1.0 Description of Services

1.1 Objective(s): This Performance Work Statement (PWS) describes the services required to provide Contractor Logistics Support (CLS) for the Enhanced Power Control Assembly Tester

(EPCAT), National Stock Number (NSN) 4920-01-515-8913. These CLS services include

Supply Chain Management (SCM) activities within the areas of spares management and procurement, repair and maintenance, failure reporting and analysis, obsolescence forecasting, and on-site/ off-site technical support in support of 11 stations.

1.2 Benefit to United States Air Force (USAF): This acquisition will benefit the United States

Air Force (USAF) by maintaining the ability to test and diagnose the B-1B’s avionics subsystems’ 55 Shop Replaceable Units (SRU) and 25 Line Replaceable Units (LRU) in support of B-1B mission requirements.

1.3 Background: The EPCAT is a complex system that provides the USAF an Intermediate-level (I-level) maintenance capability used in backshop facilities to troubleshoot and repair components of the B-1B aircraft avionics subsystem. The EPCAT contains test instruments capable of automatically testing and diagnosing faults of B-1B avionics system's 55 SRUs and

25 LRUs. The EPCAT design is based off of the commercial Spectrum 9100 developed by

Teradyne, Inc. and has critical timing paths with proprietary software drivers and instrument libraries.

4.2.1 There shall be no more than one (1) rejection of

any single deliverable. There shall be no more than a total of one (1) rejection of deliverables per quarter. The Government will reject a deliverable if any technical errors or 10 or more minor errors are found within the deliverable. A technical error is defined as the format not being in accordance with the CDRL or the content not being accurate and complete in accordance with the CDRL, PWS or contract. A minor error is exemplified by a typographical error, a grammatical error, etc. The rejected deliverable shall be corrected and resubmitted within five (5) business days of notification of Government rejection.

4.2.2 CDRL deliverables shall be submitted via Multi-

4.2.3 There shall be no more than one (1) late receipt of

deliverables per quarter. The Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date. The data/document shall be delivered by the revised delivery date acceptable to the

Government.

4.3.1 Repair turnaround time (TAT) of 10 or 30

calendar days per maintenance action beginning from the date Contractor is notified of the repair or parts needed. The 10 calendar day TAT applies to those repairable assets that are part of the 9100 core (listed in PWS Attachment B). The 30-day

TAT applies to those assets that are specific to the

EPCAT and not part of the 9100 core. No more than two (2) exceptions per quarter.

4.3.7.2 The Contractor shall have a technical

representative physically present and available at the user location within five (5) business days of the onsite technical support request. No more than two (2) exceptions per contract year.

5.7 Within 30 calendar days of contract/order award, the Contractor shall establish a record for the contract/order in Enterprise-wide Contract

Manpower Reporting Application (eCMRA) including Order Data, Contact Data and Location

Data.

The Contractor shall provide a count of contractor/subcontractor personnel performing services for each fiscal year and report all contractor/subcontractor labor hours required for performance of services for each fiscal year. All data shall be reported no later than October 31 of the following fiscal year.

5.9 100% compliance with the QMS is required.

3.0 Government Property

3.1 Contractor Responsibility: The Contractor shall be responsible for Government property in accordance with the Federal Acquisition Regulation (FAR), all other applicable Government regulations and as specified in the contract/order.

3.2 Government Property to be Provided: Government property to be provided includes

Government Furnished Property (GFP), Government Furnished Material (GFM), Government

Furnished Equipment (GFE), special tooling, special test equipment, etc. GFP also includes assets furnished for repair, maintenance, overhaul or modification. The Government will provide the assets and corresponding quantities as identified in PWS Attachment A, Government-Owned

Spares. These assets shall be used as spares to facilitate the repair of the end item. These assets shall be returned to the Government upon completion or termination of this contract. The

Contractor shall be responsible for shipping costs to return assets to the Government upon completion or termination of this contract.

