be 3/16 (+ 1/32) inch. The inside corner radius shall be 1 inch.
3.2.3 Handles. The inside dimensions of the pan and cover handles shall be 4 inches wide by 2 inches deep ( + 1/4 inch).
3.3 Standard compliance. Fabrication of the pan, cover and adapter assembly shall comply with the requirements of NSF International Standard No. 2 as specified in 5.2.
3.4 Finish. The inside and outside surfaces of the pan, pan cover, and adapter shall have a standard mill finish.
3.5 Workmanship. The finished pans, covers, and adapters shall be free of cracks, dents, malformation, or deep scratches. All burrs, slivers, splinters, sharp edges, dirt, grease, and foreign matter shall be removed.
3.6 Metric products. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, provided they fall within the tolerances specified using conversion tables contained in the latest revision of IEEE/ASTM SI 10, and all other requirements of this CID are met.
If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch-pound units, a request should be made to the contracting officer to determine if the product is acceptable. The contracting officer has the option of accepting or rejecting the product.
4. REGULATORY REQUIREMENTS
4.1 Contractor recovered materials. The offeror/contractor is encouraged to use recovered materials to the maximum extent practicable, in accordance with paragraph

The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.

Acceptable evidence shall be a certified test report from a recognized independent testing laboratory acceptable to the medical authority of the service for which the items are being procured, stating that the items have been tested and conform to NSF International Standard No. 2. Acceptance of the independent testing laboratory to the medical authority shall be based on the laboratory submitting to the contracting officer a written letter from either the American Association for Laboratory Accreditation (A2LA), Gaithersburg, MD or the American National Standards Institute (ANSI), Washington, DC stating that the independent test laboratory has been evaluated and is accredited for testing and evaluating food service equipment for conformance with applicable NSF International Standards. Accreditation of the independent testing laboratory must be completed prior to the item testing.
5.3 Load test. The pan shall be uniformly loaded to 130 pounds (including the weight of the pan) and lifted three times by the two end handles from the floor to a table height of 36 inches, + 3 inches.
