PURCHASE DESCRIPTION
FOR
Vision Measurement System
1.0 SCOPE: This purchase description is for a bench top Vision Measurement System (VMS) and associated software. The VMS shall be automated and include a measurement stage, lighting, optics, controller, and software. This VMS shall be able to accurately measure multiple features on a Test
Instrument (TI) that have been identified through the software. The VMS shall replace and expand upon the capabilities of an Optical Comparator (P/N QB-14). The workload is to include Muzzle Erosion
Gages, Breech Bore Erosion Gages, Plain Plug Gages, Threaded Plug Gages, Orifice Plates, Barrel
Erosion Gages, Thread Gaging Elements, and other small arm gages.
2.0 PERFORMANCE REQUIREMENTS:
2.1 Measuring Range: The VMS shall be able to make measurements up to 300 mm along X axis and
200 mm along the Y axis.
2.2 Z-Axis Throat Depth: The table shall be positioned such that it achieves a minimum of 125 mm throat depth between the table and the lenses.
2.3 Measurement Uncertainty: XY = 2+5*L/1000 µm or better, up to and including 100 mm; 4 µm or better, above 100 mm at the environmental conditions described in paragraph 4.10 (L = measurement range in mm)
2.4 Measurement Repeatability: The repeatability range of the unidirectional length measurement error in accordance with ISO 10360-7, 2011 shall not exceed 2 µm.
2.5 Thread Measurements: The VMS shall be able to measure thread forms and report the following features at a minimum: Major Diameter, Minor Diameter, Pitch Diameter, Flank Angle, and Lead Angle.
2.6 Resolution: The VMS shall have a resolution of 0.1 µm or better.
2.7 Units: The VMS shall be able to measure using Inches and Millimeters with a minimum display resolution to read both Mircroinches and Micrometers.
3.0 FUNCTIONAL REQUIREMENTS:
3.1 Measurement Profile: The VMS shall allow the user to create and store a measurement profile for each TI. When creating a profile, the user shall be able to easily define features, measurements, tolerances, and Geometric Dimensioning and Tolerancing characteristics. The profile shall also be able to define common thread features and measurements. This measurement profile shall be saved and re-called at a later date to perform automatic measurements.
3.2 Automatic Measurement Mode: The VMS shall perform automatic measurements using the
Measurement Profiles (3.1). Once the measurement profile has been selected and the TI has been placed on the measurement stage, the VMS shall automatically focus the TI and perform the measurements defined in the Measurement Profile (3.1).
3.3 Ancillary Equipment:

3.3.1 Staging Centers: One matched left/right pair of staging centers shall be provided with a carbide-tipped tapered center designed to permit easy mounting to parts. The staging centers shall have a minimum 3 inch working diameter capacity.
3.3.2 V-Blocks: One matched pair of V-blocks shall be provided and have a 1 inch working diameter capacity.
3.3.3 Universal V-Block: The universal V-block shall be adjustable with a capacity of up to 2 inches in diameter with a clamping fixture adjustable to the centerline of the part.
3.4 Calibration Standards: The VMS shall include a glass grid plate and any additional artifacts with traceability to NIST that can be used to verify the measurement uncertainty of the VMS. The calibration process must also verify the magnification. These calibration standards shall cover at least 66% of the maximum travel for each measurement position per ISO 10360-7, 2011.
4.0 MECHANICAL & PHYSICAL REQUIREMENTS:
4.1 Overall Dimensions: The VMS shall fit on a bench top and the overall footprint of the machine shall not exceed 36 in x 36 in x 48 in (length x width x height).
4.2 Stage Capacity: The stage shall be able to support up to 25 lbs of weight.
4.3 Stage Movement: The stage shall be motorized.
4.4 Rigid Table: A rigid table to support the machine, controller, and monitor shall be provided. The table shall include storage space for accessories. The table shall not exceed 66 in x 36 in x 36 in (length x width x height)
4.5 Power Requirements: The VMS shall operate on 120 V.
4.6 Components: Commercial parts and materials that are used shall have properties consistent with a precision laboratory instrument.
4.7 Use of Best Commercial Practices: The equipment shall be designed and constructed of materials that meet the requirements of this specification and in accordance with the best commercial practices for industry approved equipment. It shall be designed and manufactured to maximize reliability, maintainability, accuracy of operation, and ease of operation. All parts (which include, but are not limited to, shafts, bearings, regulators, switches, controls) shall have proper clearance and adjustments. They shall work together so that the equipment will supply the rated requirements without unnecessary strains, vibrations, or overheating. They shall be able to withstand the conditions met in shipping, storage, installation, and service. All materials and parts of this equipment shall be capable of withstanding the environmental requirements of this specification.
4.8 Matched and Selected Components: These shall be kept to an absolute minimum. Use of specially built, nonstandard components shall be avoided.
4.9 Model and Serial Number Identification: Item’s Part Number, Manufacturer, and Serial Number shall be identified clearly on the item in a location visible to the operator. Unique item identification shall follow the Item Identification and Valuation clause as stated in the contract.
4.10 Operating Environment:

