Performance Work Statement for Razors Edge FY22 Full Mission Profile Capabilities Validation Exercise

1. Description of Services. The contractor shall furnish all labor, parts, tools, materials, equipment, facilities, transportation, personnel, land use, management, and supervision necessary to provide the 48th Rescue Squadron (48 RQS) at Davis-Monthan Air Force Base (DMAFB), Arizona, the use of all military/civilian aircraft capable of supporting full mission profile capabilities validation exercises. This will include all methods of insertion and extraction, medical protocol, and special rescue Tactics Techniques and Procedures utilized by the Guardian Angel Weapons System. All contract performance will be conducted within a 4 hour drive from DMAFB (zip code 85707) during the timeframe of April 21-26 2022 (detailed schedule of services below).

2. Basic Services. The contractor shall provide all logistics necessary to facilitate every aspect of full mission profile capabilities exercise in accordance with specific tasks below for execution between April 21-26, 2022. Upon contract award, the contractor shall coordinate with 48 RQS Point of Contacts for scenario descriptions, desired learning objectives, role objectivity, and to clear any questions or concerns between the parties no later than (NLT) March 28, 2022.

3. Specific Tasks.

a. Airfield Support: The contractor shall provide access to 2 different airfields capable of landing 2x C-130 Aircraft and 2x HH-60 helicopters without the aid of a LZ controller.

Primary airfield must be within 10-minute UTV ride of Tactical Operations Center (TOC) in order to replicate a realistic deployed alert posture and logistics requirements. Other airfield must be within 1hour 15 minutes’ vehicle drive time of primary airfield, to facilitate logistics requirements and scenario facilitation if airlift falls out. Primary airfield must be able to park and fuel at minimum 2 military heavy lift and 2 military rotary wing weapons systems commonly used by guardian angel personnel for duration of exercise. The contractor will provide crash, fire, rescue as needed.

b. Facility Support: Main Facility, TOC, shall be located no more than 4 hour drive from DMAFB and be co-located with the airfield identified in paragraph 3.a. of this Performance Work Statement (PWS) . The contractor shall provide a climate-controlled hangar-type facility that has 24 hour access with 2-4 private mission planning rooms and/or multimedia rooms, tactical operations center, bunk location for select 24 hour operations personnel, secure storage area for sensitive accountable equipment, a ROGUE style gym and adequate space to stage tactical gear required for full-mission-profile capabilities exercises to include 4 loaded MRZR’s/TRGERS. Facility must have bathrooms/showers to support 40 personnel.

Facility will have high-speed Wi-Fi throughout able to support 50 connections. Facility will have refrigerators/freezers, air compressor, vault with lighting/electric outlets, 2 drawer safe and/or suitable alternative, & washer/dryer for use by 48 RQS personnel.

c. Sustenance Support: The contractor shall provide 2 hot meals per day and a quantity of snacks available at all times throughout the day. Additionally, the contractor shall provide access to and equipment to cook meals, should members of the 48 RQS choose to do so outside of the normal mealtimes. All meals with include at least 6oz. protein (~30g) per individual from the approved list, 2 sources of carbohydrate from the approved list, 2 sources of fat, at least 2 sources of fruit and vegetables, each.

Snacks will be provided for on the go nutrition in the form of fresh fruit (bananas, apples, oranges), beef/turkey jerky, dried unsweetened fruit, energy bars (Rxbars, GoMacro bars, Clif Builder bars, Garden of Life Sport Organic plant Based Performance Protein Bar, KINDBars), Clif Blocks Energy Chews, Honey Stinger waffles +organic energy chews, protein shakes (CorePower, Fairlife Chocolate Milk), Fuel for Fire Packs, GoGO Squeeze apple sauce, and fluid replacement/electrolyte beverages (Scratch Sport Hydration, Gatorade endurance powder, Right Stuff powder).

Miscellaneous (provided with snacks as options throughout the day): Water (minimum of 2 gallons per day/per individual), Tart Cherry Juice, Coffee (regular and decaf), Tea, Electrolyte tablets (NUUN), Salt seasoning at meals.

