Performance Work Statement
Facility Audio & Public Address for Elmendorf Fitness Center Building 9510 673 Force Support Squadron
JBER, AK 99506

1. GENERAL:
1.1. The Elmendorf Fitness Center, Joint Base Elmendorf Richardson is seeking a replacement sound system capable of providing facility wide public address and music/voice instruction in seven (7) individual zones (see attachment 2). The contractor shall furnish all equipment to install/replace and remove existing audio equipment for the Elmendorf Fitness Center bldg. #9510, located at 9510 22nd St, JBER, AK 99506. The contractor shall configure and install the audio and video equipment in accordance with the manufacturer’s instructions and those in this performance work statement and its attachments; and all work shall be inclusive of: a) transportation/delivery, b) receiving/staging, and c) site cleanup instructions contained herein.
1.2. The successful Contractor shall provide all necessary supervision, labor, travel, materials, tools, equipment, accessories and other items necessary to safely complete the installation of all components and removal of existing equipment. This includes any ladders, lifts, hoists, power tools, safety gear or other equipment/tools, supplies necessary to complete installation and provide necessary testing of all installed components. Contractor supplied State licensed General Contractor will make or directly supervise all electrical connections. The Contractor personnel or company shall be licensed in the state of Alaska. Installation will be to Department of Defense, Air Force and Industry standards to include those set forth in: TIA/EIA-568, Telecommunications Cabling Standards, TIA/EIA-607, Commercial Building Grounding and bonding Requirements for Telecommunications, NFPA 70 National Electric Code (NEC), NFPA 101, Life Safety Code, and NFPA 780, Standard for the installation of Lightning Protection Systems. All products proposed and used must be FY 2019 NDAA Section 889 compliant.
2. SCOPE:
2.1. The contractor shall furnish all equipment in accordance with the specific requirements and the general conditions cited in this Performance Work Statement (PWS) as well as manufacturer specifications and the 673d Communications Squadron wire specifications. The contractor shall provide any necessary patching or painting to restore the facility to pre-installation condition. All documentation generated during the design/installation including design plans, manufacturer manuals, as-built drawings, and training materials shall be included as deliverables at the conclusion of this project. 2 copies of the deliverables must be provided and it is acceptable if documents are electronic and provided on a CD. Only the Contracting Officer can approve changes to this requirement.
2.2. This requirement is essential to replace aging public address and audio system infrastructure in the Elmendorf Fitness Center. Currently, the system in inoperable and headend equipment is located in a part of the facility regular staff do not have access. Upgrades to telephones and other IT projects have made the old PA system inoperable.
2.3. This capability is critical to locate individuals for mission related purposes or in the event of an emergency. Additionally, the seven (7) training zones require the ability to play music or instructions that are different than other zones including to provide music for group exercise classes, unit PT, official fitness assessments, and announcer capability for sporting events. For specific operational requirements see section 4. This system shall come with an all-encompassing 1 – year warranty that begins the day after final acceptance.
3: Bid Qualifications:
3.1. To be considered the contractor shall include the following items as part of the bid: List and quantities of all proposed products, specifications documentation for those products, project design drawings depicting product locations, wiring diagrams, one-line diagrams and an operational synopsis of how the system would operate.
3.2. Contractor shall provide documentation of at least two (2) years of experience in installation of stereo, audio and visual equipment.
4. General Operational Requirements:
4.1. The new system shall be capable of supporting seven (7) zones.
4.1.1. Each zone shall have the ability to play music or instructions that are different than other zones including to provide music for group exercise classes, unit PT, official fitness assessments, and announcer capability for sporting events.
4.1.2. All zones shall be able to be overridden by the facility wide public address system located at the front operations desk.
4.1.3. All necessary mounting and connectivity infrastructure shall be installed as part of this proposal.
4.1.4. The contractor shall provide all additional cabling, extenders, plates, couplers, ceiling mounts, Panduit, etc. to complete operational installation. Any new externally mounted Panduit or cable runs must be painted to match the facility wall colors.
4.1.5. The system shall provide audio capability for voice and music in all locations of the fitness center.
4.1.6. Volume and source control shall be available in each of the group exercise studios, the main gymnasium, the pool and at the front control desk.
4.1.6.1. The user shall not need to access another area to select/pair media sources.
4.1.6.2. All controls located in the zones (group exercise rooms, pool, and basketball courts) shall be wall mounted so that the user does not need to access the inside of a locked stereo cabinet.
4.1.6.3. The controls in the basketball court shall be mounted in a lockable impact resistant container.
4.1.6.4. The controller in the pool shall be located in the pool office and must be rated for a high-humidity environment.
