PURCHASE DESCRIPTION

Co2/N2 Bottle Filler

8 Dec 2022

1. DESCRIPTION. The Contractor shall provide all parts, materials, equipment, and shipping required to provide one Co2/N2 Bottle Filler to the 402nd Commodities Maintenance Group (CMXG) at Robins Air Force Base (AFB), Georgia.

1.1 The Co2/N2 Bottle Filler shall include:

1.2 The following cylinder weights and tolerances must be met (in pounds):

Cylinder Weights & Tolerances 7 man steel – 4.32 Co2 +/- 0.06, 0.12 N2 +/- 0.02, combined 4.44 +/-0.08 20 man steel – 9.00 +/- 0.06 C02, 0.20 +/- 0.01 N2, combined 9.20 +/- 0.07 1 man – 0.50 + 0.03 -0.01 Co2 only C-130 composite 20 man -3.06 Co2 +0.02 – 0.00, 5.70 N2, Total weight is 8.76, allowable n2 above minimum weight is 0.80LB

1.3 Fill station shall be capable of operating on the following available utilities:

Utilities Electrical power: 230V, single phase, 50/60Hz Compressed air 100 psi with max 30 cfm Input supply of liquid Co2 Input supply of Nitrogen

1.4 The C02/N2 Bottle Filler is an automated combined filling unit for both C02 and N2 used for servicing various life raft inflation cylinders.

1.5 Delivery. The Contractor shall deliver items to the address in paragraph 1.5.1. The Contractor shall deliver the items no later than 140 days after contract award. FOB Destination.

1.5.2 Government Representatives.

1.6 Shipping/Delivery/Period of Performance. The Contractor shall deliver the items no later than 140 days after contract award/FOB Destination.

1.7 Delivery Schedule: The Co2/N2 Bottle Filler will be delivered between the hours of 6:00 am and 2:00 pm (EST), Monday through Friday, excluding Federal holidays and work curtailment days.

1.8 No contractor installation or training is required for this equipment.

1.9 C02/N2 Bottle Filler will be connected to utilities via Maintenance Support Group

(MXSG).

1.10 Warranty. The Contractor shall provide the manufacturer’s standard 12-month unlimited hour warranty beginning at the date of shipment of all items to include all parts and labor.

1.11 The Contractor shall provide three (3) paper copies and one (1) electronic copy of all documentation (Owner’s manuals, warranty information, assembly instructions, Primary Government Representative Alternate Government Representative Chad Steger

3.1 None.

4. General Information

4.1 Agency Affirmative Procurement Program. In accordance with FAR 23.404(b)(1), 100% of purchases of Environmental Protection Agency (EPA)-designated products included in the Comprehensive Procurement Guidelines (CPG) list [https://www.epa.gov/smm/comprehensive-procurement-guideline-cpg-program] and/or United States Department of Agriculture (USDA)-designated products included in the bio based product listings [http://www.biopreferred.gov] shall, at a minimum, meet the EPA or USDA standards for recovered materials or bio based content, respectively, unless an item cannot be acquired competitively within a realistic timeframe, meet appropriate performance standards, and/or be acquired at a reasonable price.

4.2 In accordance with FAR 23.404(a)(3)(iii), the Contractor shall provide estimates and verification of recovered material for EPA-designated CPG products and certification for both EPA-designated CPG products and USDA-designated bio based products. In accordance with the Robins Air Force Base, Georgia / Affirmative Procurement Program (formerly Green Procurement Program (GPP)) Plan, the Contractor shall provide estimates and certifications to the Government for completion of the applicable attachment(s) to be included in the Purchase Request (PR) package.
