PERFORMANCE WORK STATEMENT (PWS)

FOR

Win 10 Upgrade

PREPARED BY

OC-ALC/OBCA

9 May 2023

PREAMBLE

Commander’s Safety Intent: The safety of everyone on Tinker AFB is our top priority. All Individuals must accept personal responsibility for safety and seek opportunities for improving the safety of our work environment. Everyone working on Tinker AFB is challenged to find, fix (if able) and report all hazards and near-misses. It is our shared duty to take every reasonable step and precaution to prevent accidents and preserve the health/safety of each Contractor and Government employee.

Section One

Description of Services

1.1 Scope: The Contractor shall provide all labor, tools, equipment, material, parts, quality control, transportation, software and other incidentals as necessary to perform the One-Time, On- Base, Honeywell Window 10 upgrade at Oklahoma City–Air Logistics Complex (OC-ALC).

1.1.1 The Contractor shall be responsible for ensuring all services, parts and Original Equipment Manufacturer (OEM) components provided under this contract are in accordance with (IAW) the terms and conditions outlined herein, conform to the manufacturer’s equipment specifications and this PWS.

1.2 Requested Services: The Contractor shall install new access control system (ACS), intrusion detection system (IDS), intrusion detection equipment (IDE) and upgrades to existing system at Tinker Air Forces Base, building 3220, room 214. Contractor shall comply with the current edition of Joint SAP Implementation Guide (JSIG) regarding the Standard for ACS/IDS and associated operations for Government and Government-Sponsored Special Access Program Facilities (SAPFs), and Intelligence Community Directive (ICD)/ICS 705, Physical and Technical Security Standards for Sensitive Compartmented Information Facilities.

1.2.1 The following items are required for the installation and equipment replacement:

a. One (1) each AE SAW 2 SA Workstation (Win 10, SQL 2012) Office 2016 Pro, 32Gb RAM, RAID 1, 2U Rack Mount (PN 548-51500-11)

b. One (1) each AE VBM 3 Badge Manager SA Workstation (Win 10, SQL 2012) Office 2016 Pro, 32Gb RAM, RAID 1, 2U Rack Mount (PN 548-53100-11)

c. One (1) each AE VSC Site Commander (Win 10) (PN 548-52000-11)

d. One V5 IDS Firmware Upgrade (per device) (PN 512-34015-01)

e. One V5 ACS Firmware Upgrade (per device) (PN 512-34015-02)

f. Two (2) each BMS, Level 2 SPDT, with Shim and Bracket, Replaces the existing 2702-AL

g. One (1) each Network Switch L3 Managed 24 X10/100/1000 RM

h. One (1) each Network Switch DNA License 24 Ports 3 Years

i. One (1) each Network Switch Uplink Module Gigabit SFP X4

j. Two (2) each SFP Mini-GBIC Trans Mod Gig-E SM TAA

k. One (1) each M6 Rail Hardware Pack

l. One (1) each Dual Voltage Electric Door Strike, 3 Faceplates

1.2.2 Upgrades to existing IDS to consist of the following at a minimum:

a. Contractor shall perform full system verification for proper operation.

b. Software upgrade to existing IDS system as necessary.

c. Installation or replacement of the following:

1. Alarm panels

2. Badge readers with numerical keypad on the outside of vault door.

3. Motion and door sensors

4. Cables/wires

5. Fuses

6. Batteries

7. Conduit

d. Shall verify existing badge reader integrates with system and/or replace it.

e. The all new additions to the SAPF shall be surface mounted to a sound treated wall, and shall not completely penetrate the sound engineered structure.

f. The contractor shall remove existing aged supporting items as necessary.

g. Any existing items that are removed will be turned over to the government POC.

h. Contractor shall provide as-built drawings of all new conduit run path adds via

PDF. All cables shall be labeled.

1.2.3 Installation of new ACS :

a. Contractor shall supply assemblies, framework, fixtures, and apparatus as needed in order to constitute a fully operating and functioning system.

b. Contractor shall be responsible for identifying all necessary logistical, architectural, structural, mechanical, electrical and/or security work and work elements as required to install the upgraded ACS.

c. Contractor shall perform full system verification for proper operation.

