PERFORMANCE WORK STATEMENT (PWS)
FOR WAVE PTT INSTALLATION AND
SERVICE
28 CONS / ELLSWORTH
AFB, SOUTH DAKOTA
19 Aug 2021
1. DESCRIPTION OF SERVICES
1.1. Contractor will install the WAVE server system components, hardware and software. The radio to NIPRNet system must be capable of transmitting/receiving on 9 channels contained within the 28 MXG/MUNS radio networks. The system must have at least 6 Desktop licenses and 6 mobile app licenses. The components to install are including but not limited to; 4 port network interface Module, 19 INCH Wave server, Windows Server OS, RF lines for multiple hardware cards on wave server, external antenna for LOS communication to the MX/MUNS handheld radio networks. The server must follow all AFNET rules and comply with security requirements and naming conventions. The contractor will provide 1 year of support after installation for all end user licensees and on base technical support personnel.
2. SPECIFIC INTENT
2.1. Intent: The intent is for the contractors to install a system that allows users to access the Motorola network of radios from the NIPRNet desktop interface using the WAVE software and equipment services.
3. REQUIREMENTS
3.1 General Requirements. The contractor shall provide all materials, transportation, labor, management, and other incidentals to meet the requirements as stated in this Description of Services.
3.2 Base Support Requirements. The contractor shall coordinate with 28 MUNS to obtain 28 CES approval to modify bldg 8305 to accommodate external antenna installation and radio line installation.
4. TRAINING AND SUPPORT
4.1 Training: At conclusion installation, setup and testing, the contractor will hold a training class for maintenance personnel to train them on using the end user software and services.
4.2 Support: Contractor will continue to provide telephone support, and in person support when available, for questions on operation WAVE system and services.
5. GENERAL REQUIREMENTS
5.1 Safety. The contractor shall perform all work in a safe manner as required by OSHA Safety and Health Requirements and follow all DOD and local Safety regulations and reporting procedures.
5.2 Fraud, Waste, and Abuse. The contractor shall be responsible for operating under conditions that prevent the waste, fraud, and abuse of resources, including utilities. Contractor shall be encouraged to be alert for and report any suspected situations of fraud, waste, and abuse, or other dishonest conduct against the Government observed during, or in the performance of this contract.
5.3 Smoking. The contractor shall comply with AFI 40-102 Guidance for Tobacco Free Living which outlines uniform policies governing use of tobacco products in Government facilities.
5.4 SECURITY REQUIREMENTS
5.4.1 Pandemic Response. All personnel present on Ellsworth AFB are required to follow any and all pandemic response policies established by the base leadership. Personal protective measures (face masks, gloves, hand sanitization, etc.) may be increased or decreased related to the current pandemic conditions on Ellsworth AFB. Contractors performing on Ellsworth AFB will follow the guidance provided by the local work center where contract performance will occur or other government representatives on the base. Contractors that refuse to comply with any and all pandemic response policies may be denied access to the installation which can result in corrective contract actions.
5.4.2 Pass and Identification Items. The contractor shall ensure the pass, identification, and computer access cards items required for contract performance are initiated according to AFFAR 5352.242-9000.
5.4.3 Retrieving Identification Media. The contractor shall ensure all identification media, including vehicle passes are surrendered to the government upon departure for any reason before the contract expires; e.g. termination for convenience, cause, retirement, etc.
5.4.4 Traffic Laws. The contractor shall comply with base traffic regulations.
5.4.5 Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately- owned vehicle while on military installations.
5.4.6 Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information.
The COR shall ensure the contractor has been briefed on all general security policies.
5.4.7 Physical Security. The Contractor shall be responsible for safeguarding all government property and controlled forms provided for Contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
5.4.8 Controlled/Restricted Areas. Contractors shall be escorted by an individual who meets entry requirements to controlled/restricted areas.
5.4.9 Access Badge Control. The contractor shall establish and implement methods of making sure all /badges issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any badges issued by the government.
5.5.0. Insurance. The contractor shall maintain the required levels of insurance in accordance with FAR Clause 52.228-5 Insurance-Work on a Government Installation.
