FOR OFFICIAL USE ONLY
November 2018 FOR OFFICIAL USE ONLY Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: Department of the Air Force, Air Education and Training Command (AETC), 502d Air Base Wing, 502d Contracting Squadron
Project/Program Name: Qognify Ocularis Enterprise Software Maintenance
Purchase Request / Local ID Number: 11474144
Estimated Contract Cost (including Options): $
Section B: Description of the Supplies/Services Required
The United States Army Medical Center of Excellence requires the procurement of the current software version of Qognify Ocularis Enterprise, which will consist of the following:
CLIN 0001: Qognify: Ocularis Enterprise Base GetCURRENT, Product Code: GC-OC-ENT-B-R; 1 each @ $ Total Cost: $
CLIN 0002: Qognify: Ocularis Enterprise Camera GetCURRENT, SLC #5001464, Product Code: GC-OC-ENT-1C-R; 1,493 each @ $ Total Cost: $
Section C: Justification for Soliciting from a Single Source or Brand Name
The United States Army Medical Center of Excellence (MEDCoE) requests the use of a brand name justification IAW FAR13.106-1(b)(1) to procure Qognify Ocularis Base GetCURRENT and Qognify Enterprse Camera GetCURRENT to support sustainment for over 1,400 video surveillance devices covering over forty buildings located on Joint Base San Antonio, TX. The proposed brand name is the only known brand that can satisfy the Government's requirement and stability is achieved by avoiding interoperability issues that arise from using software maintenance support from other manufacturers. This acquisition is procuring Qognify software maintenance products that will be implemented into an existing Qognify platform; therefore introduction of another manufacturer's software maintenance would cause compatibility issues. Additionally, proliferation of another vendor's software maintenance into the current system could negate any current warranty/maintenance on the existing hardware/software owned by the Government.
Qognify is the manufacturer of this software maintenance product; therefore technical specifications are proprietary and are only available from the manufacturer or authorized resellers. The associated technical specifications and maintenance cannot be made available to other sources since the Government does not own or have legal access to the intellectual property owned by the manufacturer.
Section D: Efforts to Obtain Competition
Market research was conducted utilizing commercial and government databases such as betaSAM.gov, Google, EZQuery, Dynamic Small Business Search and GSA Advantage! in order to locate alternative brands to support the supplies required at the level and quality required by the Government. Other software maintenance besides the identified Qognify software maintenance products, were located via market research; however, due to the aforementioned reasons, deviation from the brand name requirement would be detrimental to the Government's need.

A Request for Information (RFI) Sources Sought notification was posted to beta.SAM.gov for ten (10) days closing on 2 July 2020 searching for companies capable of providing mentioned Ocularis software maintenance. As a result, three
(3) authorized dealers of the required software maintenance responded to the RFI Source Sought notification stating they could meet the requirement.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Until it is determined that the current Qognify Ocularis Base GetCURRENT and Qognify Enterprse Camera GetCURRENT products no longer meet the needs of the United States Army Medical Center of Excellence (MEDCoE) requirement, additional Qognify products must continue to be procured from Qognify or authorized resellers. To ensure the above is met, the MEDCoE will continue to evaluate the product(s) capabilities of other vendors and manufacturers through continuing market research and meeting with vendors for demonstrations of their products. Continued efforts in this regard will ensure that the government is receiving the best value at a fair and reasonable price by ensuring the government utilizes the most efficient and economical means possible.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