1.2.4 Installation of new IDS to include the following at a minimum:

a. Contractor shall supply assemblies, framework, fixtures, and apparatus as needed in order to constitute a fully operating and functioning system.

b. Contractor shall be responsible for identifying all necessary logistical, architectural, structural, mechanical, electrical and/or security work and work elements as required to install the new IDS.

c. Contractor shall supply UL 639 listed motion sensors and UL 634 listed High Security Switches (HSS) that meet UL Level II requirements.

d. The IDS shall be configured to automatically transfer to an emergency electrical power source (to support up to Twenty-Four hours during the event of primary power failure) without causing alarm activation.

e. Contractor shall perform full system verification for proper operation.

f. Contractor shall provide as-built drawings of all new conduit run path adds via PDF. All cables shall be labeled.

1.2.5 Installation of new IDE :

a. Contractor shall ensure any cabling that extends beyond the perimeter of Room 214 shall employ Encrypted Line Security or be installed in a closed and sealed metal conveyance. Metal conveyance being defined as:

1. pipe

2. tube

3. constructed ferrous electrical metallic tubing (EMT)

4. ferrous pipe conduit

5. ferrous sheet metal ducting

b. Contractor shall ensure all joints and connections of the conveyance are permantly sealed around all surfaces. Set screws shall not be used.

c. If a service or pull box shall be utilized, it shall be secured with a GSA approved combination padlock.

1.2.6 Contractor shall ensure all electrical work at a minimum to include:

• All new electrical work shall be accomplished IAW the requirements of NFPA 70 (National Electric Code), TAFB Base Standard for Building/Utility Electrical Distribution Systems, federal, state, and local codes.

• Contractor shall be responsible to restore electrical service to all equipment, devices and circuits that are to remain if such items are affected by construction.

• When electrically driven equipment furnished under this contract materially differs from the design, the contractor shall make the necessary adjustments to the conductors, disconnect devices, circuit breakers, fuses, and controllers, overload protection, etc. to accommodate the equipment installed.

• Contractor shall provide all hardware, processors, security panels, devices, conduit and wiring for a complete and operational ACS/IDS system in accordance with all requirements as set forth in this document.

• Contractor to provide as a minimum the following system operational characteristics: Panels Clearly Indicate System Status. Each area (or system)’s ACS control panel shall clearly indicate to users whether ACS for area is armed/disarmed. Simple controls—such as red/green light—are not acceptable;

controls on panels shall clearly indicate condition and function using “user-friendly,” clear wording, in the English language.

• Lights Clearly Indicate System Status. Where manually-operated green light indicators are already present to indicate system status, those green lights shall be incorporated into New ACS. Green lights shall be automatically activated or deactivated, corresponding with present ACS condition (lit = disarmed/clear, unlit = armed/inaccessible).

• Each Sensor/Zone Shall Be Unique. No zones may be tied together in a series; each sensor shall be its own unique zone.

• Each Tamper Shall Be Unique. Distinguish each tamper separately when a device is tampered with.

• Dual ACS Notification: Each alarm and tamper alarm shall be received at both the Base Defense Operating Center (BDOC) and Room 214.

• Dual ACS Logging: Each alarm and tamper alarm shall be logged with both the Base Defense Operating Center (BDOC) and Building 3220 Room 214.

• ACS Logs: Active alarm/history shall be accessible from ACS panel in Building 3220 Room 214.

• ACS Log Functionality: ACS shall be electronic, capable of being backed-up. The system shall maintain the history of events for a minimum of one (1) year and shall be able to generate customizable reports on active alarm/history.

• Battery Back-Up: ACS shall have an independent Battery Back-Up system capable of operating with zero power to SAPF, with a minimum of twenty-four (24) hours (UL 1076) of backup power. Battery back-up shall be maintained at full charge by automatic charging circuits.