Approved carbohydrate sources: oatmeal, sweet potato, white potato, squash, couscous, quinoa, brown rice, whole grain pasta

- whole grain tortillas, whole grain bread acceptable at breakfast Approved protein sources: chicken, turkey, salmon, shrimp, cod, steak, ground beef, pork, eggs, greek yogurt, cottage cheese, beans, legumes, tofu Approved fat sources: avocado, nuts, seeds, trail mix with dried fruit, nut butters, olives, olive oil, hummus, guacamole Fruits: apples, oranges, bananas, berries (strawberries, blueberries, blackberries, raspberries), melon, pineapple, watermelon Vegetables: leafy greens, peppers, asparagus, broccoli, cauliflower, cucumber, tomato, carrot, zucchini, salad greens, beets, eggplant, onion, pumpkin, mushrooms

Pre-event: lower fat, lower fiber, low-moderate protein and moderate-high carbohydrate.

- ~100-200g carbohydrate from the above list

- Protein consumption important: eggs, chicken, beans, tofu During: rapidly digestible carbohydrates + mixed source carbohydrates. Bars, drinks, gels, snacks.

- During (3+ hours): 90g CHO, 20g Pro, 1000mg Na* (dependent) Post-event: emphasis on carbohydrate intake ASAP + protein intake. Provide easily digestible CHO post-mission in form of on-the-go/snacks if not immediately heading to a meal/feeding opportunity.

- ~100g carbohydrate x4-6 hours provided in the meal and ongoing snack availability from the lists above.

d. Medical Logistics Support: The contractor shall provide 12 Live Tissue Patients, 4 “Rescue Randy” type human simulations w/appropriate garb/clothing & kit, and 4 High- Fidelity Sim-Man type human simulations w/appropriate garb/clothing & kit for use during full mission profile exercises. In addition, they will provide realistic moulage/make-up/blood and prosthetics for all patient injuries. Contract award will be dependent on the contractor identifying the party accredited by United States Special Operations Command (USSOCOM) as an approved Live Tissue Training provider.

e. LTT Requirements:

• Provide an on-site veterinarian who is licensed in the state where training is located and experienced in the handling, care and anesthesia of the species used in the training.

• Provide appropriate support staff to assist the veterinarian, as needed, in anesthesia and care of the animals.

• Provide a briefing on the responsible and humane use of animals and the mechanisms to report animal welfare concerns; such briefing shall be provided to trainees prior to commencement of any animal procedures.

• Notify the requesting unit the date(s) and location(s) of proposed training prior to training event and provide immediate notification of any potential animal welfare concerns related to training events.

• Comply with the Defense Federal Acquisition Regulation Supplement (DFARS) Animal Welfare Clause, 252.235-7002, Animal Welfare (DEC 2014)

(1) The contractor shall register its research, development, test, and evaluation or training facility with the Secretary of Agriculture in accordance with 7 U.S.C. 2136 and 9 CFR subpart C, and section 2.30, unless otherwise exempt from this requirement by meeting the conditions in 7U.S.C. 2136 and 9 CFR parts 1 through 4 for the duration of the activity. The Contractor shall have its proposed animal use approved in accordance with Department of Defense Instruction (DoDI) 3216.01, Use of Animals in DoD Programs, by a DoD Component Headquarters Oversight Office.

The Contractor shall furnish evidence of such registration and approval to the Contracting Officer before beginning work under this contract.

(2) The contractor shall make its animals, and all premises, facilities, vehicles, equipment, and records that support animal care available during business hours and at other times mutually agreeable to the contractor and the United States Department of Agriculture Office of Animal and Plant Health Inspection Service (USDA/APHIS) representative, personnel representing the DoD component oversight offices, as well as the Contracting Officer, to ascertain that the contractor is compliant with 7 U.S.C.

2131-2159 and 9 CFR parts 1 through 4.

(a) The contractor shall acquire animals in accordance with DoDI 3216.01, Use of Animals in DoD Conducted and Supported Research and Training, current at time of award (http://www.dtic.mil/whs/directives/corres/pdf/321601p.pdf).