4.10.1 Operating Temperature: The VMS shall be capable of operating in an ambient temperature of 68
± 1 °F without loss of required performance.
4.10.2 Operating Humidity: The VMS shall be capable of operating in an atmosphere from 20% to 50% relative humidity without loss of required performance.
5.0 CONTROLLER REQUIREMENTS:
5.1 Controller: A controller is required that can efficiently operate under Microsoft Windows 10
Professional 64 bit operating system. All major components of the system shall be commercially available and fully supportable by commercial sources. Where specific brands are identified in this specification, no substitutes are allowed without prior approval from the AFMETCAL. The Controller shall meet or exceed Microsoft Windows 10 Professional hardware requirements.
5.2 Memory: Minimum 8 GB system Memory.
5.3 USB: Minimum of two integrated USB 3.0 ports not being utilized by other components
5.4 External video support
5.5 Display Panel: 20-inch (diagonal) or larger viewable display.
5.6 DVD-ROM: Internal or External DVD +/- RW dual layer or Blue-Ray
5.7 Operating System and Software: All software shall run under Microsoft Windows 10
(Professional operating system or greater 64bit, latest version release). All software shall run Windows
10 as a non-elevated user. Shall be supplied with Microsoft Word and Excel, latest release with a non-renewable license.
5.8 Additional Hardware: Additional hardware required to make this system function as identified by this purchase description shall be required.
6.0 SOFTWARE REQUIREMENTS:
6.1 Software Identification: All software used in conjunction with instrument shall be identified by
Name, Version, and Date; to be displayed upon startup or located in an “About” menu in the software.
6.2 Software shall have a minimum of the following sections, which can be selected from the opening screen.
6.2.1 Measurement Profile: Software shall perform as described in paragraph 3.1 above.
6.2.2 Automated Measurement: Software shall perform as described in paragraph 3.2 above.
6.2.3 Measurement Data: Each item measured by the VMS shall have its own measurement data file.
This file shall include the measurement data and item identifiers such as part number and serial number.
The controller shall be used to store all measurement data. The software shall perform all necessary calculations and analysis.