4.2. There shall be a primary central control point at the fitness center front counter.
4.2.1. This control point shall be capable of controlling the input and volume of all zones.
4.2.2. The control point shall be capable of making targeted announcements in specific zones or facility wide announcements.
4.2.3. If another zone is playing music when an announcement is made from the primary control center the announcement shall override the music so all users can hear the message.
4.2.4. The control desk should be able to play music throughout all zones or in select zones.
4.3. The main rack for the facility stereo system shall be located in the maintenance office in wall mounted locking stereo racks.
4.4. The equipment for the individual zones in the group exercise/spin studios shall reutilize existing locking stereo equipment cabinets.
4.5. The equipment in each zone (group exercise rooms (3), pool, front control desk and basketball courts) shall be capable of supporting at least Bluetooth, compact disc, DVD, flash drives, lightning jack, USB-C, 3.5mm jack, USB, and HDMI.
4.6. All wires and cables shall be routed through existing conduit, cable trays and hidden from view to the greatest extent possible. Wires and cables shall not present any tripping hazards and shall be routed and managed to prevent accidental disconnection. Existing cabling may be reused but it must still be in good condition, meet current code and be rated for the equipment that is being installed.
4.7. Based on research and the safety standards established by OSHA the following volume guidelines shall be used to control the upper threshold of system volume and zone volume.
4.7.1. Music intensity shall not exceed 85 decibels (dB) and may be limited by software or hardware.
| 4.7.2. | Public address from the front control desk only should cut off all music and should not exceed 95 dB and may be limited by software or hardware. |
| 4.7.3. | Group exercise instructor’s voice needs to be about 10 dB louder than the music in order to be heard, the instructor’s voice should not exceed 95 dB and may be limited by software or hardware. The instructor’s commands through a microphone worn in the room can play concurrently with music or other audio sources. |
4.8. General Facility Speakers. The general facility system shall be capable of providing public address announcements from the front desk and the ability to play music. Government estimates that it will take 150 – 250 speakers to replace the existing PA system and ensure full coverage of the facility. These general facility speakers will be divided up into at least seven (7) zones. The rack that powers these speakers shall be located in the room #135 - maintenance room. A programmable controller and microphone shall be located at the front desk #126-Reception. The front desk personnel at the controller shall be able to determine which zones are playing music.
4.9. Large Group Exercise Room (Rm #146): The large group exercise studio system shall provide the capability for group exercise instructors or physical training leaders with the ability to play music from multiple media sources. The system shall be capable of supporting at least Bluetooth, compact disc, DVD, flash drives, lightning jack, USB-C, 3.5mm jack, USB, and HDMI. A wall mounted user interface board shall be placed on the wall within 10’ of the instructor stage, facing the front center of the room, and this interface shall provide a user with the functionality to switch media sources, adjust volume of music and the microphone separately and connect to the system with personal media devices.. The interface board shall have a small (at least 4”D x 6”W) shelf below it for the user to place their device. The interface shall allow users to plug their device into the stereo system and allow them to control the input and volume without the need to access the stereo rack. The system shall also have a microphone receiver so the instructor/leader can amplify their voice through a waist belt worn microphone transmitter and mic headset to ensure exercise instruction. The system shall have an video output that the can connect to a GFGI ceiling mounted video projector. This system rack shall be located in the existing stereo cabinet located in Rm #146.
4.10. Rowing Room (Rm #114): The Rowing Room system shall provide the capability for group exercise instructors or physical training leaders with the ability to play music from multiple media sources. The system shall be capable of supporting at least Bluetooth, compact disc, DVD, flash drives, lightning jack, USB-C, 3.5mm jack, USB, and HDMI. A wall mounted user interface board shall be placed on the wall within 10’ of the instructor stage, facing the front center of the room, and this interface shall provide a user with the functionality to switch media sources, adjust volume of music and the microphone separately and connect to the system with personal media devices. . The interface board shall have a small (at least 4”D x 6”W) shelf below it for the user to place their device. The interface shall allow users to plug their device into the stereo system and allow them to control the input and volume without the need to access the stereo rack. The system shall also have a microphone receiver so the instructor/leader can amplify their voice through a waist belt worn microphone transmitter and mic headset to ensure exercise instruction. This system rack shall be located in the existing stereo cabinet located in Rm #114.
