PERFORMANCE WORK STATEMENT
REPAIR DAMAGES & PAINT AIRCRAFT
C-119C, C-123K & C-47B
Pope Army Airfield
North Carolina

REPAIR DAMAGES & PAINT STATIC DISPLAY AIRCRAFT
1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to properly repair damages, prepare and paint static display aircraft at Pope Army Airfield (AAF), North Carolina. Contractor will make repairs and paint aircraft in accordance with commercial practices and applicable federal, state, and local regulations. The contractor will comply with all environmental codes and regulation while performing the services of this contract. Applicable work elements consist of, but are not limited to the following:
1.1. PROTECTION. The contractor shall provide all construction support equipment items to control and secure the worksite and any materials and equipment used in the performance of this contract. These include but are not limited to, sanitary facilities, dumpsters, barriers, barricades, scaffolding, powered high-lift vehicles, paint, etc. The contractor is responsible for the erection and safe application of all equipment. All painting under this contract shall be protected by the multiple and frequent use of signs indicating “Painting- In-Progress.”
Signs shall be furnished by the contractor and displayed from beginning to completion of the contract. Signs shall be of commercially printed type, firmly mounted and kept clean. There shall be no advertising matter on the signs.
1.2. REAL PROPERTY PROTECTION. Contractor shall protect existing vegetation, structures, equipment, ground covering, utilities at the job site, and protect or cover other static display aircraft from overspray or damage. Ground surfaces, gravel, grass, plants, shrubs, plaques, and other real property in the work site area shall be covered or otherwise appropriately protected to prevent damage or inadvertent paint drops. This includes, but not limited to protecting surrounding bushes, grass, sidewalks, monuments, flags, and underground sprinkler system. All damage caused by the contractor shall be immediately reported to the customer and repaired or replaced within 10 days after the identification at no cost to the customer.
1.3. REPAIR OF DAMAGES AND PREPARATION OF SURFACES
1.3.1. Initial Inspection. Photo documenting all existing aircraft markings and paint scheme for duplication will be accomplished. The Aircraft shall be inspected for any exterior surface damage. All surface damage repairs, and bird proofing will be in accordance with Air Force guidance and appropriate technical orders.
1.3.2. REPAIRS. The contractor shall provide all materials and equipment necessary for repairs. All damaged exterior surfaces will be repaired/restored to original appearance using compatible materials to mitigate corrosion. This includes, but is not limited to fabricating new components, brackets, or mounts, replacing sheet metal and hardware, re-mounting flight controls. Repairs shall not be to airworthy standards; cosmetic and structural repairs only. Subcomponents may be reused if undamaged. The following are the repair requirements for each aircraft: C-119 elevator flight control – repair elevator structural damage, repair elevator sheet metal, repair fuselage sheet metal where surface lock attached, repair mounting components, re-mount flight control. C-123K pitot tubes – restore the left and right pitot tubes. C-47 Corroded underbelly brackets – restore the corroded portions of three separate brackets. See attached pictures for reference to damages.
1.3.3. Surface Preparation. The contractor shall provide all proper equipment necessary for sanding and washing the aircraft. The aircraft will require a thorough wash prior to painting to include landing gear and wheel wells. Washing will include completely removing any bird droppings and peeling paint. The entire outer surface to be painted will be properly sanded prior to painting. Edges of peeling paint shall be feathered by adequate sanding prior to painting. Bare metal surfaces will require a coat of metal primer prior to final painting. Any masking with tape will be accomplished prior to painting. All paint chips and debris will be collected for disposal.
1.3.4. Restoration. The contractor shall remove all areas of corrosion, remove minor dents from the aircraft and external fuel tanks, prime all bare metal, and seal airframe to prevent water seepage. Do not seal the doors and canopies. All aircraft markings shall be replaced in accordance with the applicable aircraft Technical Order or as directed by the Government. Painting: All windows, doors and hatches shall be secured.
1.3.4.1. The contractor shall repair broken windows, canopies, and panels, as well as provide maintenance to include modification and replacement of sheet-metal, fiberglass, plastic components, bird-screens, and related hardware for static display aircraft. All flight control locking devices shall be restored or replaced. Restorations shall not be to airworthy standards; cosmetic and structural only.
1.4. PAINT AIRCRAFT
1.4.1. Paint. The contractor shall provide all materials necessary to paint aircraft in the colors and specifications identified herein. (See paragraph 1.6). The finished surfaces of uniform nature, free from runs, drips, ridges, waves, sags, laps, brush marks, and variations in color. Each coat shall be applied to produce a film of uniform thickness. There shall be one coat of primer and two coats of paint applied.
Special attention shall be given to ensure edges, corners, crevices, welds, and rivets receive a film thickness equivalent to that of adjacent painted surfaces. Care shall be exercised to ensure all laps are worked out to a uniform film thickness. Aircraft surfaces include, but not limited to, painting all skin panels, flight controls, propellers, landing gear components, blacking out all windows, applying an appropriate gloss paint to the aircraft tires, etc. The specific type of paint currently on the aircraft is unknown. It is believed to be latex.
1.4.1.1. The following are the paint requirements for each aircraft. C-119 – full repaint, C-123 – full repaint, C-47 – spot paint repair areas
1.4.2. Stencils and Decals. All stenciling products will be provided by the contractor. Contractor shall use and properly lay out stencils and decals to reapply aircraft markings. All stencils on the aircraft prior to painting will be replaced by the contractor following painting. Stencils and decals are expected to match existing decals and stencils in size, shape, color, and location. Any requests for variations will be submitted to the QAP prior to installation.