3.3 Reporting of Government Property: The Contractor shall create and maintain records of all Government property accountable to the contract in accordance with FAR 52.245-1(f)(1)(iii), Records of Government property. The Contractor shall record GFP in the Item Unique

Identification (IUID) Registry in accordance with Defense Federal Acquisition Regulation

Supplement DFARS 211.274-4, Policy for reporting of Government-furnished property, and

DFARS 252.211-7007, Reporting of Government-Furnished Property.

3.4 Loss of Government Property

3.4.1 Definition of Loss of Government Property: In accordance with DFARS 252.245-7002, Reporting Loss of Government Property, “loss of Government property” means unintended loss of or damage to Government property including property that cannot be found after a reasonable search, loss due to inadequate storage, loss due to lack of security, theft, damage requiring repair to restore the item to usable condition, or damage that renders the property useless for its intended purpose or Beyond Economical Repair (BER). Loss of Government property does not include manufacturing defects, obsolescence, normal wear and tear, or purposeful destructive testing. Unless otherwise stated in the contract/order, loss of Government property does not include normal and reasonable inventory adjustments, i.e., losses of low priority consumable material, such as common hardware, as agreed to by the Contractor and the Government

Property Administrator.

3.4.2 Reporting Loss of Government Property: The Contractor shall report loss of

Government property in the Government-Furnished Property (GFP) Module of Procurement

Integrated Enterprise Environment (PIEE). The Contractor shall notify the Government

Procuring Contracting Officer (PCO) in writing within five (5) business days from the

Contractor’s notification or receipt of report of the loss of a part. The reporting requirement does not change any liability provisions or other reporting requirements that may exist under the contract/order.

3.5 Return or Retention of Government Property: All property provided by the Government remains the property of the Government and shall be returned at the expense of the Contractor to the Government as directed by the Procuring Contracting Officer (PCO), but no later than completion of the contract/order, unless the PCO directs the Contractor to retain the property for continued use under a successor contract. All Government property shall be returned to the

Government in the condition provided unless approved in advance by the PCO. All material generated under the contract/order becomes the property of the Government and shall be

returned to the Government as directed by the PCO, but no later than completion of the contract/order, unless the PCO directs the Contractor to retain the material for continued use under a successor contract.

3.6 Protecting Controlled Unclassified Information: The Contractor shall restrict unnecessary sharing and/or flow down of covered defense information – as defined in the DFARS Clause

252.204-7012 and associated with the execution and performance of this contract – in accordance marking and dissemination requirements specified in the contract and based on a

“need-to-know” to execute and perform the requirements of this contract.

4.0 Technical Requirements

4.1 Period and Place of Performance

4.1.1 Contract/Order Period of Performance: The period of performance (PoP) for the contract/order will includes one (1), 12-month basic period with four (4), 12-month options, and a six (6)-month Extension of Services, FAR clause 52.217-8, will be included.

4.1.2 Place of Performance: These services will be performed at the Contractor's facility.

EPCAT systems covered by this PWS are used in support of the B-1B at the following locations:

Dyess AFB, TX; Ellsworth AFB, SD; and Tinker AFB, OK.

4.2.2 Submission of CDRL Deliverable(s): The Contractor shall electronically deliver all contractual data using the Government-controlled method of delivery, Multi-user ECP

Automated Review System (MEARS), https://mears1.redstone.army.mil/mears/Default.aspx.

The Contractor shall work with the Government to ensure that an adequate number of contractor/subcontractor personnel obtain and possess Public Key Infrastructure (PKI) certification from an accepted Government source. The Contractor shall be receptive to the training offered by the Government on the MEARS system. The Contractor shall prepare, maintain, and track the contract data status, schedule and ensure timely data deliveries.

An alternate method of delivery when MEARS is down for maintenance will be the DISA application, known as DOD SAFE, https://safe.apps.mil/. It will be available to all DOD

Common Access Card (CAC) holders or contractor/subcontractor personnel who possess Public

Key Infrastructure (PKI) certification from an accepted Government source.

