1. PURPOSE:

PROTESTANT DOOLIE RETREAT
This is a non-personnel services contract to provide a retreat for the USAFA Cadet Protestant Community. The Cadet Chapel Protestant Community needs to establish a contract for a venue that can host 200 Cadets and staff for a period of two nights, provide meals, a meeting room able to fit these members, and a large area in which to hold religious services (can be the same at the large meeting room).
2. BACKGROUND:
The Cadet Chapel Protestant Community is seeking a venue to conduct its annual Doolie retreat. This retreat has been conducted for decades and is crucial to the spiritual resiliency of the Cadets. The retreat is geared toward the new USAFA Freshmen, known as "Doolies". The retreat is designed to integrate the new Cadets into their faith groups, to equip the Cadets with the necessary tools to grow in their faith, and to support them throughout their years at USAFA through religious instruction, large group activities, small group discussion, worship, and Bible Study. It strengthens the Cadets' connections with the USAFA Protestant community and provides a support system and friendships that last a lifetime. This retreat serves as the participants' Constitutional Right to the Free Exercise of Religion. This retreat's significance to the Chapel's mission is essential. Without securing interested cadets in their faith and into faithful supportive communities, the Cadets risk walking away from the faith of their youth at precisely the time when it is needed the most during the unique challenges at USAFA and the general challenge of developing their autonomy and agency. The Chapel views the connections made at this part of the Cadets' time at USAFA integral for supporting the Cadets throughout the rest of their time here.
3. DESCRIPTION:
The contractor shall provide a Protestant retreat center on the weekend 18-20 August 2023.
(available dates listed below) to provide two nights lodging (separate rooms/buildings for males/ females) for approximately 200 cadets and a separate building(s) with rooms/not dormitory style for 4 staff (204 total participants). This requirement will need to include a total of five (5) meals (breakfast/lunch/dinner), beginning with breakfast on Saturday morning and ending with lunch on Sunday. Vegetarian and gluten free options are needed. A large meeting room is required to accommodate all 204 Cadets and staff. The meeting room must be equipped with the following audiovisual and sound system equipment: AV capability to connect laptop, large screen on which to project from laptop, access to connect a keyboard and up to 4 microphones, sound system access for musicians and laptop. In addition, the large area must allow for small breakout groups with separate tables of 8 to10 individuals each. A large area to hold service is also required (can be the same at the large meeting room). If snacks are not allowed in the large meeting room, a storage area for snacks is also required.
4. SPECIFICATIONS / SCOPE:
Venue should be large enough to host 200 Cadets and staff members for two nights with separate rooms/buildings for males and females. The commute for this venue should be within 3 hours of USAFA. The venue should host and/or be near outdoor activities that can enhance the Cadets' experience.
5. PERIOD OF PERFORMANCE:
Period of performance for this requirement should be over one weekend, from Friday evening until Sunday afternoon. Available weekends are as follows: 18-20 August 2023.
