PERFORMANCE WORK STATEMENT
FOR
SPORTS OFFICIALS
1. DESCRIPTION OF SERVICES
1.1. SCOPE OF WORK. Contractor shall furnish all labor, tools, equipment material, supervision, and transportation necessary to provide Sports
Officiating services at Malmstrom Air Force Base for all intramural and recreational sport activities as defined in this performance work statement. At least one official per game must have current certifications from the Montana Officials Organization (MOA) or certifications from a
National Sports Governing Body in their respective sport to perform officiating duties (head official). For the remaining number of required officials, per sport, the contractor may use officials without current certifications from the Montana Officials Organization (MOA) or certifications from a National Sports Governing Body in their respective sport to perform officiating duties. Names of all officials and proof of qualifications must be provided to the Fitness Center at least 5 business days prior to the beginning of each individual sport season or 5 days prior to performance if the season has already started. Officials will not be able to perform until their credentials are received.
1.2. CERTIFICATION CRITERIA.
1.2.1. The Contractor shall be able to provide resumes and certifications for all contractor personnel. The following certifications are required for head officials only.
1.2.2. Flag Football: Montana Officials Organization (MOA) certifications or certifications from a National Sports Governing Body.
1.2.3. Basketball: Montana Officials Organization (MOA) certifications or certifications from a National Sports Governing Body.
1.2.4. Volleyball: Montana Officials Organization (MOA) certifications or
1.2.5. Softball: Montana Officials Organization (MOA) certifications or
1.2.6. Soccer: Montana Officials Organization (MOA) certifications or
1.3. AREAS OF RESPONSIBILITIES
1.3.1. The contractor shall provide required number of officials.
1.3.1.1. Flag Football: 3 Referees
1.3.1.2. Basketball: 3 Referees
1.3.1.3. Volleyball: 2 Referees
1.3.1.4. Softball: 2 Umpires
1.3.1.5 Soccer: 2 Referees
1.3.2. The head official shall review scorebooks and referee sign-in sheets to ensure all required information is present to include time, date, teams playing, officials and scorekeepers names. The head officials’ duties are not complete until the official score book and referee sign-in sheet is approved by and signed by all officials and scorekeepers at the end of each contest.
1.3.3. Officials shall acquire a team roster from both teams prior to the start of each game.
1.3.4. Officials shall pick up the required equipment, referee sign-in sheets, and keys and return them back to the Fitness Center after the last contest of the night. The head official will perform this duty. Fitness center staff members and scorers or head officials will conduct an inventory upon return of keys and equipment.
1.3.5. The head official shall ensure the flag football field lights are turned on at dusk and turned off following last scheduled contest of the evening.
1.3.6. The head official shall notify the fitness center if a contest is protested or if a player receives an ejection. A detailed description of the situation will be entered into the official score book and referee sign-in sheet, and in the case of an ejection, a written statement must be submitted to the fitness center by 1200 the next duty day (Monday- Friday).
1.3.7. Officials will enforce local sports by-laws. Additionally, officials will support the following sports bodies and enforce their official rulebooks. These rulebooks will govern play when items are not covered in the Base Sports plan and/or local sports by-laws.