(b) The contractor agrees that the care and use of animals will conform to the pertinent laws of the United States, regulations of the Department of Agriculture, and policies and procedures of the Department of Defense (see 7mU.S.C. 2131 et http://www.dtic.mil/whs/directives/corres/pdf/321601p.pdf seq., and 9 CFR subchapter A, parts 1 through 4, DoDI 3216.01, Army Regulation 40-33/ SECNAVINST 3900.38C/AFMAN 40-401(I)/DARPAINST 18/USUHSINST 3203). The contractor shall also comply with DoDI 1322.24, Medical Readiness Training, if this contract includes acquisition of training.

(c) The Contracting Officer may immediately suspend, in whole or in part, work and further payments under this contract for failure to comply with the requirements of paragraphs (a) through (c) of this section (3e). The suspension will remain in effect until the contractor complies with the requirements.

(d) Failure to complete corrective action within the time specified by the Contracting Officer may result in termination of this contract and, if applicable, Defense Federal Acquisition Regulation Supplement Part 252-Solicitation Provisions and Contract Clauses 1998 EDITION 252.235-7002 removal of the Contractor's name from the approved vendor list for live animals used in medical training.

(e) The contractor may request registration of its facility by contacting USDA/APHIS/AC, 4700 River Road, Unit 84, Riverdale, MD 20737-1234, or via the APHIS Animal Care website at:http://www.aphis.usda.gov/wps/portal/aphis/ourfocus/animalwelfare.

(f) The contractor shall include the substance of this section (3e), including this paragraph (f), in all subcontracts involving research, development, test, and evaluation or training that use live vertebrate animals.

f. Land Use Support: The contractor must have access to scenario locations to include, abandoned town(s), naturally existing high angle sites, ground wells or similar alternative, caves, flat ranges, remote private home /farm structures, canyons, draws, ravines, remote mountainous desert terrain with large open expansive flats.

g. Licenses and permits. The contractor shall, without additional expense to the Government, obtain any necessary licenses and permits, and comply with any Federal, State, and local laws, codes and regulations applicable to this PWS. The contractor shall provide proof of such applicable licenses and permits upon submittal of their proposal and at any time on request by the Government. The contractor shall submit any applicable certifications.

h. Full Mission Profile Training Prop Support:

(1) The contractor shall provide helicopter fuselage hulk approximately the size of a HH- 60 helicopter, or larger, which will be used for extrication scenarios.

(2) The contractor is responsible for movement and placement of all props above in accordance with scenario profile… additionally the contractor shall provide transportation for up to 3 immobile up armored Mine Resistant Ambush Protected Vehicles (MRAP’s) or

Mine Resistant All-Terrain Vehicles (MATV’s) from DMAFB or presiding location of vehicles, into and out of scenario locations during exercises, and back to the presiding location where the vehicles came from. All 3 MRAP’s/MATV’s must be safe for use and welded shut/closed in a manner to force manual & significant extrication. The contractor shall provide a forklift to safely move exercise prop supports off of transportation, into scenario locations safely and back onto transportation assets.

(3) The contractor shall provide convoy vehicles, up to 4, for convoy mounted & dis-mounted patrols & team movement.

(4) Contractor shall provide 4x 55-gallon plastic containers that can hold water and create a median/blockade.

i. Tactical Operations Center: The Tactical Operations Center will have, high-speed Wi-

Fi, 4 large white boards with dry erase markers, 4 tablets with access to high-speed internet, Google Earth Pro, private messaging apps, working printer with available extra ink, 2 x 50” flat screen televisions that can display images from ISR feed to/from tablets.

Desks, seating, workspace, and wall space shall be adequate for all above items in a layout that promotes information sharing and quick collaboration amongst all personnel.