6.2.4 Calibration Reports: VMS shall be capable of creating and printing a calibration report. VMS shall also be capable of exporting data into Microsoft Excel.
6.2.5 Operations Files: All data / files mentioned in section 6.2.1 and 6.2.3 shall be savable, editable, and retrievable.
6.3 Software Warranty: The contractor shall warrant that the software product meets this purchase description, is free from defects in design and operation, and will perform to stated specifications within this purchase description for the length of the equipment warranty.
6.3.1 The contractor (at no additional cost) shall update or replace the software product as necessary to correct any deficiencies identified in the software. Replacement software shall meet or exceed the requirements in this purchase description, shall not require additional training to operate, and shall be warranted for the remainder of the equipment warranty.
6.3.2 The contractor shall bear transportation costs for all replacement products.
6.3.3 The contractor (at no additional cost) shall provide technical support for normal software usage, clarification of documentation, and resolution of software problems. The contractor shall have multiple methods for convenient contact of Technical Support. Contact methods may include but are not limited to on-line or telephone.
6.4 Interchangeability:
6.4.1 When firmware or software upgrade is anticipated by a manufacturer during the life of this contract, the contractor shall contact AFMETCAL for concurrence. If AFMETCAL concurs with the proposed upgrade all previous units delivered under this contract shall be updated to this upgrade.
6.4.2 All firmware or software provided under this contract shall be at the same version, revision, and revision date at the completion of the contract.
7.0 OPERATOR’S MANUAL: Manual shall be IAW DD1423 and Data Item Descriptions, and shall also include, at a minimum, the following information:
7.1 Shall include an electronic copy of the manual.
7.2 Cover Page: Shall identify the System P/N, Noun, Manufacturer, Revision Number, and Date.
7.3 Shall include an index.
7.4 Shall include a general description that identifies the system and its components. There shall be a functional description depicting the system and describing how the system works.
7.5 Shall include the technical specifications of the system.
7.6 Shall include instructions for un-packing, set-up, installation, and interfacing all electrical connections.
7.7 Shall include instructions for cleaning and general maintenance.
7.8 Shall include calibration procedure.

8.0 SOFTWARE MANUAL: Manual shall be IAW DD1423 and Data Item Descriptions, and shall also include, at a minimum, the following information:
8.1 Shall include instructions for software installation.
8.2 Shall include a description of all main screen menus, buttons, and other components associated with each menu.
8.2 Shall include a description of each feature measurement function. The description shall include how to perform the measurement and an explanation on how the measurement is computed.
8.3 Shall include a description of how to create the measurement profile (3.1) and use the automatic measurement mode (3.2).
8.4 Shall include description on how to create and edit measurement reports.
9.0 TRAINING: The contractor shall provide a minimum of two days of onsite installation and training.
10.0 TESTING: This item will be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment with parameters equal to or better than those required to ensure that specified performance parameters are met. Test equipment used shall have first echelon certification directly traceable to the National Institute of Standards Technology (NIST) or other
AFMETCAL-approved equivalent international laboratory. Tests will be performed to ensure that the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of manufacture as necessary to assure performance as specified herein.

DATA REQUIREMENTS
MANUALS: A set of operational and maintenance manuals shall be provided. As a minimum, the manuals shall include an explanation of features, performance specifications, operational instructions, theory of operation, calibration procedures, and an illustrated parts breakdown. Wherever possible, use of pictures, diagrams, schematics and mathematical formulas shall be included such that any text material may be better understood. Specifically, the calibration procedure shall include a list of required calibration equipment, by part number, connection diagrams and step-by-step instructions to follow for completing this task. In addition, a system- level manual explaining the system operation and software shall also be provided. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF).
A validation and verification of the manuals will be required. The manual shall be in accordance with the Air Force Technical Manual Contract Requirements (TMCR) TM86-01Q and Contract Data
Requirements List (DD Form 1423).
SOFTWARE USER MANUAL: The software user manual shall contain instructions to execute one or more related computer software configuration items. The software user manual shall be on CD/DVD-
ROM in Indexed Portable Document Format (iPDF) and prepared in accordance with Data Item
Description DI-IPSC-81443A and Contract Data Requirements List (DD Form 1423).
CALIBRATION CERTIFICATE: A calibration certificate, traceable to the National Institute of Standards and Technology (NIST) or other national metrology institutes (NMIs) shall be provided with each instrument. This calibration certificate must comply with Data Item Description (DID) DI-QCIC-80798C and the Contract Data Requirements List (DD Form 1423).