The CDRL will determine submittal requirements; however, separately priced data must also be accepted in WAWF in order for the Contractor to receive payment.

4.2.3 Receipt of CDRL Deliverable(s): There shall be no more than one (1) late receipt(s) of deliverables per quarter. The Contractor shall notify the Government if the delivery of any data/document will not meet the scheduled delivery date and negotiate a revised delivery date.

The data/document shall be delivered by the revised delivery date acceptable to the Government.

4.3 Contractor Logistics Support

4.3.1 Supply Chain Management: The Contractor shall provide total supply chain management of the EPCAT systems to ensure the TAT is met for each maintenance action. The Contractor shall ensure a supply of spare repair components for the 9100 core assets are available to meet the established TAT of 10 calendar days per maintenance action. The Contractor shall provide repair services for EPCAT-specific assets, those that are not part of the 9100 core, to meet the established TAT of 30 calendar days per maintenance action. PWS Attachment B identifies the

Spectrum 9100 core assets that have a 10 calendar day TAT per maintenance action; all other assets, those not listed in PWS Attachment B, have a 30 calendar day TAT per maintenance action. There shall be no more than two (2) exceptions per quarter. When the root cause of a failure to meet the TAT requirement is based on spare repair components that have been determined to be obsolete, then these spare repair components will be removed from the TAT metric until a system level engineering change proposal has been developed and issued by

Government to replace the obsolete part.

The Contractor shall mitigate supply chain risk in the provision of supplies and services to the

Government per DFARS 252.239-7018, Supply Chain Risk Management.

4.3.2 Spares Management: The Contractor shall provide parts support for repair of the EPCAT for the contract PoP. The Contractor shall store, manage, and control all parts at a centralized parts storage location. The Contractor shall cover shipping, to include packaging and shipping costs, to user locations and the return shipment to the centralized storage location. The

Contractor shall keep an accurate and detailed record of all part requisitions each month to include station number of the part requisition. This information is to be included each month in the Contractor’s Progress, Status, and Management Report. The Contractor shall ensure that all parts provided to the field user locations are configured properly for use within the EPCAT application. The Contractor shall be responsible for packaging and shipping costs of all

Government-owned spare assets upon termination or expiration of the contract.

The Contractor shall identify to the Government and maintain a single Point of Contact (POC) for all matters under this contract. The Contractor POC assigned to the program shall be available, as required, to meet program objectives.

4.3.2.1 Initial Joint GFP Audit: Within 10 calendar days of contract award, the Contractor shall coordinate with the Government PCO, in writing via electronic mail, to schedule one (1) initial joint inventory date and time. The Contractor shall complete the initial joint inventory audit within 30 calendar days of receipt of initial delivery of GFP at the Contractor’s facility.

The Government will schedule and conduct spares audits on an annual basis during the PoP. The

Contractor shall prepare and submit a GFP audit report within 10 calendar days of completion of the audit for the Government’s approval/disapproval.

4.3.2.2 Final Joint GFP Audit: The Government POC, DCMA, and the Contractor shall facilitate and conduct one (1) final joint spares and GFP inventory audit no later than 60 calendar days from the end of contract for all Government owned spares and GFP and Contractor owned spares in their facility. The Contractor shall prepare and submit a GFP audit report within 10 calendar days of completion of the audit.

Upon Government acceptance of the Final Joint GFP Audit report, the Contractor shall request in writing via electronic mail, within five (5) calendar days, final disposition of all GFP and

Contractor owned spares listed on the report. GFP will be returned to the Government and

Contractor owned spares may be purchased by the Government. The PCO will provide the

Contractor with final disposition of all GFP and spares via electronic mail.