All printers, tablets, laptops, plotters, etc. must be operational at the time of arrival and have all the necessary software loaded (ATAK) along with necessary cables.

j. Mission Planning Rooms: Mission Planning Rooms shall have, high-speed Wi-Fi, 2 large white boards with dry erase markers, 2 tablets with access to high-speed internet, google earth pro, working printer with available extra ink, 50” Flat Screen Television that can display tablet image. Desk, seating, and wall space will be adequate for all above items in a layout that promotes information sharing and quick collaboration amongst all personnel. All printers, tablets, laptops, plotters, etc. must be operational at the time of arrival and have all the necessary software loaded

k. Pyrotechnic (Pyro) Support: The contractor shall provide individual(s) appropriately licensed and certified to produce realistic replications of mortars, rocket propelled grenades, sniper and small arms fire, improvised explosive devices, post explosion visuals, and strafing / bombing runs. Pyro will be utilized during FMP exercises during the time of contract performance.

l. Opposition Forces (OPFOR) / Special Operations Forces (SOF) / Situation Forces

(SITFOR) / Patient role player support / White Cell: The contractor shall provide 12 individuals that have mature discretionary decision making to act as an opposing force utilizing realistic uniforms, realistic body armor (BA)/load bearing equipment (LBE) kit(s), realistic civilian garb (foreign & domestic), TTP’s, and weapons with 50/50 mix of simunitions and blanks. Additionally, these individuals shall be able to portray a SOF/ODA/OGA team for scenario realism when necessary. Finally, personnel will role play as patients in select scenarios. All role-players will be self-supported to include transportation to and from scenario site. Vendor will include a large variety of military & civilian attire that can be cut or torn to simulate realism of personnel or injuries for the scenarios. Vendor will also provide 25 high reflective vests, weather dependent, for the 48th RQS to identify White Cell members that will be in and around the scenario for evaluation/validation/instruction purposes. Vehicles used by role players will be utilized by team to accomplish scenario objectives to include convoy movements and exfil of team and patients when necessary. All personnel must be of reasonably good health and free of preexisting conditions that could take away from scenario realism and increase injury/risk to the team and the 48 RQS.

m. Joint Tactical Air Controller/ “Helmet Fire” Support: The contractor shall provide 2 individuals for realistic radio traffic simulating stacked aircraft in a combat environment to provide realism (helmet fire) for the ground commander to interface with for emergency close air support, terminal area de-confliction, and signaling device verification.

n. Air Boss: The contractor shall provide an air boss, knowledgeable person(s)/pilot/etc., to act as the sole coordination and liaison for any and all aircrafts, aircraft personnel, and/or crew related to said aircraft. In addition, they will coordinate and ensure all aircraft related NOTMS, MOA’s, and any other air centric requirements necessary to conduct safe flight(s) are filed and adhered too.

o. Intel Support: The contractor shall provide road to war brief approximately 2 weeks prior to 21 April 2022. Contractor will provide an additional “In theater/In Support Of” update brief once 48 RQS personnel have arrived on station. The contractor shall provide daily Intel update briefs/Operations & Intelligence (O&I) briefs that will guide realistic progression of scenarios. The contractor shall ensure that scenarios build upon actions of the teams on the ground and affects the intelligence and follow on missions accordingly.

An Intelligence Advisor will be available to mentor teams and intelligence personnel on use of various intelligence disciplines and how to integrate them into mission planning.

p. Operations Director: The contractor shall provide an Operations Supervisor/Director that must have a minimum 15+ years of military operational experience to include joint and interagency special operations at the senior NCO or officer ranks.

q. Lead Military Advisor: The contractor shall provide a Lead Military Advisor that must have 15+ years of military experience with operational time within Tier 1 units or similar entities. The Lead Military Advisor must have 10+ years’ operational experience to include time with Joint or Special Operations units at the senior NCO or officer ranks.

r. Intelligence Advisor: The contractor shall provide an Intelligence Advisor that must have 15+ years of experience as a senior NCO or Warrant Officer with proficient knowledge of multiple intelligence disciplines, joint and interagency operations, and TOC operations.

4. Requirements.

a. Location: Must be located no more than a 4 hour drive from DMAFB. The location must have miles of unimproved trails and roads that can be used for tactical training, driver training, and movement techniques with topography similar to Southwestern/Western Asia.