4.11. Small Group Exercise Room (Rm #113): The Small Group Exercise Room system shall provide the capability for group exercise instructors or physical training leaders with the ability to play music from multiple media sources. The system shall be capable of supporting at least Bluetooth, compact disc, DVD, flash drives, lightning jack, USB-C, 3.5mm jack, USB, and HDMI. A wall mounted user interface board shall be placed on the wall within 10’ of the instructor stage, facing the front center of the room, and this interface shall provide a user with the functionality to switch media sources, adjust volume of music and the microphone separately and connect to the system with personal media devices. The interface board shall have a small (at least 4”D x 6”W) shelf below it for the user to place their device. The interface shall allow users to plug their device into the stereo system and allow them to control the input and volume without the need to access the stereo rack. The stereo system shall be tied into the GFGI TV and DVD player for the room (See GFGI equipment list for the make and model of the equipment). The system shall also have a microphone receiver so the instructor/leader can amplify their voice through a waist belt worn microphone transmitter and mic headset to ensure exercise instruction. This system rack shall be located in the existing stereo cabinet located in Rm #113.
4.12. Pool: The pool system shall provide the capability for pool personnel to play music or make announcements within the pool area. All equipment located in the pool area must be rated for high humidity (above 50% relative humidity) environments. The system shall be capable of supporting at least Bluetooth, compact disc, DVD, flash drives, lightning jack, USB-C, 3.5mm jack, USB, and HDMI. The system shall also have a microphone receiver so the instructor/leader can amplify their voice through a waist belt worn microphone transmitter and mic headset to ensure exercise instruction. This system rack shall be located in the pool office located in Rm #107A.
4.13. Gymnasium: The gymnasium system shall provide the capability for facility personnel to play music or make announcements for sporting events or general customer awareness. The system shall be capable of supporting at least Bluetooth, compact disc, DVD, flash drives, lightning jack, USB-C, 3.5mm jack, USB, and HDMI. The system shall also have a microphone receiver so the instructor/leader can amplify their voice through a waist belt worn microphone transmitter and mic headset to ensure exercise instruction. The rack and any external components to this system need to be impact resistant and/or covered with a cage to prevent damage from flying objects. This system rack shall be located in the gymnasium Rm 120.
5. Equipment Requirements.

5.2.7 Designed for use in noisy environments such as gymnasiums, natatoriums, and auditoriums.
5.2.8 At least 12 high-power low frequency drivers and four high frequency tweeters.
5.2.9 If being used for the natatorium must be rated for high humidity environments.

5.5.4 Input/output gain range -50dB to +12dB
5.5.5 10/100 ethernet and RS-232 computer interfaces
5.5.6 Shall be third-party control friendly
5.5.7 Shall provide input and output metering in dBu
5.6 The systems multimedia player shall have specs that are equal or better to the following characteristics:
5.6.1 Rackmount capable
5.6.2 AM/FM tuner
5.6.3 Supports media sources from compact disc, USB thump drive, SD/SDHC cards, and HDDs.
5.6.4 Supports the following file types: CD-DA, MP3, WAV, AAC files
5.6.5 Shall support at least 100’ wireless Bluetooth range
5.6.6 3.5 mm input for audio playback
5.6.7 20 Hz – 20kHz audio frequency
5.6.8 Shall have Infrared control via remote.
5.6.9 Lockable front-panel to prevent changes to settings by unauthorized users
5.7 Wall mounted programmable controller shall have specs that are equal or better to the following characteristics:
5.7.1 Wall mountable
5.7.2 Compatible with Audio Matrix Processor and multi-media player
5.7.3 At least six programmable function buttons.
5.7.4 Up/down buttons that displays the programmed parameter.
5.7.5 Can be wired with additional controllers
5.8 The sectional wall rack shall have specs that are equal or better to the following characteristics.
5.8.1 At least as many rack spaces as required for the installed equipment plus two additional vacant spaces.
5.8.2 Supports equipment up to 22” deep
5.9 The power sequencer shall have specs that are equal or better to the following characteristics.
5.9.1 9 total outlets, 6 rear panel outlets (three sequenced stages), 2 front panel, 1 rear un-switched
5.9.2 Radio Frequency and Electromagnetic Interference Filters

5.17 Shall provide all cable, connectors, and hardware as required to support connection, rack build and control integration.
6. Installation:
6.1. Installation Timeline: The contractor shall coordinate with the government contracting officer representative (COR) for a suitable timeline for installation and provide a projected milestone schedule and design submittal to the COR within 5 business days of the contract award. The COR shall have final approval for the timeline of installation and the design submittal. Delivery shall begin within 30 days of approval of the final submittal and completed within 130 days of beginning installation. All milestones shall be provided to both Contracting and the technical COR.
6.2. The Elmendorf Fitness Center will not be closed during the installation period, however partial closures of different areas may be coordinated with the facility manager.
6.3. Installation may occur during all operational hours; after hours work needs to be coordinated in advance so a facility manager can be present for the installation.
