City Pair Program FY2018 Requirement for Air Passenger Transportation Services
Solicitation No. QMAC-KB-170001-D Questions & Answers in Response to Draft Solicitation Issued January 10, 2017
No. Solicitation Reference Vendor Question Government Response
1 Section L, page 93 Submission of Group 1 offers has been scheduled for Friday, March 3, 2017 at 4:30 PM ET. Can this deadline be extended?
The submission timelines for the Group 1 response(s) shall be extended an additional one (1) week or seven (7) calendar days from when the City Pair Offer Preparation System (COPS) opens for Offeror submission uploads.
The actual dates shall be provided within the Final RFP.
2 Section H, page 43 Has DOT signed off on the proposed city pairs using connections where the originating flight is not in one of the cities they approved?
DOT approval was only needed for HUB cities. DOT does not determine connect markets. The connect markets are shown in the GDS for pricing and service. There is no caveat subject to government approval on service or pricing for those connect routes.
3 Section C, page 24 Will the service requirements be the same as “normal” international service, at least 3 flights per week?
Yes, correct normal international minimum requirements. HAV is International Group 1. It is a separate tab.
4* Section B, page 11 Has the Government considered reducing the passenger capacity for regional jets down from 70 to 60 seats?
There will be no changes to the passenger capacity requirements for regional jets in the FY18 RFP.
* This was posed more as a statement than a question, however, an effort was made to paraphrase the statement into a question and provide a response.