4.3.2.3 Diminishing Manufacturing Sources (DMS) and Obsolescence Forecasting: The

Contractor shall provide advance notification of anticipated obsolescence of the supported

EPCAT system by conducting a semi-annual survey of all vendors supplying spares for the

EPCAT. The resulting analysis shall identify parts that are obsolete, or are scheduled to become, obsolete. Components surveyed shall include hardware, firmware and software which may affect the form, fit, and/or function of the system.

The Contractor shall then perform an initial analysis of likely replacements and provide a recommended course of action including last time procurement of materials, last date of repair action, form-fit-function replacement, retrofit modification, or other obsolescence solutions. The

Contractor shall provide a report detailing the analysis, results, and recommendations in a semi-annual Technical Report. Once a replacement part is identified for an item no longer in production, the Government will provide guidance to the Contractor on replacing the part via attrition or retrofit modification. For those part(s) that are to be replaced by attrition, the

Government will procure (via a Contract Line Item Number CLIN on this contract) the same quantity of Government-owned spares for the legacy part(s) that is currently allocated to this contract as GFE.

For those parts that are to be replaced by retrofit modification, the Government will be responsible for the engineering and integration of any replacement part(s) and development of the Time Compliant Technical Order (TCTO) for those items to be replaced via retrofit modification. The Government will procure the same quantity of Government-owned spares for the legacy part(s) currently allocated to this contract as GFE that are replaced with the TCTO modification. The Contractor shall participate and witness the validation and verification of the

TCTO kit as an independent third party. The Contractor shall provide continuous support until all obsolete parts are replaced and shall update the PWS Attachment A, Government-Owned

Spares with the replacement part number.

4.3.3 Spares Procurement: The Contractor shall perform an analysis of EPCAT failures/demand and current Government-owned spares. This analysis shall determine the need and quantity of additional spares for procurement by the Government. The Contractor shall provide a report detailing the analysis, results, and recommendations via the Technical Report.

The Contractor shall be responsible for packaging and shipping costs of spare assets should the

Government decide to purchase them. The Contractor shall request an update to the PWS

Attachment A, Government-Owned Spares, as necessary, to accurately reflect the quantities of spares in the spares pool. Once procured spares have been accepted by DCMA, the Contractor shall electronically mail the PCO a written request to move the spares to inventory and provide an update to PWS Attachment A. The Government will then modify the contract to include the updated PWS Attachment A, Government-Owned Spares.

4.3.4 Beyond Economical Repair (BER): A unit is considered BER if the total repair cost and labor exceeds 75% of the cost of a new spare repair component. GFP spare parts that are

declared BER by the Contractor shall be reported to PCO, in writing via electronic mail, within five (5) business days of BER identification. GFP spare parts that are deemed BER shall be coordinated through the PCO and the DCMA Quality Assurance Representative (QAR) for final approval prior to disposal. The Contractor shall obtain written concurrence from DCMA for all parts determined by the Contractor to be BER. All such determinations, including the basis for determination, repair/replacements required, including prices, and the DCMA written concurrence shall be provided by the Contractor to the PCO within five (5) business days of

DCMA written concurrence. The PCO shall provide approval/disapproval of the request for BER items and any necessary disposition instructions associated with the authorized BER.

4.3.5 EPCAT Repair and Maintenance: The Contractor shall provide spares repair and calibration services as required to support the EPCAT and the ancillary equipment associated with the tester to include internal interconnection cables, interface test adapter (ITA), interface connectors/pins, indicator lights/lamps, circuit breakers, fuses, keyboard, mouse, and other miscellaneous “consumable” items. The Contractor shall provide an email address to order parts for repair services. The Contractor shall provide fully serviceable parts that are free of quality defects. All repaired parts shall be fully functional and meet the performance specifications of the Original Equipment Manufacturer (OEM). The Contractor shall provide all costs directly associated with the depot-level repair of spares in a Depot Maintenance Cost Report.

