CONTROLLED UNCLASSIFIED INFORMATION

Restricted Area (RA) Trees/Bushes Removal & Disposal Performance Work Statement

Work Task # 11565254 23 May 2023

1. STATEMENT OF WORK:

1.1 The awarded contractor shall furnish all labor, personnel, supervision, equipment, vehicles, supplies, tools, state digging and any related permits, certifications required for removal performance, and transportation of debris necessary to remove all Restricted Area (RA) interior trees which totaled to be 93 trees and the removal of all different sized bushes which totaled to be 20 bushes, while assuring the health and Safety of the Public, pedestrians, sub-contractors, and the contractor's workers throughout the entire project period of performance.

1.2 The awarded contractor must provide a Schedule of Performance three days prior to the first day of starting work. The Schedule of Performance should mention realistic timelines of project execution, and completion aiming for fine quality work in an efficient and timely manner. The project must be executed in a consistent methodology without gaps of non-execution in working days. The last day to complete all work on this project is 31 October 2023.

1.3 Contractor shall provide updates about the project execution progress, communications about pre-planning, pre-site visits, management of the contractor’s sub-contractors, and provide the 460th CES PM all requested documents related to the project electronically, schedule dates and conduct walkthroughs for satisfactory performance for Pre-Final Inspection, and Final Inspection after completion of the project.

1.4 The 460 Civil Engineer Squadron (CES) will provide the contractor the necessary cleared escorts for escorting the workers or technicians into the RA. Daily coordination of escorting time schedule shall be maintained between the contractor and the 460th CES Program Manager for this project during all working days of performance for this project.

The attached security plan requires escorts to provide security oversite in critical locations that include the worksites for trees and bushes removal in the RA. There shall be one escort for every seven workers that can be observed (if they are in different areas, then additional escorts shall be required) in accordance with the attached Buckley Space Force Base (BSFB) Integrated Defense Plan (IDP) 31-1.

1.5 Antiterrorism/Force Protection: During periods of heightened security and Force Protection

Conditions (FPCONs), entry onto and around the base will be significantly restricted .The services under this contract are not essential for performance during crisis or FPCON DELTA.

The Contracting Officer (CO) assigned to this project will notify the contractor of circumstances which constitute a crisis based on direction from Security Forces and base leadership.

1.6 Security Requirements. The Contractor shall comply with all Buckley Space Force Base

(BSFB) security requirements. The location of work is a controlled/restricted area, and special security procedures are utilized. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security or well-being of Buckley Space Force Base personnel, contractor personnel, resources, and classified or unclassified defense information. The Contractor shall obtain all necessary cards, passes, buttons, decals, or other items required for access to the area or areas in which work will be performed by providing sensitive personal records, such as; photo copies of valid driver licenses, date of birth, social security numbers, and security clearance possessing if any for each personal entering the RA. Upon completion or termination of the contract, or an individual’s employment on the job, the Contractor shall immediately retrieve the identification media issued above and surrender it to the BSFB, 460 Security Forces Squadron (SFS), Visitor Control Center

(VCC).

General Base Access Requirement

• If a contractor is not on the Access Roster or does not have a completed Defense Biometric

Identification System (DBIDS) application on file at the VCC, an authorized sponsor must meet them at a location where a temporary visitor pass can be issued. A DBIDS sponsor shall be assigned, and information will be provided upon contract award.

• If a person is not eligible for a machine-readable card and requires recurring access, they will be directed to the VCC for issuance of a temporary DBIDS pass/card.

• Personnel not in possession of an approved ID card must present one of the following documents as proof of identity:

o United States Passport o Permanent Resident Card/alien Registration Receipt Card (Form I-551 o Foreign Passport with a temporary I-551 stamp o Temporary I-551 printed notation on a machine-readable immigrant visa o Employment authorization document with a photograph (Form I-766) o Current/Valid Driver’s License o Identification card issued by Federal, State, or local government agencies.

o US Coast Guard Merchant Mariner Legacy Card o US Coast Guard New Merchant Mariner Credential

• Security Forces personnel performing fitness determination will deny base access to any individual who meets the following criteria:

o Murder/Homicide o Assault with the intent to commit murder.

o Rape or sexual offenses o Kidnapping or hostage taking o Possession with intent to sell/distribute a controlled substance.

o Importation/Manufacture of controlled substance o Arson o Registered sexual offender.

o Espionage, Sabotage, Treason or Terrorism o Barred from entry/access to a federal installation/facility.

o Wanted by Federal/Civil Law Enforcement Authorities regardless of offense or violation.

o Appears on a Federal/State Agencies watch list or hit list for criminal behavior or terrorist activity.

• Cause for Automatic Denial if committed in the last 10 years:

o Theft o Burglary o Robbery o Aggravated child abuse (Felony).

o Possession/Sale of stolen property o Aggravated assault/robbery etc.

o Firearms/Explosives violations o Patterns of dishonesty, fraud, misrepresentation o Any felony conviction o Any incarceration for 180 or more days o Three or more offenses involving alcohol/controlled substances use.

