About this file

This is a Q3 FY2026 Menu Specifications document for subsistence items required by FCI Elkton, a federal correctional institution. The solicitation specifies 53 line items across multiple food categories with delivery required between April 6, 2026 and May 29, 2026, unless otherwise agreed upon with FCI Elkton's Food Service Administrator. Total estimated cost is approximately $223,600.

The line items include dry beans, butter, margarine, oils, cereals, cheese (cheddar, mozzarella, parmesan), corn starch, dressings and condiments, frozen eggs, canned fruits (apples, applesauce, pineapple), jellies and syrups, bottled water, non-fat dry milk, pasta, cake mixes, pastries and desserts, pizza sauce, taco shells, tortillas, rice, tofu, spices and soup bases, tomato products, canned vegetables (beans, carrots, corn, mixed vegetables, peas, spinach), and frozen vegetables (tater tots and french fries). Unit quantities range from 10 bags to 100,000 individual items depending on the product. All items must comply with Federal Food, Drug, and Cosmetic Act requirements, allergen labeling standards, and USDA specifications where applicable. Product dating requirements mandate receipt within six months of production date and usability within 12 months of receipt. Frozen items require scheduled appointments prior to delivery and cannot be accepted if "use by" dates have expired or evidence of temperature abuse exists. Specific vendors are pre-identified for most line items, and bidders must round quantities to the closest case count.