4.3.5.1 ITA/TIF Evaluation: The Contractor shall perform an evaluation of the ITAs/Transition

Interface Fixtures (TIF) set identified in the table below. The Contractor shall perform visual inspection, functional testing, manual troubleshooting, and other means to determine existing and potential failures within each item of the set. The Contractor shall provide a report detailing the analysis, results, and firm-fixed price (FFP) cost for correcting all failures identified via the

Technical Report.

4.3.5.2 ITA/TIF Repair and Maintenance: The Contractor shall provide parts and repair services required to correct all failures for each item within the ITA/TIF set as identified in the evaluation for the corresponding set and documented in the Technical Report.

4.3.6 Failure Reporting and Analysis: The Contractor shall track and report all repair activities, and parts usage in performance of contract requirements for the PoP. The Contractor shall maintain all usage data for each EPCAT to include frequency of failures and Contractor’s analysis of trends. Negative repair trends shall be identified as early as possible and resolved to maintain TAT as stated in the PWS paragraph 4.3.1. The PCO shall be informed within 10 working days via electronic mail (email) of any unresolved issue that will impact TAT. The

Contractor shall prepare a Failure and Analysis Tracking Report.

4.3.7 Technical Support: The Contractor shall provide engineering and technical support to

EPCAT users to assist with operation, troubleshooting, fault isolation, and general technical issues with the EPCAT. Off-site technical support shall be the first step in an attempt to resolve the problem. On-site technical support shall be used only to resolve those problems that cannot be resolved with off-site technical support.

4.3.7.1 Off-Site Technical Support: The Contractor shall provide off-site engineering and technical support to the users upon request. The off-site technical support shall include the

Contractor fielding questions from the user(s) on technical issues and requests for information, as well as, providing technical guidance and recommendations to the user(s). The Contractor shall provide an email address for the off-site technical support. The Contractor shall document all technical support provided and method of resolution in the monthly status reports.

4.3.7.2 On-Site Technical Support: The Contractor shall provide on-site engineering and technical support to the users after off-site technical support has been utilized upon request. The quantity of on-site technical support visits shall be identified in the contract. The on-site technical support shall consist of the Contractor performing and/or assisting the user(s) with station operation, troubleshooting, fault isolation, inspections, removal/replacement of components, and general technical assistance. The user(s) will initiate the on-site technical support request by contacting the Contractor-identified POC. The Contractor shall have a technical representative physically present and available at the user location within five (5) business days of the on-site technical support request. There shall be no more than two (2) exceptions per contract year. The Contractor shall provide a report detailing all findings and resolution implementation of on-site technical support provided to user(s) via the Technical

Report.

4.3.8 Item Unique Identification

4.3.8.1 Marking Requirement: Unique Item Identification is required for all items to be delivered to the Department of Defense (DoD) that meet the criteria established by the FAR.

4.3.8.2 Reporting in IUID Registry

4.3.8.2.1 Transmission of Government property must be recorded in the IUID Registry. The

Government is required to record the transfer of GFP to the Contractor. The Contractor is required to record the receipt of GFP from the Government. The Contractor is required to record the return of GFP to the Government.

4.3.8.2.2 The Government or Contractor/subcontractor personnel responsible for causing a “life cycle event” (i.e., abandoned, consumed, destroyed by accident, destroyed by combat, donated, exchanged – repair, exchanged – sold, exchanged – warranty, expended – experimental/target, expended – normal use, leased, loaned, lost, reintroduced, retired, scrapped, sold – foreign government, sold – historic, sold – nongovernment, sold – other federal, sold – state/local, and stolen) will update the item record in the IUID Registry.

4.3.9 Packaging: The Contractor shall package and mark material in accordance with the ASTM D-3951 Standard Practice for Commercial Packaging and/or Air Force Materiel

Command (AFMC) Form 158, Packaging Requirements.