Restricted Area Entry Requirement

• Individuals requesting entry into restricted areas without authorized unescorted access must be escorted by an individual who is authorized unescorted access to the area and in possession of a valid Restricted Area Badge (RAB) with the appropriate open area and the letter “E” adjacent to that area.

• Unescorted entry into restricted areas will not be granted to persons for the sole purpose of avoiding the inconvenience of escorted entry. The AF Form 2586, Unescorted Entry Authorization Certificate, is utilized to document, coordinate, and approve unescorted entry authority.

• Personnel requesting unescorted access to restricted areas must have a favorably completed investigation IAW DoDM 5200.02/AFM 16-1405, Air Force Personnel Security Program, Table 2. If granting interim access to a restricted area, owning unit commanders will review the investigation package and accept the risk prior to a favorably completed investigation. Access to classified information requires a separate investigative process outlined in DoD 5200.2-R.

• Escorted entry:

• Personnel with unescorted access to restricted areas who lose, forget, or otherwise do not have their RAB in their possession when entering restricted areas must follow escorted entry procedures. Personnel under these circumstances will not be issued a temporary badge unless they are deemed mission essential and are conducting contingency operations. A new badge will be issued five duty days from the report of loss. Personnel who lose their badge must immediately report the loss to the Pass & Registration Office where they will be provided a Lost Badge form/Report of Investigation to take to their security manager. This form must be completed by the member and the results of the investigation annotated by the member’s unit commander or designee.

• The number of visitors an escort official can escort is limited to a maximum number of seven personnel. The escort official must be capable of maintaining positive control of all personnel under escort. Note: On-duty Security Forces will not be utilized as escort officials.

• The escort official will provide a security and safety briefing to persons under escort prior to allowing entry into restricted areas.

Security Escort Services Must:

1.6.1 Comply with Department of the Air Force Instruction (DAFI) 31-101, AFI 31-601, Space Base Delta (SBD) 2 Integrated Defense Plan (IDP), and local security requirements.

1.6.2 Possess a valid Facility Clearance at the Secret or higher level issued by the Defense Security Service (DSS).

1.6.3 Ensure all escorts have a valid Secret security clearance and meet all the requirements for unescorted access into a Restricted Area.

1.6.4 Complete Physical Security & Escort Training per DAFI 31-101 Integrated Defense.

1.6.5 Have all escorts processed for both a Defense Biometric Identification System (DBIDS) and Restricted Area Badge.

1.7 The awarded Contractor shall make sure to cut and grind ALL 93 trees and 20 bushes specified inside the RA ONLY. No harm to any remaining vegetation is authorized. The contractor shall make sure to grind the trees stumps in the range of two inches below ground to zero (leveling) with the ground.

1.8 The awarded Contractor is REQUIRED to obtain an approved Dig permit; Form 103 –Base

Civil Engineering work clearance request, from the 460th Civil Engineer Squadron (CES). In terms, the contractor must conduct an underground utility locating of the work sites before starting demolition. The contractor shall reach out to 460th CES-Customer Service office, building 1005, and calling 720-847-9913 for the dig permit.

1.9 The area is not located in a known Regulated Asbestos Containing Soils (RACS) area.

Therefore, site workers and management shall observe soils during the excavation and if any trees debris or unknown material is encountered:

1.9.1 Soils disturbing activities will cease, and access controls shall be installed.

1.9.2 460 CES/CEIE shall be made known the same day of discovery (Mr. Matt Christensen:

720-847-5723, matthew.christensen.11@spaceforce.mil.)

1.9.3 The debris or material shall not be disturbed and shall be stabilized by placing poly sheeting over the soils.

1.9.4 The debris or material must be evaluated by a Certified Asbestos Building Inspector

(CABI) with RACS experience.

If the debris or materials do not contain asbestos, the 460 CES/CEIE or 460 CES Customer Service shall evaluate the CABI report prior to authorizing the work to continue. Contractor shall notify CO immediately if anything interferes with their ability to continue work.

The project proponent is responsible for pulling required permits and maintaining stabilization sheeting and access controls until the asbestos containing materials are properly removed or the site is otherwise managed.

1.10 Work hours under this contract shall be between 7:00 AM and 5:00 PM MDT. No work will be done on Saturdays, Sundays, or Federal Holidays unless mutually agreed upon. See attachment “Federal Holidays 2023-Attachment.”

1.11 Contractor shall ensure the security and safety of the worksite, including safety of the visitors, pedestrians, and bystanders. The contractor will ensure drop zones are marked with safety cones and/or caution tape, and that all public roadways and walkways are blocked.

1.12 The contractor is responsible to protect the infrastructure and all government-owned properties on the worksite at all times.

