About this file

This Request for Qualifications (RFQ) No. 7082 is issued by San Diego State University's Procure-to-Pay Business and Financial Affairs office for professional services supporting public works projects across multiple SDSU campuses. The University seeks to identify and award Master Service Agreements to qualified firms in two professional services disciplines: Civil Engineering and Geotechnical Engineering. Services may include estimating, scheduling, budget preparation and review, general construction management, preparation of RFQs and RFPs, and evaluation of construction claims, with projects ranging from $10,000 to over $100 million. The solicitation anticipates projects beginning in 2026/2027, including the SDSU Mission Valley Residential and Innovation District and numerous smaller task order projects across the main San Diego campus, Mission Valley Campus, and Imperial Valley Calexico and Brawley campuses. The question deadline is October 20, 2026, by 2:00 p.m. PDT, with Statement of Qualifications submissions due November 5, 2026, by 2:00 p.m. PDT through electronic upload to PlanetBids. No pre-qualifications conference is scheduled. The Notice of Intent to Award is expected November 13, 2026, followed by a five-business-day protest period, with contract award targeted for November 23, 2026, and service commencement in November 2026. The Master Service Agreement will have an initial two-year term with up to two additional two-year option periods exercisable at the University's sole discretion.

Firms must submit responses in five single-sided pages addressing firm qualifications, relevant experience (particularly with higher education and CSU projects), proposed personnel qualifications, capacity and availability, and special qualifications, plus required forms and a separate fee schedule. The University intends to award no fewer than three qualified firms per discipline. Hourly billing rates must remain fixed for the initial two-year term and any task orders executed during that period; rates may be adjusted by up to three percent per option period based on the Consumer Price Index, subject to University approval. Small Business participation is strongly encouraged, with eligible firms receiving up to five percent preference. Prevailing wage requirements apply where mandated by law. Firms must accept the standard California State University Professional Services Agreement terms without modification and demonstrate compliance with insurance requirements, including $4 million general liability aggregate, $2 million per-claim limits, $1 million business automobile liability, and $2 million/$4 million professional liability coverage. The evaluation committee will assess responses on a maximum of 140 points based on firm description (15 points), similar experience (35 points), proposed personnel qualifications and experience (50 points), capacity to handle multiple concurrent projects (20 points), and special qualifications (20 points), with up to five percent small business preference applied separately.

The Master Service Agreement(s) awarded as a result of this RFQ will have an initial term of two (2) years, with up to two (2) additional two (2)-year option periods, exercisable at the

University's sole discretion.

Any TOSAs issued during the term of the Master Service Agreement shall remain subject to the terms, conditions, and fee schedule in effect on the date the TOSA is executed, regardless of whether performance continues beyond the expiration of the Master Service Agreement or any exercised option period.

The schedule of hourly rates proposed for the various professional services and labor classifications shall remain firm for the initial two (2)-year term and for the duration of any TOSA executed during that term.

http://www.calstate.edu/CPDC/ae/prequal/

For each option period, the Firm may request an adjustment to the hourly rates based on the

Consumer Price Index (CPI), not to exceed three percent (3%) per option period. Any requested adjustment must be submitted at least sixty (60) days before the expiration of the current

SECTION 600: EVALUATION AND AWARD CRITERIA

EVALUATION

San Diego State University may select the Firm(s) for award that are determined to be the highest qualified to fulfill the specifications of this Request for Qualifications. Responses meeting the format requirements will be submitted to an evaluation committee which may be composed of University personnel and outside University personnel. Responses will be reviewed, evaluated, scored, and ranked based on qualifications submitted. The committee will assess client satisfaction through interviews with current users. At the conclusion of qualifications review and tally of scores, Firms deemed by the University as having provided the most effective approach to this request may advance to the presentations/interviews (optional).

Rates of those determined to be the highest ranked will then be evaluated, negotiated, and determined to be fair and reasonable for the term period of the Master Agreement.

The University reserves the right to award this RFQ in full, in part or make no award at all.

Final Award of an Agreement shall be based upon a responsible Firm(s) whose response is responsive to the RFQ, demonstrates a clear understanding of the priorities, and demonstrates the capabilities to perform satisfactorily based on qualifications and fair and reasonable rates.

The University reserves the right, at its sole discretion, to reject any and all responses. Award shall be made in the best interest of the State. Further, the University reserves the right to waive any minor irregularities it feels are immaterial to this award. The decision of the University is final.

The University Evaluation Committee will evaluate the technical components of all the responses completely and independently. The responses will be evaluated based on the following criteria:

1. Tab 1: Firm Description (Maximum of 15 points).

2. Tab 2: Your Firm’s Similar Experience (Maximum of 35 points).

3. Tab 3: Qualifications and experience of the proposed Primary staff and other sub-consultants and support staff (Maximum of 50 points).

20 points).

5. Tab 5: Special factors which make your firm the most qualified to provide the service to SDSU (Maximum of 20 points).

Maximum total points available: 140 plus SB Preference of up to 5% if applicable.

The University, at its sole discretion, may elect to interview some or all of the Firms or request additional information from the Firms for the purpose of clarity in evaluating the qualifications of the Firms.

The responses may be evaluated by a committee composed of SDSU Planning, Design and

Construction staff, Project Management staff, Facilities Services staff, project architects and other qualified parties as deemed appropriate by the University. This RFQ does not commit the

University to award an agreement or to pay any costs incurred in the preparation of a response to this RFQ. The University reserves the right to reject any or all responses.

FEE SCHEDULE

Each Firm shall prepare and submit its own Fee Schedule for each Professional Services category for which it is submitting a Statement of Qualifications (SOQ). A separate Fee

Schedule shall be submitted for each Professional Services category proposed. Each Fee

Schedule shall identify only the labor classifications, subconsultants, and hourly billing rates applicable to that specific Professional Services category. This requirement recognizes that staffing structures, labor classifications, and billing rates may vary among the different

Professional Services categories.

At a minimum, each Fee Schedule shall include the following information for every labor classification proposed by the Firm and its subconsultants:

● Labor Classification

● Direct Hourly Rate

● Overhead Percentage

Mileage reimbursement is eligible from SDSU main campus in San Diego to Imperial Valley Calexico and Brawley campuses and back to the SDSU main campus.

Hourly billing rates shall remain firm for the initial two (2)-year term of the Agreement and shall apply to all Task Order Service Authorizations (TOSAs) issued during that term.

For each exercised option period, the Firm may submit a written request for an adjustment to the hourly billing rates. Any requested adjustment shall:

● Be based on the applicable Consumer Price Index (CPI);

● Not exceed three percent (3%) for any option period;

● Be submitted no later than sixty (60) days before the expiration of the then-current