4.3.10 Government-Industry Data Exchange Program (GIDEP): The Contractor shall be or shall become a member of the GIDEP. If not a member of GIDEP, the Contractor must register to become a member. The Contractor shall be required to submit all appropriate data requirements to GIDEP as it is generated in accordance with the CDRLs of this contract. Part, component, material, equipment, or manufacturing process deficiencies (actual or potential) shall be reported to GIDEP. The Contractor shall maintain a record of the status and disposition of all

Alert/Safe Alert reports. The Contractor shall screen each Alert or Safe Alert received from

GIDEP to determine if the device or process for which the Alert is issued is used in the manufacture of the unit and take appropriate action. Upon determination that an Alert/Safe Alert has implications to the units being repaired, a response shall be submitted informing the specified organizations in accordance with CDRL instructions. Subcontractors to the prime shall be notified of reports associated with the device, components or processes supplied by the subcontractor to the prime.

5.0 General Information

5.1 Continuation of Mission-Essential Services During a Crisis: The Functional Commander

(FC) or civilian equivalent has determined these services are not mission-essential and will not continue in the event of a crisis.

5.2 Security Requirements

5.2.1 Security Regulations: The Contractor shall ensure personnel, information, system, property and facility security requirements are met. The Contractor shall ensure

contractor/subcontractor personnel who perform work on a Government facility comply with the security requirements of the facility. The Contractor shall comply with all applicable

Government regulations including, but not limited to, Department of Defense Directive (DoDD)

5205.02E, DoD Operations Security (OPSEC) Program; Department of Defense (DoD) Manual

5205.02, DoD Operations Security (OPSEC) Program Manual; DoD 5220.22-M, National

Industrial Security Program Operating Manual (NISPOM); DoD 5200.2-R, Personnel Security

Program; and Air Force Instruction (AFI) 31-101, Integrated Defense.

5.2.2 Operations Security (OPSEC): The purpose of OPSEC is to reduce the vulnerability of

USAF missions to adversary collection and exploitation of critical information. The Contractor shall comply with DoDD 5205.02E and DoD Manual 5205.02 to protect United States (U.S.)

Government interests. The Contractor shall ensure contractor/subcontractor personnel who perform work on a Government facility comply with the OPSEC procedures of the facility.

5.2.3 Communications Security (COMSEC): The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified information and/or Controlled Unclassified Information (CUI) in accordance with DoD 5220.22-

M. Applicable equipment shall be safeguarded, maintained and operated in accordance with

DoD 5220.22-M.

5.2.4 Security Clearance: It is not expected contractor/subcontractor personnel will require security clearance(s) for proper accomplishment of contract/order requirements.

Contractor/subcontractor personnel will not be authorized access to classified information and/or

CUI and classified items or be permitted to work on classified projects and/or programs without an appropriate security clearance and a need-to-know.

5.2.5 Security Incident or Violation: The Contractor shall immediately notify the EPCAT IPT via AFLCMC/WNA ATS Workflow at wralc.csw.ats.frnoff@us.af.mil of any potential or unauthorized disclosure of controlled unclassified information/data and any potential or actual physical security incidents or violations regarding the theft or destruction of EPCAT components to include discovery of counterfeit components. The Contractor shall perform incident reporting per DFARS 252.204-7102, Safeguarding Covered Defense Information and Cyber Incident

Reporting.

5.2.6 Security of Contractor System(s): For Covered Contractor Information Systems, the

Contractor shall provide adequate security per DFARS 252.204-7102.

5.2.7 Access to Government System(s): The Government will provide contractor/subcontractor personnel access to system(s) necessary to perform tasks under the contract/order. The

Contractor shall ensure contractor/subcontractor personnel who require access to an unclassified or classified AIS have the respective background check or security investigation conducted. At a minimum, the Contractor shall ensure contractor/subcontractor personnel who require access to an unclassified AIS have a National Agency Check with Inquiries (NACI) conducted. Upon completion/termination of the contract/order or transfer/termination of contractor/subcontractor personnel, the Contractor shall ensure the system account(s) are closed.