1.4.3. Aircraft Standards. The following discrepancies will be considered unacceptable: visible primer through topcoat, overspray, blisters, bubbling, fisheyes, runs, sags, roughness, or dirt inclusions. Paint shall not flake, peel, or chalk for one year from date of contract is completed.
1.4.4. Location. Aircraft will be painted in-place at the Pope AAF Airpark. Contractor will ensure that the worksite is clear to prevent overspray to other aircraft and to prevent visitors from entering work area.
Contractor will clean work area each day prior to departure.
1.5. CLEAN-UP. The contractor shall at all times keep the work area, including storage areas used by the contractor, free from accumulations of waste material and trash. All tools, scaffolding, equipment, and materials not the property of the government shall also be removed upon completion of the contract. The contractor shall keep the work areas in a clean and neat condition and all equipment returned to a safe location each day.
Material disposal shall be the responsibility of the contractor and performed in accordance with Federal, State, and local regulations. The contractor will coordinate the disposal of all waste (hazardous and non-hazardous) with Fort Bragg/DPW. The contractor will not dispose of any liquid paint or recyclable material in the trash.
Contractor will clean work area each day prior to departure.
1.6. MATERIALS.
1.6.1. The contractor shall use roller or airless sprayer method to apply paint. Acceptable paints are Sherwin Williams “Duration” or Sherwin Williams “Super Paint” or equivalent. Contractor shall use latex paint.

3. GOVERNMENT FURNISHED PROPERTY/SERVICES
3.1. Government will provide the applicable technical data which provides paint and decaling specified for the aircraft.
4. GENERAL INFORMATION
4.1. PERFORMANCE TIME.
4.1.1. Aircraft Repairs, Restoration and Painting (RRP). Performance is required to begin within 30-days after contract award. The overall performance period to complete the work is stated in the contract.
Contractor shall provide notice to the QAP of the specific date on-site work is proposed to commence.
Such notice shall be provided as soon as possible before start of work. No work shall commence until full coordination is accomplished.
4.2. UTILITIES. All reasonable amounts of domestic water and electricity will be made available to the contractor by the government from existing system outlets and supplies.
4.3. WORK LOACATION. Work site is located at the Air Park on Pope Army Airfield. (Coordinates 35.166093, -79.003406). NOTE: The tallest part of the aircraft is approximately 35 feet off the ground.
4.4. HOURS OF WORK. Normal workdays shall be Monday through Friday, excluding Federal Holidays.
Contract performance on weekends and holidays is permissible with prior coordination with the QAP. All maintenance will be performed during hours of daylight.
4.5. Quality Assurance. The government will evaluate the contractor’s performance by appointing Quality Assurance Personnel (QAP). The assigned government inspectors shall evaluate and approve all work accomplished. Complaints validated by the QAP shall be reported to the Contracting Office for action. Failure to correct validated complaints shall be considered a failure to perform.
4.6. CONTRACTOR PERSONNEL. The contractor shall identify to the Contracting Officer/QAP, a point of contact who has full authority to act on behalf of the contractor on all operational aspects of the contract.
Contractor personnel shall present a neat and professional appearance and be easily recognized as contract employees.
4.6.1. Contractor shall provide an employee list to the QAP at least one week prior to beginning on site work. The list shall be maintained current and correct at all times and shall include the name of each employee.
4.7. TRAINING AND QUALIFICATIOINS. The contractor shall be responsible for training employees in the proper use, storage, and disposal of all hazardous material and hazardous waste in accordance with applicable federal, state, and local regulations.
4.8. QUALITY CONTROL. The contractor shall use its own internal quality control processes to ensure services are performed in accordance with commonly accepted commercial practices and this PWS. A copy of the contractor’s quality plan will be provided to the QAP.
4.9. PHYSICAL SECURITY. The contractor shall be responsible for locking all aircraft doors and securing all parts after each day of work.
4.10. BASE ACCESS/SECURITY REQUIREMNETS.
4.10.1. All contractor employees will be sponsored by government personnel to gain access to the base. A Pope AAF Form 74 will be completed by each employee. Depending on each employee’s circumstances, other forms may be required to get base access approval.
4.10.2. The contractor and, as applicable, subcontractor shall not employ persons for works on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified during the Criminal Background Check (CBI).
4.10.3. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Employees and subcontractors later found to be undocumented or illegal aliens will be remanded to the proper authorities.
4.11. FORCE PRTECTION REQUIREMENTS. Contractors will comply with all applicable security conditions. At the post award conference, the contractor will be provided guidance and appropriate instructions regarding these conditions.
5. INSPECTION AND ACCEPTANCE.
5.1. The contractor will coordinate with the Unit Project Manager, Mr. Tom Glockzin, 910-394-4300, thomas.glockzin@us.af.mil, or Historical Properties Custodian TSgt Travis Schultz, 910-394-0038, travis.schultz.4@us.af.mil on matters concerning the project.
5.2. Upon completion of work, the Unit Facility Manager, Historical Properties Custodian and Unit Project Manager will inspect the area prior to government acceptance. Contractor will arrange for official walk-through inspection.