• Ease of Maintenance: Any ACS control panels shall be clearly marked for identification for ACS technicians. Each ACS component (sensor, panel, etc.) shall be clearly marked in a manner not visible to casual users, but to ACS technicians, i.e., above-ceiling labels. All documentation shall correctly match actual ACS.

• Signaling Alarms: ACS shall be capable of signaling alarms for the following situations: Intrusion, failed sensor, maintenance, tamper and failed/changed electrical power alarms.

• Compliance: All IDE shall comply with UL-2050 as approved by the PSO in writing. Contractors shall comply with UL-2050 by maintaining an active UL certificate of installation and service.

• External Transmission Line Security: When any ACS transmission line leaves a SAP, line security shall be employed. The UL-2050 certificate shall state that line security has been employed.

• Encrypted line security is achieved by using approved 128-bit (or greater) encryption algorithm. The algorithm shall be certified by NIST or another independent testing laboratory.

• If encrypted lines are not available, the SAPF owner and the PSO shall coordinate an optional supervised communication scheme. The communications scheme shall be adequately supervised to protect against modification and substitution of the transmitted signal.

1.2.7 Contractor shall remove, safely store, and protect existing ceiling tiles. Tiles shall be remoed along paths of existeing conduit demolition routes and new conduit routing areas. Any ceiling support structure and tiles damaged during construction due to neglect shall be replaced by the contractor.

1.2.8 Any drywall and walls affected by removing panels and/or electrical boxes shall be patched and painted to match existing walls by the contractor.

a. Prior to penetration on a wall, see Government POC for permission.

1.2.9 Prior to each phase of installation, the Contractor shall coordinate with the Government POC and Security POC in relocating existing furniture, equipment, storage shelves, etc. from the installation areas and the immediate vicinity.

1.2.10 Contractor shall submit to CO and Government POC all plans and work drawings prior to work beginning for approval.

1.2.11 Contractor shall insure the walls surrounding any penetrations made during the execution of this contract shall be finished or repaired to eliminate any opening between the penetration and the wall with an acoustically rated sealant.

1.2.12 Contractor shall provide notification to and receive approval from the Government appointed COR prior to creating any new penetration that extend all the way through any wall assembly, sound rated or other wise.

1.2.13 Contractor shall be responsible for ensuring any new penetrtaations that exit the SAP- F perimeter are porctected in accordance with ICD-705 Technical Specification. i.e properly grounded or broken via a di-electric break across the SAP boundary.

1.3 Secured Area Procedures

1.3.1 While on-site, Contractor personnel shall comply with all requirements and procedures regarding Building 3220 and Room 214 security, which the POC and/or Security Office shall convey on-site.For prearrival security briefing shall be conducted via phone to insure compliable procedures.

1.3.2. A list of all equipment, such as hard drives, mice, keyboards, USB drives, CD, DVDs, Blue-Ray Discs, and monitors entering Room 214 in support of this project shall be provided to the Cyber Security POC at least Thirty (30) business days before the estimated start date of this project, or as soon as possible but shall be prior to introducing said equipment into Room 214.. The list shall include the following information:

a. Manufacturer

b. Model

c. Description (e.g. hard drive, CD)

d. Serial Number

e. Memory (Yes or no)

f. Memory Type (non-volatile, volatile, or N/A)

g. Contracor will need to have items available for review five (5) days prior to enrtrance.

1.3.3 Personal electronic devices with wi-fi-, blue-tooth, recording, and/or memory capability/ies are prohibited from entering Room 214. These items shall be stored outside Room 214. Personal electronic devices include but are not limited to: cell phones, apple watches, apple tags, laptops etc. If an electronic device is required to complete the project, approval to introduce such equipment the SAPF shall be requested;

it shall be included in the information requested in section 4.3.2, to include a justification as to why the equipment is needed.

1.3.4 Any Contractors with blue-tooth or wi-fi enabled medical devices can enter Room 214 with prior PSO approval. The make/model of the device shall be provided to the Cyber Security via section 4.3.2, to include the name of the requestor.