5.2.8 Access to Government Facility or Military Installation: The Contractor shall ensure contractor/subcontractor personnel who require access to a Government facility or military installation comply with the security requirements of the facility or installation.

5.3 Trafficking in Persons: The Contractor shall comply in accordance with the FAR and applicable supplements and shall be in compliance with all applicable guidance and clauses listed in the contract as it relates to Trafficking in Persons. Additional information about

Trafficking in Persons is available at the site for the Department of State’s Office to Monitor and

Combat Trafficking in Persons. http://www.state.gov/j/tip.

5.4 Environmental Management System (EMS): Contractor/subcontractor personnel who perform work on any Government facility shall comply with the EMS requirements established by the facility. Contractor/subcontractor personnel may be required to complete EMS training prior to beginning work.

5.5 Agency Affirmative Procurement Programs: In accordance with FAR 23.404, Agency

Affirmative Procurement Programs, 100% of purchases of Environmental Protection Agency

(EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list

(https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program#products) and/or United States Department of Agriculture (USDA)-designated products included in the bio-based product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or

USDA standards for recovered materials or bio-based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

5.6 Safety Requirements

5.6.1 Contractor Compliance: The Contractor shall comply with all applicable Government regulations including, but not limited to, Public Law 91-596 as amended by Public Law 101-552

[Occupational Safety and Health Act of 1970 (OSHA)] and DoDD 4715.1E, Environment, Safety, and Occupational Health (ESOH).

5.6.2 Safety and Health Plan/Program: The Contractor shall submit a Safety and Health Plan to the Multifunctional Team (MFT) and/or as indicated by CDRL instructions. The Contractor shall establish and maintain a safety program in accordance with the contract/order, all applicable Government regulations and the Safety and Health Plan.

5.6.3 Mishap Notification/Investigation: The Contractor shall report mishaps including damage to DoD property; occupational illness to DoD military or civilian personnel; injury to on- or off-duty DoD military personnel; injury to on-duty DoD civilian personnel; and damage to public or private property or injury or illness to non-DoD personnel caused by Government operations. The Contractor shall ensure the Safety Office and the PCO are notified of mishaps.

within four business hours. The Contractor shall cooperate with Government safety investigations.

5.7 Contractor Manpower Reporting: In accordance with 10 United States Code 2330a, the

Contractor shall provide an annual count of contractor/subcontractor personnel performing work for each fiscal year if the DoD is the requiring activity and if the acquisition is in excess of

$3,000,000.00. The Contractor shall report all Contractor labor hours, including subcontractor labor hours, required for performance of the services provided under the contract in the

Enterprise-wide Contractor Manpower Reporting Application (eCMRA). Reporting shall be conducted for each fiscal year, which extends October 1 through September 30. While inputs may be made any time during the fiscal year, all data shall be reported no later than October 31 of the following fiscal year. The Contractor shall establish a record for the contract/order in eCMRA no later than 30 calendar days after contract/order award. The Contractor shall enter

Order Data, Contact Data and Location Data. Data for Air Force service requirements must be input at the Air Force CMRA link. Additional information and user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.

5.8 Inspection of Services: In accordance with the Inspection of Supply/Services clause(s) identified in the contract/order, the Government reserves the right to inspect Contractor performance.

5.9 Quality Management System (QMS): The Contractor shall ensure the quality of services through a quality and/or inspection system. The Contractor shall submit a Quality Control Plan

(QCP) addressing detection of quality program problems and defects, identification of root causes for quality related problems/defects, correction of root causes related to detected problems/defects, and follow-up to ensure quality related problems/defects do not recur. The plan shall include the schedule of quality assurance/control inspections planned by the

Contractor. 100% compliance with the QMS is required.

5.10 Invoicing/Payment and Receipt/Acceptance: The Contractor shall submit/process payment requests and receipt/acceptance documents via PIEE / WAWF Wide Area Workflow

(WAWF).
