Performance Work Statement
Minneapolis Veteran Affairs Health Care System “Chemical Feed System for Boilers”
1. Introduction:
a. The Minneapolis, MN. VA is looking for boiler control automation that will provide hands free dosing. The Automation system must detect system variability and determine the appropriate response before problems occur. The approved system must have a Corrosion Stress Monitor that detects and responds to pre-boiler corrosion stress in real time, delivering direct measurement under actual operating conditions. The controller must use tracing technology to help prevent scale formation inside the boiler and it must control boiler blowdown to optimize energy and water savings. The controller must then communicate with users, with automatic generated reports, alarms and highlight what occurred, when it occurred, and what was done about it.
b. One on site assessment is authorized to evaluate the work to be performed and provide the most accurate price quote. Assessment must be completed prior to the closing date of the solicitation.
2. Objectives:
a. Install an automated chemical feed system that automatically corrects systems chemicals to prevent corrosion and scale buildup inside of the boilers and piping. This system will also alleviate MVAHCS employees from handling bulk chemicals.
b. Install all required equipment and provide a base plus four year service agreement that includes service of installed system, all chemicals and delivery of these chemicals.
3. Performance Work Statement:
a. Install a 3D TRASAR or equivalent automated chemical feed system controller that provides hands free dosing and automatically to make corrections to the system in real time to maintain proper PH, Hardness, Alkalinity and Conductivity. Contractor will provide all materials, equipment and labor for the initial installation of equipment. System will be installed in Bldg 69 (MVAHCS Energy Center). Contractor will install all equipment in designated area and make all electrical and plumbing connections in accordance with current Electrical and Plumbers codes.
b. This system must have a corrosion stress monitoring capability and able to control corrosion stress in real time. It must also have tracing technology to prevent scale buildup in the boiler. System must be able to generate reports showing a timeline of when a fault occurred and what the automated system did to correct the malfunction. System must also have alarm capability and Web Reporting and data Management capabilities
c. Contractor will monitor system for proper operation and repair equipment 365 days a year (24/7). Monitoring will include: PH level, Conductivity, alkalinity, Sulfite, temperature, turbidity and flow rate. . Automated system must be able to maintain the following specifications.
· Ph on Boiler feed water 8.3-10
· Hardness <1 grain
· 0-Alkalinity 200-400
· Conductivity- record it
· Inhibitor – 200-400 traced
· Sulfite- 30-90
Contractor will provide a detailed weekly report to show these levels were maintained to the boiler plant supervisor
d. Contractor will provide all service and maintenance of this system throughout Period of Performance (PoP) of contract and provide the following:
· Once weekly services by an Account Manager to review results.
· Annual Program Reviews attended by District Manager
· Weekly Service/Testing for the boiler system
· Review of written and computerized log sheets weekly
· Inspection of chemical feed equipment weekly
· General equipment inspections weekly
· Check Inventory at each service visit.
· Digital Personal Service Reports after each visit.
· Weekly automated controller reports detailing (1) pH, (2) Hardness, (3) Alkalinity (4)Conductivity, (5) inhibitor (6) other equipment to test Softener/R.O. and Deaerator
· Service report action items will be discussed with plant personnel prior to leaving the site.
· All routine lab analytical testing as required
· Corrosion Analyses quarterly
e. Provide software update(s) with no additional charge throughout Period of performance.
f. Contractor will perform emergency services as deemed by the VA and respond to system malfunction/failure within 4 hours of notification for repairs.

6. Working hours:
a. Anticipated hours of work will be Monday through Friday from 7:am – 5:00 pm. Additional hours must be coordinated through the COR. Work will not be performed on weekends or federal holidays. System Monitoring will be 24 hours a day, 7 days a week.

9. Safety:
a. Contractor is responsible for maintaining a safe working environment for their employees as well as the MVAHACS Staff. Work areas will be kept cleaned throughout the day and all trash and demolished materials properly disposed of daily.
b. Appropriate Personnel Protective Equipment will be worn while performing work on the VA Campus.
10. Security:
a. Contract personnel need to obtain a vendor’s badge form VA Security located at the outpatient entrance security desk. A valid government issued form of identification will be required to receive a badge. A charge of $25 will be assessed for any badges that are not returned at the completion of the project
b. Contractor’s Technicians are required to check in with the COR upon arrival at facility to obtain access and any additional instructions, task explanations and project location information. Daily performance log sheets are required to be submitted to the CO and COR daily.