1.3.5. Contractor employees entering Room 214 shall sign into the Uncleared Visitor Log upon entry.

1.4 Evaluation Report: The Contractor shall accomplish the Honeywell Windows 10 Upgrade at the Oklahoma City–Air Logistics Complex (OC-ALC) and provide in person, by fax, or by e-mail an evaluation report on a contractor devised form to the Government Point of Contact (GPOC) and the Contracting Officer (CO) within seven (7) business day. As a minimum, the information cited on the evaluation report shall include:

• date of evaluation

• testing information

• repair recommendation

• required parts and part numbers

• proposed delivery schedule

• proposed firm fixed price for repair

1.5 Parts and Materials: The Contractor shall provide and use only new parts and material in performance of this PWS unless otherwise authorized by the CO. Long lead items greater than five

(5) business days must be identified and provide sufficient documentation supporting the delay.

1.6 Service Report: Immediately upon completion of the maintenance support services, the Contractor shall provide a written Service Report to the Government SME. When necessary the Government SME will forward the service report to the GPOC within two (2) business days of receipt. The Contractor shall provide, by fax or email, the final service report within five (5) business days to the GPOC. As a minimum, the final service report shall contain the following information:

• name of the company

• requested service date

• contract number

• equipment ID#

• description of services provided

• additional services recommended (if any)

• printed name and signature of technician who performed the services (electronic signatures are acceptable)

• printed name and signature of on-site Government SME or GPOC (electronic signatures are acceptable)

• start and completion dates

• materials and parts used

• details of any other charges

• printed name and signature stating only new parts and materials were used (electronic signatures are acceptable)

• written verification statement that a performance check to verify operational condition was performed and that the equipment is in working order. (electronic signatures are acceptable)

1.7 Quality Assurance: According to the contract’s inspection clause, the Government will evaluate the Contractor’s performance under this contract. The GPOC will participate in the administration of this contract. Any matter concerning a change to the scope, prices, terms, or conditions of this contract shall be referred to the CO. All services to be performed by the Contractor during the period of this contract will be subject to review by the CO or GPOC.

1.8 Corrective Action Report (CAR)/Complaint Contractor Response Time: The Contractor shall provide a written response within two (2) business days which addresses the root cause, corrective action, and preventive actions in relation to the submitted CAR or Customer Complaint.

1.9 Continuation of Essential Department of Defense (DoD) Contractor Services During Crisis: This requirement has been determined not to be essential and does not require continued support during a crisis as defined in DFARS 252.237-7023.

1.10 Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 0630-1600. If work hours are required outside the hours stated, the Contractor shall contact the GPOC for approval from the CO.

Upon approval from the CO, the Government Subject Matter Expert (SME) or GPOC must be present with the Contractor.

1.10.1 These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.

1.11 Special Qualifications: The Contractor shall provide personnel with the following special qualifications: Contractor shall be certified for design, installation, and certification of Honeywell Vindicator Security Systems. The Contractors shall comply with UL-2050 by maintaining an active UL certificate of installation and service. Contractor shall provide personnel certified in electrical work.

1.12 Contractor Personnel: The Contractor shall provide the name of the Contract Manager (CM) and any alternates who shall act for the Contractor when the CM is absent. They shall be designated to the CO and GPOC, in writing, within ten (10) business days after the contract award date. The Contractor shall provide telephone numbers and email addresses where the CM and alternates may be contacted at any time. The CM or alternate shall have full authority to act for the Contractor on all matters relating to operation of this contract at the OC-ALC on Tinker Air Force Base (AFB). The CM or alternate shall be available to meet on the installation with

Government personnel designated by the CO to discuss problem areas. The Contractor shall provide a CM who can read, write, speak, and understand English fluently.

1.12.1 The Contractor and Contractor personnel shall be required to identify themselves as contractor personnel by introducing themselves or being introduced as Contractor personnel. The Contractor personnel shall also display distinguishing badges or other visible identification for meetings with Government personnel or while performing work for the OC-ALC on Tinker AFB.