1.13 Contractor should install Best Management Practices (BMPs) before any site work commences and remove BMPs only once disturbed earth has been re-stabilized. BMPs should be maintained to prevent sediment from leaving the site. For any areas of disturbance not covered by permanent structures, contractor should re-stabilized earth with either vegetative or non-vegetative stabilization measures.

1.14 The contractor shall conduct a complete cleanup and assure that the worksites upon completion to be at its “original state” as it was prior to the start of work.

1.15 Proper transportation and disposal of trash and debris off Buckley Space Force Base is expected to be followed from the guidelines stated in the Unified Facilities Guide Specifications (UFGS) 02 61 13, UFGS 02 81 00, and UFGS 31 11 00. All trees and debris shall be legally disposed out of-base, including the recycling of all material when possible.

1.16 The Contractor shall notify the Contracting Officer of this project and the 460th Civil Engineer

Squadron’s Program Manager assigned in the event of a delay or rescheduling.

1.17 Contractor shall notify the POC when onsite and ready to commence work each workday.

1.18 Trees that cannot be felled due to proximity of power pedestals, water service points, or paved surfaces shall be topped and/or sectioned.

2. MATERIALS:

2.1 Contractor Furnished Materials: The Contractor shall provide all materials, supplies, equipment, and tools needed to perform the required work. Air Force Manual (AFMAN) 32-7002 S.3.3.1, Requires that all Hazardous Materials (HM) be submitted to 460 CES/CEIE for review and authorization prior to bringing on Buckley SFB. Manufacturer-specific part numbers and Safety Data Sheets (SDS) are required to be provided to 460 CES/CEIE along with container sizes to ensure correct usage tracking, All HM usage is required to be tracked once approved for use and reported to Environmental Element each month. Types of HM can include adhesives, paints, sealants, solvents, and similar products. Please contact 460 CES/CEIE at 720-847-9268 for further information and assistance.

2.2 Base Natural and Cultural Resources: The Contractor should practice full awareness of the work site and be mindful of existing cultural/historic resources and natural resources, particularly nesting birds, and roosting bats. Wildlife such as birds and bats use and build their nests/roosts in trees in the months from April to October of each year. The Contractor is responsible financially and legally for any harm, loss or damage that occur to both resources.

The contract’s 460th CES/Program Manager; Haithum Ibdaiwi will contact the U.S Fish & Wildlife Service (USFWS) Biologist stationed at BSFB, Ms. Veronica Reed, at 720-847-6937 to survey the RA interior trees and bushes for breeding wildlife no more than 7 days prior to start of work by the Contractor.

If potential cultural discoveries are found during work, the Buckley Integrated Cultural Resources Management Plan (ICRMP) will be implemented as follows:

1. Immediately notify the Buckley Space Force Base Cultural Resources Manager (CRM) or

Base Commander.

2. Immediately cease potentially damaging work and take efforts to protect the cultural resource until arrival of the CRM or designee.

3. If the proposed work changes, to include disturbance of additional area or buildings then notify the CRM. If the Contractor damages or harms natural or cultural resources, the Contractor must stop work and contact the 460th CES/CEIE office CRM at 720 847 9059.

3. MISCELLANEOUS REQUIREMENTS:

3.1 Disposal of trash, waste and debris shall be done in a legal manner off-Base. The awarded contractor must follow the local state guidelines when transporting vegetation debris off-base to a proper waste management facility.

3.2 Found items of value that appear to be lost personal property shall be turned over to the

Contracting Officer Representative (COR) as soon as practical. The Government will maintain the items in a lost and found repository.

3.3. The Contractor shall observe and note any facility condition problem related to storm damage, vandalism or system functions and report such problems to the CO and POC at the earliest possible time. The Contractor shall take reasonable and necessary actions to mitigate problems when there is an immediate threat to Government property or public safety.

4. WORKMANSHIP, CONDUCT AND PROTECTON:

4.1. This contract shall be carried out in a workmanlike manner without undue disturbance or interference to working DOD Employees, contractors, and the Public.

4.2 In performance of duties the Contractor shall always exhibit to the public a favorable image in terms of general conduct, appearance, and behavior.

4.3 The Contractor shall give his personal supervisory to the work being executed or have a competent foreman with equivalent satisfactory supervision on the worksite at all times with authority to act on-behalf of the Contractor.

4.4 The Contractor shall perform all work under this contract in accordance with the applicable recognized and accepted professional standards and practices.

5. OPSEC [ OPERATIONS SECURITY]

The contractor shall adhere and be familiar with the organization’s Critical Information and Indicator List (CIIL) and ensure indicators & vulnerabilities are protected from disclosure. The contractor will not have access to any form of critical information or activities in performance of the contract. The contractor will return all building plans, diagrams, blueprints, maps, and other infrastructure information provided in performance of this contract to 460 CES at the end of contract performance. 460 CES will account for materials and ensure destruction is consistent with OPSEC measures.

6. APPLICABLE CODES, REGULATIONS, & SPECIFICATIONS:

The Contractor shall abide by all applicable regulations, publications, manuals, and local policies and procedures.