6.4. Contractor shall perform technical testing to include a Contractor Verification Test (CVT) immediately following each phase of the installation and a final CVT to demonstrate that all systems work in synergy to ensure the delivered solution performs to the requirements specified within this PWS. Both the Contractor and Fitness Center COR will witness this test and document the results of the CVT.
6.5. Final Installation Design Package (IDP)/as built drawings will be submitted to the Government prior to final payment; government purpose rights will apply to all IDP package submissions. The contractor shall provide a minimum of 2 CD/DVDs of the IDP. IDP shall include at a minimum a block diagram of the system in PDF format, as-built drawings of the facility with device location, wiring diagrams, device labeling index, instructions and manuals for all equipment items. The CD/DVD shall be formatted to allow a copy of the IDP to be made.
6.6. All new cabling will be concealed above a drop ceiling in existing cable trays or wire straps or installed in conduit unless otherwise specified or required by code. Any cable unable to be concealed above a drop ceiling will be installed in EMT conduit or Panduit® unless otherwise specified or required by code.
6.7. All network cables, jacks, plugs, etc., will be clearly marked “Sound System” with machine generated adhesive labels and identification numbers.
6.8. Contractor will be responsible for installing all power connections between a breaker panel in each location identified by the Government and their installed equipment, if the equipment does not plug straight into a wall outlet. All electrical work may be subject to inspection by a base electrician prior to being energized if an electrician is available and the government was given 3 business days’ notice. All installed breakers and associated electrical connections shall be labeled “Sound System”.
6.9. Upon removal existing equipment shall be turned over to the government for disposal.
6.10. Contractor will provide all necessary communications jumpers to connect one piece of equipment to another required to make the system functional.
6.11. All work and installed equipment shall be warranted for a period of at least 1-year starting on the day following the CVT and acceptance of the system by the government in writing. Items that come with a longer manufacturer’s warranty shall be documented by the Contractor and a list of warranties provided to the government. The contractor shall also provide the cost for additional optional warranty years.
6.12. Contractor shall provide written manuals and in-person staff operator training on the use of equipment after the final CVT is performed. Contractor shall provide training on each zone specifically and how to control the system from the front desk.
7. GOVERNMENT SUPPORT:
7.1. Arrange access for installation into all applicable facilities in conformance with the installation schedule.
7.2. Provide storage space/staging area for materials and an operating space.
7.3. Allow for recapitalization of existing speaker wiring, conduit, mounting racks, and storage cabinets as long as the system passes operational tests, meets the specs outlined in this PWS and these items meet current code.
8. SPECIAL REQUIREMENTS:
8.1. The Contractor will assign employees who possess certification to handle all required material handling, transportation, loading, unloading and product installation tasks to meet OSHA, base safety requirements and certification standards. The Contractor will ensure product meets required safety standards at the time the project is finished and accepted by the customer. Contractor shall provide the standard commercial product warranty certificate specifying warranty period for the system.
9. SECURITY REQUIREMENTS:
9.1. Ten duty days prior to arrival the Contractor shall mail or fax a visit authorization letter to the installation site POC (Gov’t POC) listing the name, Driver’s license number and state of issue, date of birth and place of birth of the individuals who will be working on the base. Contractor will be responsible for obtaining written permission/signature from each person’s name submitted for a background check to be completed. If a background check cannot be completed, entry onto the installation cannot be granted. Contact the installation site POC for further guidance.
9.2. Retrieving Identification Media. The Contractor shall be responsible for retrieving all identification media including vehicle passes from employees who depart for any reason before the contract expires e.g., terminate for cause, retirement, etc.
9.3. Contractor and employees shall comply with base traffic regulations.
9.4. Weapons, Firearms, Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor or privately owned vehicles while on base.
9.5. The Contractor shall be responsible for safeguarding all government property, and controlled forms provided for contractor use. At the end of each work period, Contractor shall secure all equipment, and materials.
10. SAFETY:
10.1. The Contractor shall have a safety plan for their employees. The Contractor shall instruct each employee in the recognition and avoidance of unsafe conditions and regulations to his or her work environment to control or eliminate any hazards or other exposure to illness or injury.
10.2. Accident/Incident Reporting and Investigation. Contractor shall record and report to the Fitness Center Facility POC all available facts relating to each instance of accidental damage to Government property or injury to either Contractor or Government personnel. The Contractor shall secure the accident scene and wreckage until released by the accident investigative authority through the Fitness Center Facility POC. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
11. INSPECTION and ACCEPTANCE:
11.1. Acceptance of all work and effort under this contract shall be accomplished by the 673 FSS COR Mr. Joshua Grieser. Final placement of equipment shall be coordinated with the end user, 673 FSS POC Mr. Joshua Grieser.