The Contractor and Contractor personnel shall identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

1.13 Listing of Contractor Employees: The Contractor shall provide an initial listing of names and position titles of employees who will come to Tinker Air Force Base to the GPOC within five

(5) business days after the contract award date. Within ten (10) business days, the Contractor shall also provide an updated listing of personnel to the GPOC when employees affecting the work of this contract change status or position.

1.13.1 The Contractor shall not employ persons on this contract if such employee is identified to the Contractor as a potential threat to the health, safety, security, and/or general well-being, or operational mission of the installation and its population. The Contractor shall not employ any person who is an employee of the United States (US) Government if the employment of the person would create a conflict of interest. The Contractor shall not employ any person who is an employee of the Department of the Air Force (AF), either military or civilian, unless such person seeks and receives approval according to the DoD 5500.7-R Joint Ethics Regulations (JER). In addition, the Contractor shall not employ any person who is an employee of the Department of the AF if such employment would be contrary to the policies contained in Air Force Instruction (AFI) 64-106, Air Force Industrial Labor Relations Activities. The Contractor shall be prohibited from employing off-duty GPOCs who are providing surveillance on any contracts/sub-contracts awarded to the Contractor. All contract personnel, depending on particular condition, occasion, or place or job assignment shall be required to wear professional and suitable attire. All Contractor personnel shall conduct themselves in a professional and courteous manner. The selection, assignment, reassignment, transfer, supervision, management, and control of contractor personnel in performance of this PWS shall be the responsibility and prerogative of the Contractor; however, the Contractor shall comply with the requirements set forth in this PWS and Tinker AFB regulations concerning the conduct of employees as referenced herein. The Contractor shall employ and maintain a technically trained and experienced work force.

1.14 Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

1.14.1 Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Manual (AFMAN) 32-7002, “Environmental Compliance and Pollution Prevention”, Tinker AFB procedures per 'Tinker Air Force Base Hazardous Waste Management Plan (TAFB HWMP), and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to

AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.e-publishing.af.mil for downloading or ordering.

1.15 Hazardous Material (HAZMAT): If no HAZMAT will be brought on Base or used in performance on this contract, the Contractor shall certify that “No HAZMAT will be brought on Base” or “No HAZMAT Usage” by official correspondence. This Certification shall be provided to the COR within ten (10) days after award. After the COR has received the Certification, the requirements of this section no longer apply. Appropriate penalties for the Contractor shall be assessed if found in violation of the above Certification.

1.15.1 The Contractor shall not store chemicals or hazardous material (HAZMAT) on Tinker AFB. Contractors shall be compliant with HAZMAT management procedures per Oklahoma City Air Logistics Complex (OC-ALC) Supplement to AFI 32-7086, “Hazardous Materials Management”. The Contractor shall maintain a log of all HAZMAT that is used on base. This usage log shall be provided to the GPOC monthly, the last business day of each month, or when the required work is completed. The GPOC will forward the records to the Unit Environmental Coordinator (UEC) no later than the fourth (4th) day of the following month or the first (1st) subsequent business day.

1.16 Safety Data Sheet (SDS) and Labeling: Upon GPOC receipt of the “No HAZMAT Usage” certification, the requirements of this section no longer apply.

1.16.1 The Contractor shall not transport, ship or use any chemicals, materials or substances in the performance of this PWS on Tinker AFB until written approval has been provided by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance).The Contractor shall submit all Safety Data Sheets, (SDSs) to the COR ten (10) calendar days after the contract award date. The Contractor shall receive approval from the COR prior to shipping any chemicals, materials or substances to Tinker AFB. A copy of the manufacturer’s SDS shall accompany the shipment. The Contractor shall comply with the effective dates for SDS requirements IAW the Occupational Safety and Health Administrations (OSHA), Hazardous Communication Standard, Title 29, Code of Federal Regulation (CFR) Part 1910.1200. The Contractor shall ensure that before shipping to Tinker AFB, IAW OSHA Hazardous Communication Standard, Title 29, CFR Part 1910.1200 (2012), the containers of hazardous chemicals are labeled with the following information: product identifier, signal word, hazard statement(s), precautionary statement(s) pictogram(s), name, address and telephone number of the chemical manufacturer, importer, or other responsible party. The COR will forward all SDS submittals to 72 ABW/CEIE for approval. A current manufacturer SDS shall be submitted to the COR, if the Contractor changes manufacturer or vendor for any chemicals that were previously approved. The Contractor shall maintain copies of the manufacturers SDSs for all chemicals and the SDSs shall be readily accessible at all times from the Contractor’s personnel, as well as the Government’s employees.

