PERFORMANCE WORK STATEMENT
USED COOKING OIL PICKUP/RECYCLING SERVICES
Joint Base Langley - Ft Eustis
10 March 2022
PERFORMANCE BASED WORK STATEMENT
FOR
REMOVAL OF USED COOKING OIL
1. Scope of Work. The Contractor shall provide all management, tools, transportation, supplies, materials, equipment, parts, supervision and labor necessary to remove and recycle used cooking oil from multiple locations throughout Joint Base Langley-Eustis (JBLE). The Contractor shall take the oil to be processed at an off-base licensed facility.
Period of Performance
1 Mar 2022 – 28 Feb 2027
1.1. Bulk Storage Containers
1.1.1. The Contractor shall provide bulk storage containers for used cooking oil from collection locations on base. The locations are listed in section 1.2.
1.1.2. The Contractor shall not use a container for the storage of oil unless its materials and construction are compatible with the material stored and conditions of storage such as pressure and temperature.
1.1.3. The Contractor shall install all bulk storage containers so that a secondary means of containment is provided for the entire capacity of each tank and sufficient freeboard to contain precipitation.
1.1.4. Bulk storage containers must comply with NFPA 30 and applicable federal and state regulations.
1.1.5. The Contractor shall provide JBLE with the specifications for each bulk storage container installed on base (Attachment 1).
1.2. Locations. The current facilities which require removal of used cooking oil are as follows:

1.2.1. This list of facilities is not all inclusive and may vary over the course of the contract due to JBLE mission requirement or renovation of facilities. At any time, additional locations can be added to this contract.
1.3. Collection. The Contractor shall collect used cooking oil every 30 days. If a container becomes full prior to the end of the 30 day period, a facility may call for an additional pickup. In the event of an additional pickup, the Contractor shall execute the pickup within 48 hours.
1.4. Inspections. The Contractor shall conduct a visual inspection of bulk storage containers each time used cooking oil is removed from a container by the Contractor. A sample inspection checklist is provided in Attachment 2. The completed checklist shall be provided to JBLE upon request.
1.5. Documentation. The Contractor shall provide documentation after each pickup of used cooking oil.
The documentation shall include the location (building number), total number of gallons removed, the date the removal took place, and a statement certifying the tank was inspected.
2. Service Summary. The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

2.1. Surveillance Methods.
2.1.1. 100% Surveillance. This method requires the Contract Officer Representative (COR) to inspect the service each time it occurs. Results shall be annotated on the inspection schedule. Any deficiency shall be documented and the Contractor shall re-perform service as directed by the COR. Any unsatisfactory inspection identified but re-performed acceptably shall still be counted as an unsatisfactory inspection for trending purposes.
Receiving two or more unsatisfactory 100% surveillances within a 12 month period may result in unsatisfactory past performance documentation. Continued receipt of unsatisfactory 100% surveillances during the contract period of performance shall constitute a negative trend and the CO may take any appropriate action in accordance with FAR 52.212-4 (a), Contract Terms and Conditions - Commercial
Items, Inspection/Acceptance.
2.1.2 Periodic Surveillance. This method requires the COR to employ a “spot check” style of evaluation based on the Contractor’s schedule. Periodic surveillances will be conducted on a scheduled basis (daily, weekly, monthly, quarterly, semi-annual or annually) and may be adjusted, based on quality trends.
Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service after notification by the COR.
Exceeding the performance threshold for any performance objectives may result in a warning or letter of concern from the CO.
Exceeding the performance threshold of these performance objectives for any two, or more consecutive or non-consecutive months during a contract period may constitute an immediate Progress Meeting with the
Multi-functional Team. All remedies shall be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance.
3. Government Services
3.1. Facility Access. The government will provide access to the facility. For access, contact COR, Ms.
Lisa Lowe at 757-764-1132 or Mr. Carmichael Patton at 757-764-1046. A facility shall not be entered without the permission or knowledge of one of these individuals. The Contractor shall report to Building 328 located at 37 Sweeney Blvd., to sign in with the COR prior to beginning of operations.
4. Performance of Services during Crisis Declared by the National Command Authority or
Overseas Combatant Commander:
In case of a National Defense Crisis, the Contractor will contact the COR Ms. Lisa Lowe at 757-764-1132 or Mr. Carmichael Patton at 757-764-1046 to arrange appropriate actions for the removal of used cooking oil. If one of these personnel is not available, contact CE Customer Service at 757-764-5342. The COR shall arrange for either escort duty for the Contractor or shall arrange for the job to take place at another date and time both agreed upon by the Contractor and the Contract Officer. Any deviation from the schedule caused by crisis will be requested and approved in writing through the Contract Officer.
