This sole source justification is prepared IAW AFFARS 5313.501 - 10 U.S.C. 3572, and IAW the authority at 41 U.S.C. 3304(a)(1).

AEDC requires a red/black intercom systems for its facilities in order to maintain proper security measures for classified and unclassified tests conducted within the facilities. Compunetix is the only known source available to provide compatibility with the AEDC's existing control system that also meets all security requirements.

Market research was conducted to identify other suppliers for commercial intercom components compatible with existing systems at AEDC. Capabilities were reviewed for alternate systems including those of and ; however, each of those intercom systems are unique. Currently, does not have communication and instrumentation interfaces compatible with what is currently established for the PWT 16S, 16T and PES systems at AEDC today. Implementation of these alternates would require re-design of existing AEDC hardware and software external to the intercom systems in addition to retraining of personnel, the cost of which could not reasonably be made up through competition. While does offer products that are compatible with some AEDC systems, they do not meet the current requirement of being TEMPEST/1-13 certified.

Based on this information, only Compunetix can currently meet the Government's full requirement.

Over the last few years, AEDC has been replacing intercom systems across the base as part of an Enterprise Solution. Most recently, intercoms have been replaced with red/black systems in altitude test cells C-1, C-2, J1 and J2 by the Test Operations and Sustainment (TOS) contractor. During market research for those efforts, other vendor offerings including those of and were reviewed; however, each system is unique to those vendors and do not contain communication and instrumentation interfaces that are compatible with those currently established at PWT. The CONTEX system from Compunetix was chosen as it is the only known red/black system that is compatible with the existing control system.

For this new acquisition, a sources sought was posted to GSA eBuy (RFQ1598299) and SAM.gov (FA9101-23-Q- INTERCOM) from 1 December 2022 through 9 December 2022. One response was received to RFQ1598299;

however, the capabilities statement provided was not relevant to this acquisition. Two responses to FA9101-23- Q-INTERCOM were received. Compunetix, Inc. noted that it is the sole authorized source for the design, manufacture, sales, installation, training, warranty, software support, hardware repairs and upgrades for the required CONTEX MVP system and supporting parts. provided a capabilities statement recommending their own product. After technical review, it was determined that the product does not meet the current requirement of being TEMPEST/1-13 certified or have the capability to accommodate up to four user headsets.

A synopsis of proposed contract action was posted to SAM.gov from 5 January 2023 through 11 January 2023.

The posting contained all required elements IAW FAR 5.207, including identification of the intended sole source and a statement that all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency IAW FAR 5.207(c)(16)(ii). No communication was received in response to the posting.

Price fair and reasonableness will be made IAW price analysis techniques found at FAR 13.106-3(a)(2) using a Government calculated Total Evaluated Price (TEP). The TEP will be calculated by totaling the proposed price of all CLINs.

The sources sought posted for this effort via GSA eBuy (RFQ1598299) and SAM.gov (FA9101-23-Q-INTERCOM) encouraged potential vendors to provide an alternate system (other than the CONTEX system) meeting the requirements found in the Statement of Work. Only two relevant responses were received: one from Compunetix confirming its product offerings and identifying itself as the sole source for the CONTEX MVP products; and one from which included a capabilities statement for its own product offerings. A technical review of products was conducted; however, the products were not found to meet the full requirement. This confirmed the results of the on-going market survey that Compunetix is the only vendor capable of providing the intercom system the Government requires.

AEDC has a satisfactory history with Compunetix for the acquisition and installation of red/black intercom systems in altitude test cells C-1, C-2, J-1 and J-2.