1.17 Hazardous Waste: If no HAZWASTE will be generated during performance of this contract, the Contractor shall certify “NO Hazardous Waste Generation” by official correspondence. This Certification shall be provided to the COR within ten (10) days after award. After the COR receives the “No Hazardous Waste Generation” Certification, the requirements of this section no longer apply. Appropriate penalties for the Contractor shall be assessed if found in violation of the above Certification.

1.17.1 The Contractor shall dispose of contaminated solid waste, spent or processed chemical solutions, used rags and hazardous waste in government furnished waste containers located in the shop or area the work is being performed. The Contractor shall notify the GPOC if the required waste containers are not available on site.

1.18 Discharges: Any discharges into Tinker’s industrial waste treatment plant (IWTP) or sanitary sewer shall be approved and done IAW Tinker Industrial Waste Water Discharge Permit as instructed by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Notice of intent documentation shall be provided to the GPOC within ten (10) days after award. The GPOC will submit the required notice of intent documentation to the UEC for 72 ABW/CEIE approval. The Contractor shall not discharge into IWTP and sanitary sewer prior to approval issued by 72 ABW/CEIE. The Contractor shall maintain records of written approval issued by 72 ABW/CEIE for discharges into IWTP and sanitary sewer.

1.19 Off-Site Discharges: For discharges outside of Tinker AFB, the Contractor shall ensure waste water discharges, that may contain pollutants resulting from any contracted service, go to a state or federal permitted treatment facility such as a municipal Publicly Owned Treatment Works (POTW). The Contractor shall provide a letter ten (10) calendar days after contract award date to the GPOC from the POTW that states the POTW is permitted for all pollutants that the Contractor may discharge during the contracted service.

1.20 Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:

1.20.1 One (1) copy to CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record. The format of the report shall be left up to the Contractor, but the report shall contain the following information:

1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge 6.) Any damages or injuries involved 7.) Extent of area impacted 8.) Potential hazards 9.) Actions taken 10.) Organizations contacted

11.) Remarks Section - that addresses the cause of the spill (e.g. human error, equipment, etc.) and whether 911 was called and which agencies responded.

1.21 Environmental Training: Upon GPOC receipt of the “No Hazardous Waste Generation” certification, the requirements of this section no longer apply.

1.21.1 Contractor personnel performing duties in the service of this PWS shall have training that acquaints the person with the details of Resource Conservation Recovery Act (RCRA) regulations in 40 CFR 260 through 279; applicable State Laws and regulations; DoD, Air Force and local requirements. This training can be obtained through creditable training institutions or companies. All training shall be approved by 72 ABW/CEIE, Natural Infrastructure Management (Environmental Compliance). Prior to obtaining training, the Contractor shall provide the name of the training institution or company and course description to the GPOC for approval within ten (10) calendar days after contract award date. Once written approval is received from the GPOC, the Contractor shall provide the environmental training certificates for employees performing duties in the service of this PWS to the GPOC, within thirty (30) calendar days after contract award date. In addition to the required environmental training, Contractors shall be compliant with Tinker AFB procedures 'per TAFB HWMP, "Hazardous Waste Management Plan".