Must have roads and trails that can be used for tactical vehicles movement throughout the property for all off road wheeled vehicles. Must have roads and trails that can also be used for foot movement, covering varying terrain to include cliffs and draws that would require skilled drivers to navigate. Must have no restrictions on the property for driving off road with the limitation of the fences that are placed in certain areas to house mark properties.

Location must be located in a desert climate with at least three hundred and forty (340) jumpable days per year. Must have airspace compatible/capable of conducting HALO/HAHO drops from 18,000 MSL. Must have 4 or more AMC approved Drop Zones (DZs) listed on the AMC Zone Availability Report—ZAR or Talon Point) within a 30-minute flight and DZs must be suitable for unmarked, unknown drop-zone insertion. No DZ location will exceed 3500 feet MSL. The company must have a standing NOTAM for parachuting operations on file which can be modified if the need arises.

5. Applicable Documents and References. The 48 RQS will provide the below references upon request from the contractor.

6. Government Provided Items, Equipment and Materials. The Government will ensure that individual and team equipment and uniforms will be provided as needed.

a. The 48 RQS will provide all necessary consumables e.g. batteries, 550 cord, 80 lbs. test, tape, rubber bands, chem-lights, etc...

b. The 48 RQS will provide sufficient military communication systems for all personnel to include relay system as well.

c. The 48 RQS will provide up to 7 sets of night vision goggles for facility personnel (role playing OPFOR/SOF/personnel).

7. General Information.

a. Security Requirements. Contractor personnel participating in role play, TTP usage, and brief/debrief of scenarios shall have a minimum of an active Secret clearance.

(1) Classified Materials. Contractor tasks require access to material up to, and including a Secret classification. The contractor and the client organization are responsible for all documentation required for security certification. The contractor shall comply with the provisions of appropriate DD Forms 254, Contract Security Classification Specification, Department Of Defense, and such other security regulations and directives binding on the contractor in the performance of the contractor's assigned tasks.

(2) Security. DD Form 254, Department of Defense Contract Security Classification Specification)

(3) Contractor Clearances. The contractor must possess and maintain a facility minimum security clearance at the classification level of US Top Secret at contract start date. The contractor shall request security clearances (Submit Clearance Paperwork through Defense Industrial Security Clearance Office (DISCO) to the Office of Personnel Management) for personnel requiring access to classified information within 15 days after contract award.

(4) Personnel Clearances. All contractor personnel performing services under the contract must possess and maintain a minimum TS/SCI security clearance at contract start. All contractor employees performing services under this contract must be US citizens. The contractor may be required to provide employee background information to comply with contract clearance requirements, including Common Access Card (CAC) cards and building access badges.

(5) Revoked/Suspended Clearances. If the contractor is notified by any Government official having security cognizance over the contract that an employee's security clearance has been revoked or suspended, the contractor must notify the Contracting Officer the same day the contractor receives the notice.

b. Safety. The contractor shall comply with and maintain appropriate safety instructions and qualification. Nothing in the PWS, nor any Government action or failure to act in performance of the contract shall relieve the contractor of their responsibility for the safety of the contractor’s personnel and property, the Government’s personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

c. Mishaps. Safety and training related problems or mishaps involving government personnel observed by the contractor shall be addressed immediately. A formal written report shall be provided within two (2) working days of the incident to the 48 RQS Commander.

d. Protection of Personally Identifiable Information. Personally Identifiable Information

(PII) refers to information that can be used to distinguish or trace an individual’s identity either alone or when combined with other information that is linked or linkable to a specific individual. PII may range from common data elements such as names, addresses, dates of birth, and places of employment, to identity documents, Social Security numbers (SSN) or other government- issued identity, precise location information, medical history, and biometrics. Contractor personnel shall protect all PII encountered in the performance of services in accordance with Department of Defense Directive 5400.11, Department of Defense Privacy Program, and DOD 5400.11-R, Department of Defense Privacy Program. If a PII breach results from the contractor's violation of the aforementioned policies, the contractor shall bear all notification costs, call-center support costs, and credit monitoring service costs, , and credit monitoring service costs for all individuals who's PII has been compromised.

e. Reporting Requirements. Contractor personnel shall report to an appropriate government authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information.
