1.0. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and services necessary to replace existing door badging systems for three buildings on Joint Base Anacostia Bolling. Performance shall be in accordance with all applicable laws, standards, instructions, executive orders, commercial practices, and requirements contained in this Performance Work Statement (PWS).
1.1. SPECIFIC REQUIREMENTS.
1. Building 1300 First Floor Exterior Doors: Please add the specific address
a. This system should be badge in only (three single doors, two double doors)
b. All exterior doors must be free to exit in the case of an emergency or after hours.
c. All exterior doors shall be equipped with Americans with Disabilities Act (ADA) hardware and programming.
2. Building 17 Exterior Doors: Please add the specific address
a. This system should be badge in only (one sliding store front door, two single doors)
b. All exterior doors must be free to exit in the case of an emergency or after hours.
c. One exterior door shall be equipped with ADA hardware and programming.
3. Building 3 Office Doors: Please add the specific address
a. This system should be badge in only (five office doors).
b. All doors must be free to exit in the case of an emergency or after hours.
c. All doors shall be equipped with new locks, strike, mortise, and magnets.
4. The Contractor shall supply all hardware, software and licensing required to complete the installation. This project shall be a turnkey fully functional system at the time of completion.
5. The Contractor shall supply a Personal Computer (PC) terminal and monitor complete with all software and licensing for end user and maintenance use. All software must be compatible with current badge printing systems.
6. The Contractor shall provide a schedule of work and submittal of equipment within two weeks of project acceptance.
7. The Contractor shall provide the information for all required power requirements and locations 2 weeks prior to the installation of security materials.
2.0. GENERAL INFORMATION.
2.1. HOURS OF OPERATION. The contractor shall perform the services required under this contract during the following hours: 7:00 A.M. – 5:00 P.M., Monday through Friday excluding Federal holidays. Federal holidays include; New Year’s Day, Labor Day, Martin Luther King Day, Columbus Day, Presidents Day, Veterans Day, Memorial Day, Thanksgiving Day, Independence Day, and Christmas Day. Any holiday rescheduling shall be at no additional cost to the government and shall not be the basis for non-performance.
2.2. Security Requirements. All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation. The contractor shall be responsible for the action of any of their subcontractors and their employees who are working on Joint Base Anacostia-Bolling (JBAB). The contractor and subcontractor shall hire United States (U.S.)
citizen(s) that are in possession of a valid State driver’s license and birth certificate. If the employee is not a U.S. citizen, the contractor and/or subcontractor may hire non-U.S. citizens if they are in possession of a Green Card, Social Security Card, Resident Card, Work Visa, and State issued Identification Card. If driving on base a State issued driver’s license is required.
2.3. FEDERAL CRIMINAL HISTORY BACKGROUND CHECK: The contractor and all employees of the employed contractor requiring access to JBA shall go to any local police department to be fingerprinted. The contractor shall be responsible for all cost associated with the fingerprinting. The contractor shall enter 00625G in the space labeled ORI on the back of the blue card. The contractor shall take the cards to the Criminal Justice Information Services in Pikesville, Maryland. The addresses below are provided to assist the contractor in obtaining information for the required fingerprinting.

2.4. WEAPONS. Weapons of any sort are not authorized on JBA, this includes guns, knives, swords, nunchucks, brass knuckles, or any other weapon that has a sole purpose to injure or maim. Combination tools such as Leatherman and small pocketknives with folding blades less than four inches are authorized if used in the performance of duty. Those found in violation of this directive are subject to apprehension, criminal charges, and debarment from the installation.
2.5. ILLEGAL CONTROLLED SUBSTANCE. The U.S. Federal government is the most vocal opponent of the drug industry, and it has set the de facto international standards regarding the legality and illegality of different drugs. Illegal controlled substance and narcotics are not authorized on JBA what so ever. Controlled substances shall not be transported on the installation via vehicle or on an individual person. Marijuana/cannabis, cocaine, crack cocaine, Lysergic acid diethylamide (LSD), methamphetamine (meth), heroin, anabolic steroids, psilocybin mushrooms, are some of the forbidden substances (this list is not all-inclusive).
Prescription medications are authorized for the person the medication is issued; however, the medication must not be expired and the label must clearly indicate the name of the person the medication is issued to. Otherwise, prescription medication may be deemed illegal by law http://www.dpfcs.state.md.us/ enforcement officials. Those found in violation of this directive are subject to apprehension, criminal charges, and debarment from the installation.
2.6. CONTINUATION OF ESSENTIAL DEPARTMENT OF DEFENSE (DoD)
CONTRACTOR SERVICES DURING CRISIS. In the event the contractor is unable to perform his daily operations due to peacetime emergency and/or wartime contingency disturbances, etc., neither the Government nor the contractor shall take action for non-compliance with contract requirements. Upon notification by the Contracting Officer (CO), the contractor shall perform emergency and special event services, contingencies, operational readiness exercises or inspections. Emergency and special event services shall be priced separately from routine services
2.7. GOVERNMENT REMEDIES. The CO shall follow FAR 52.212-4, Contract Terms and Conditions- Commercial Items (May 2015), for contractor’s failure to perform satisfactory services or failure to correct non- conforming services.
3.0. SPECIAL QUALIFICATIONS.
Contractor shall provide a detailed cost break down of the proposal to include (labor, materials, and taxes, shipping fees, handling charges, subcontracted work and any other direct costs) for the execution of all elements of this Statement of Work (SOW). Submitted proposals must be signed by vendor responsible party.

Comply with all infectious control rules for this project. Infection-control risk assessment
(ICRA) to be provided to contractor prior to the project start date if required.
The contractor shall adhere to all current Air Force and Occupational Safety and Health
Association (OSHA) safety rules.
Lock out/tag out all utilities where required.
The contractor is responsible for verifying all field measurements.

Remove and discard of all waste/leftover materials to an off-site disposal. Use of the government dumpster is not authorized.

Any damages to existing architectural features shall be the responsibility of the contractor to repair/replace feature back to its original state to include any existing and new proper fire stopping.
4.0. SERVICES SUMMARY.
The contractor shall provide all supervision and labor to complete the removal and installation of all components necessary to replace existing door badging systems for three buildings. All removal, disposal and installation of equipment shall be in accordance with Base, State, Federal and Local standards as established by the Environmental Protection Agency. The contractor shall provide and erect walls/fencing and monitor as required to block the area off from pedestrians.
The contractor shall provide any and all submittals for the equipment used to accomplish the scope of work aforementioned. The contractor shall provide a detailed work schedule/timeline to include phasing of the work to be accomplished. Final schedule/timeline and phasing shall be approved by Hospital Facility Manager. The location for this requirement is at 316th Medical Squadron, Buildings 1300, 17, 3, Joint Base Anacostia Bolling. This shall be a turnkey operation.
All of the proposals shall be submitted to Facilities Management Services, Inc. (FSI) and Hospital Facility Manager (FM) for final approval.
All work must be accomplished using the “applicable” approved mechanical, plumbing, Electrical and engineering practices, all Federal, State, and installation codes, standards, and guidelines to include those outlined in the National Fire Protection Association (NFPA), American Hospital Association and the Center for Disease Control, OSHA, American Society of Mechanical Engineers (ASME), National Electric Code (NEC), American Society of Heating, Uniform Federal Accessibility Standards (UFAS), American Disabilities Act (ADA), American National Standard Institute (ANSI), Refrigerating and Air Conditioning Engineers (ASHRAE), and Military Handbook 1191.
5.0. GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES. The US Government will not provide any equipment, fuel, personnel or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic life-saving and life support measures shall be provided during the emergency.