1.22 Forms, Technical Orders (T.O.), AFI, Air Force Material Command Instructions (AFMCI), and Publications: The Contractor shall obtain the forms and publications expressly required to perform the work in this contract via the internet at www.e-publishing.af.mil. In the event a form or publication is not available online, the GPOC will provide the form, instruction, or publication to the Contractor upon the Contractor’s written request (e-mail is acceptable). In the event, laws, regulations, T.O.’s, AFI’s, or AFMCI’s change during the term of this contract, the Contractor shall be required to comply as the changes come into effect. Contractors delivering or handling official United States Air Force (USAF) records shall comply with the applicable records management regulations in AFI 33-322, Chapter 3, in its entirety.

1.23 OC-ALC Security and OPSEC briefing: All Contractor personnel working on base in the OC-ALC shall be required to read the OC-ALC Security and OPSEC briefings. The COR will ensure the Security and OPSEC briefings are available for review by the Contractor. The Contractor shall provide the COR with a report within five (5) business days after receiving the briefings. The report shall contain the employee’s name and the date of review. These requirements are IAW AFI 16-1404, “Information Security”, Chapter 6, Paragraph 6.2-6.2.3, 6.4-6.4.4.; DoDI

5220.22 “Industrial Security”, Section 9, Paragraph 9.2(6).; AFI 10-701, “Operations Security”, Chapter 4, Paragraph 4.4. and OC-ALC 16-1404, “OC-ALC Security”, Paragraph 7.

1.24 Housekeeping: The Contractor shall keep the work areas clean and neat IAW industry standards, OSHA, fire and safety standards, and this PWS.

1.25 Tool Control and Accountability: While performing contract services in or around Maintenance Production Shops, which includes ramp areas, the Contractor shall comply with AFI 21-101_AFMC Supplement 1, 21-101, Chapter 10 (all paragraphs) and OC-ALCI 21-112, paragraph 14.1. and 14.5.3. The Contractor shall provide the completed MXRIWRS Form 032 prior to performing work in the OC-ALC industrial areas. The MXRIWRS Form 032 is available from the GPOC. The Contractor shall provide a Contractor Tool Listing, MXRIWRS Form 032, to the GPOC within five (5) business days after TT&E actions. The Contractor or Contractor’s personnel shall inventory the container or bag of tools at the beginning of each work day and at the end of each work day. The Contractor personnel shall immediately notify the GPOC of any tools that are missing or lost from the work area or container (e.g. tool or job box or tool bag). The GPOC will report any missing Contractor’s tools which have not been located within one (1) hour after notification to the appropriate Government personnel. The Contractor shall obtain the Form 32 from the GPOC. The CM shall ensure each employee on the job site receives a briefing from the GPOC about Housekeeping, FOD/DOP, and Tool Control prior to starting work in OC-ALC Industrial Areas.

1.26 Visitors Pass: The Contractor shall contact the GPOC seven (7) business days before arriving on Tinker AFB in order to make arrangements for Visitors Passes. The GPOC will assign a sponsor for the Contractor from within the organization. The Contractor and the sponsor shall arrange to meet at Pass and Registration, Building 6611 at the Tinker Gate which is South of I-40 off of Air Depot. The Contractor shall provide two (2) forms of identification, one of which shall be a picture ID, to the 72 SFS. The 72 SFS will provide an AF Form 75, Visitors Pass, which will be valid for up to thirty (30) calendar days.

1.27 Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state, and local and the specific Air Force regulations (as applicable) regarding occupational safety and health addressed in the PWS. During the execution of the contract the Contractor shall notify the CO, GPOC, and Government Contract Administrator (CA) within one (1) business day of any damage to Government property where the dollar value exceeds $500,000.00 and within two (2) work days, for any damage to Government property less than $500,000.00. The Contractor shall notify the (CO) within one (1) business day of any injury to contract personnel which occurs while on a Government installation.

1.27.1 Mishap notifications shall contain, as a minimum, the following information:

• Contract, Contract Number, Name and Title of Person(s) Reporting

• Date, Time and exact location of accident/incident

• Brief Narrative of accident/incident (Events leading to accident/incident)

• Cause of accident/incident, if known

• Estimated cost of accident/incident (material and labor to repair/replace)

• Nomenclature of equipment and personnel involved in accident/incident

• Corrective actions (taken or proposed)

• Other pertinent information

1.27.2 If requested by the designated CO, the Contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records, until released by the Procuring Safety Office. Contractors will not dispose of contract data related to a mishap until notified to do so by the CO.