2. CONTRACTOR FURNISHED ITEMS AND SERVICES
2.1. The contractor shall furnish everything needed to perform this contract according to all its terms and conditions.
3. GENERAL INFORMATION
3.1. CONTRACTOR PERSONNEL: The contractor shall provide a contract manager and alternate/s that shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate/s shall act for the contractor when the contractor is absent. All contact information shall be designated in writing to the Contracting Officer, Fitness Center Director and Sports Director, prior to start of services.
3.2. The contract manager or alternate shall be available within 48 hours during normal duty hours to meet on the installation with government personnel designated by the contracting officer, to discuss concerns with the performance of services.
3.2.1. The contract manager and all employees must be able to read, write, speak, and understand English. The government reserves the right to restrict employment of any contractor employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of Malmstrom AFB and its population.
3.2.2. Officials will be held to the Montana Officials Organization
(MOA) or a National Sports Governing Body standards of officiating for each sport (i.e. appearance, effort, professionalism, and knowledge of the game). The contractor must also perform in accordance with a local rule book which will be provided at the beginning of each season.
3.2.3. The contracting officer may, in writing, require that the official be removed from the work site, area or base due to objectionable behavior. Objectionable behavior includes wearing inappropriate attire, using profane language, abusing, or disobeying base rules or regulations. No official shall be allowed to work a game if it is apparent, he/she has been consuming alcoholic beverages. At no time shall an official consume alcoholic beverages or use tobacco products in, on or around the playing area.
4. SCHEDULE OF WORK
4.1. NOTICE: The contractor will be notified 14 days in advance, by the
Malmstrom Fitness Center, concerning the type of competition being scheduled and approximate start date. The Malmstrom Fitness Center will provide the contractor with a schedule of contests, current copy of applicable by-laws, location of contests, and dates and times a minimum of 48 hours prior to the first scheduled competition of the applicable sport.
4.1.1. Intramural Contest Time Limits:
4.1.1.1. Basketball will have (2) 20-minute halves, using a
running clock, with a 5-minute halftime. The clock will stop on every whistle during the last two minutes of each half.
4.1.1.2. Flag football will have 2 (two) 20-minute halves, using a running clock. The clock will stop on every whistle during the last two minutes of each half.
4.1.1.3. Volleyball matches will consist of the best of 3
games. Estimated match play is 45 minutes.
4.1.1.4. Softball will play for 40 minutes or 7 innings (any
inning started must be completed regardless of the
40-minute time frame), whichever occurs first. There will be a 20-run rule after 3 innings, a 15 run rule after 4 innings, and 10 run rule after 5 innings.
4.1.1.5. Soccer match are 40 minutes long, comprised of two
20 minute halves. But how it differs from sports like
Basketball and American Football is the clock counts, up instead of down, and it never stops.
4.2. HOURS OF OPERATION
4.2.1. Malmstrom fitness center hours of operation are as follows:
4.2.1.1. Normal Hours of operation, Monday – Friday: 5:00am-9:00pm
Saturday-Sunday: 8:00am-4:00pm or 24/7 access.
Holiday Hours. Contractor is not required to provide services on the Federal holidays, down days, and family days.
Contractor will be notified of down days and family days no later than two (2) business days prior.
4.2.2. Officials may be required to work on weekends as scheduled in advance or within two (2) days’ notice due to make-up contests.
Cancelled or postponed contests may also be added to the end of the schedule, extending the schedule. Contests will not be scheduled on
Federal Holidays.
4.3. CANCELLATIONS
4.3.1. Cancellations of scheduled contests will be handled as follows:
4.3.2. If the fitness center cancels a contest for any reason, the fitness center will notify the contractor no later than 1200 the day of the competition.
4.3.3. If an official must cancel a contest due to suitability of playing fields, the exact cause of cancellation must be recorded in score book and referee sign-in sheet. All cancellations must be consistent with cancellation requirements specified by each sport governing rules, Malmstrom AFB sport- bylaws, or inclement weather. The government will not pay for any unjustified cancellations.
4.3.4. The contractor shall send a monthly invoice to Wide Area Work
Flow NLT the 5th of the month, for the prior month.
4.3.4.1.1. Contests shall be invoiced individually.
4.3.4.1.2. If cancellation of a contest is made after contractor arrival at the contest site, the contest may be invoiced. When field/area weather conditions warrant, the officials shall cancel all scheduled competitions for that sport, on that night, and notify all other officials and scorers.
4.3.4.1.3. The government will only be responsible to pay for canceled competition; in the event the contractor is not given notification by 1200 the day of the sporting event.
4.3.4.1.4. Fitness Center Management has the authority to cancel any or all contest, for any reason, and shall notify contractor of cancellation by 1200 the day of. In this event, the contractor may not invoice cancelled contests.
4.3.4.1.5. The contractor has not fulfilled the obligation of duties and full pay for a contest will not be received if, for example, only one official arrives for a contest where two officials are scheduled. Payment in each sport is listed below and are minimal requirements that must be met for a contest to continue without cancellation:
4.3.4.1.6. Flag Football: 3 Referees
4.3.4.1.7. Basketball: 3 Referees
4.3.4.1.8. Volleyball: 2 Referees
4.3.4.1.9. Softball: 2 Umpires
4.3.4.1.10. Soccer: 2 Referees
4.3.4.1.11. The fitness center reserves the right to revise by-laws and/or schedules at any time. The fitness center will notify the contractor’s designated representative not less than 48 hours prior to the first revised competition.
4.4. SECURITY REQUIREMENTS
4.4.1. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by the security regulations of the installation.
4.5. The contractor shall be responsible for safeguarding all government equipment provided for game use. At the end of each work period, all government equipment shall be returned to Fitness Center personnel for storage.
5. WORKLOAD ESTIMATES:
5.1. Fiscal Year Example:
5.1.1. Flag Football: Contests estimated to be held August – October.

5.1.2. Basketball: Contests estimated to be held October – February.

Officials Organization (MOA) or certifications from a National
Sports Governing Body in their respective sport to perform officiating duties and base-specific tournament. Estimated games for the season will total 90 games with the option to use 20 of the
90 games for a two-day tournament that is separate from the intramural season.
5.1.3. Volleyball: Contests estimated to be held February - April. Two referees will be provided for intramural games with, at least, one referee having a current certification from the Montana Officials
Organization (MOA) or certifications from a National Sports
Governing Body in their respective sport to perform officiating duties. Estimated games for the season will total 90 games with the option to use 20 of the 90 games for a two-day tournament that is separate from the intramural season.
5.1.4. Softball: Contests estimated to be held May - July. Two Umpires will be provided for intramural games with, at least, one referee having a current certification from the Montana Officials
Organization (MOA) or certifications from a National Sports
Governing Body in their respective sport to perform officiating duties. Estimated games for the season will total 90 games with the option to use 20 of the 90 games for a two-day tournament that is separate from the intramural season.
5.1.5. Soccer: Contests have one seasons and one tournament, one indoor season during the winter months, and one outdoor contest in the fall. Two referees will be provided for all intramural with, at least, one referee having a current certification from the
Montana Officials Organization (MOA) or certifications from a
National Sports Governing Body in their respective sport to perform officiating duties. Estimated games for the season will total 90 games with the option to use 20 of the 90 games for a two-day tournament that is separate from the intramural season.
5.1.6. Base Year Option: Period of Performance: 1 August 2023 – 31 July 2024

7.1.1 "The contractor shall report ALL contractor labor hours
(including subcontractor labor hours) required for performance of services provided under this contract for the Department of Defense, U.S. Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs
October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at at: http://www.ecmra.mil.