1.27.3 While on a government installation the Contractor shall be required to follow applicable installation traffic safety regulations and any applicable safety requirements required by the work center supervisor as it pertains to execution of the contract while in the work center; these may include but are not limited to general personal protective equipment such as safety glasses, hearing protection, and hard hats. The Contractor shall comply with base/shop emergency procedures for fire, tornado etc.

1.28 Communicating Hazards Of Workplace (CHOW): Contractor’s onsite representative communicates all hazards being introduced to the worksite by the Contractor. This is accomplished prior to commencement of work and refreshed daily during performance, IAW Contractor’s Site Safety Plan.

1.29 Safety and Health Plan: The Contractor shall be responsible for compliance with the OSHA Public Law 91-596. The Contractor shall submit a Safety and Health Plan (SHP) and corresponding site safety checklist to the CO and the COR (see Appendix C).

1.30 Foreign Nationals: The Contractor shall notify the GPOC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.

1.31 Combating Trafficking in Persons: IAW DFARS PGI 222.17, the COR shall pursue, as appropriate, the following methods of monitoring the Contractor’s performance regarding trafficking in persons such that non-compliances with FAR clause 52.222-50 are brought to the immediate attention of the Contracting Officer:

a. Keep the lines of communication open with the Contractor. At the Post-Award conference, remind the Contractor of his contractual responsibilities to notify the government if the Contractor receives notification of any alleged violations to this policy or if actions have been taken against the Contractor employees, subcontractor’s or subcontractor employees pursuant to the clause.

b. When appropriate, encourage Contractor to complete Human Trafficking Awareness Training.

c. Encourage the Contractor to take steps to investigate and eliminate slavery and human trafficking in their supply chains and to publish information for consumer awareness.

d. Periodically access the Department of State’s Trafficking in Person (TIP) website for updates and to view the latest reports. http://www.state.gov/g/tip

1.32 Speak Up for Safety: Safety surety is an integral part of our overall goal of establishing a world class safety and health program. Our “Speak Out for Safety” initiative ensures a partnership with contractors and government employees to further enhance safety to ensure we are looking out for all our partners and empowers all employees to actively participate in each other’s safety.

1.32.1 A safe workplace is everyone's business. As part of the contract team, military, civilian and contractor personnel are empowered to Speak Out for Safety (S.O.S.) when they observe an unsafe act.

1.32.2 Government personnel are empowered to intercede in events that pose imminent danger to personnel or catastrophic damage to property.

1.33 Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation. The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.

Section Two

2. Performance Assessment

2.1 The Contractor shall be aware that in the absence of any contract requirement from the Service Summary (SS) does not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract. The Contractor shall ensure the following SS requirements are accomplished:

SECTION THREE

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES.

3.1 Custodial Services. The Government will provide custodial services limited to the extent provided in the Base Custodial Contract(s) for the Government provided facilities.

3.2 Refuse Collection. The Government will provide refuse collection services limited to the extent provided in the Base Refuse Collection Contract(s) for the Government provided facilities. The Government will only allow non-hazardous refuse to be emptied into the nearest authorized refuse dumpster for trash collection. Do not use Government dumpsters to dispose of construction debris.

3.3 Insect and Rodent Control. The Base Civil Engineering Entomology will provide service for Government provided facilities.

3.4 Grounds Maintenance. The Government will provide grounds maintenance services limited to the extent provided in the Base Grounds Maintenance Contract(s) for the Government provided facilities.

3.5 Real Property Maintenance/Repair. The Government will provide maintenance and repair of Real Property in accordance with and compliance with Government procedures. The Contractor shall submit written requests to the Government Contracting Officer Representative (COR) or Government Point of Contract (GPOC) for Real Property maintenance and repairs.

3.6 Workspace. The Government will provide access to the equipment and adequate workspace around the equipment.
