About this file

This document is a Procurement of Goods and Services-Intake Form from Pierce County, Washington, specifically for the Planning and Public Works Department. The county is seeking to procure hydraulic and hydrologic (H&H) engineering and mapping services to update FEMA Flood Insurance Rate Maps for the lower 14 miles of the Puyallup River, extending from Sumner to Commencement Bay. The project-specific contract is anticipated to start on 1/14/2026, with the selected engineering firm required to produce a HEC-RAS model and mapping products that meet current FEMA RiskMap standards and Levee Analysis and Mapping Procedures (LAMP). The contract will be for a single project with a budget of $500,000, and the selected consultant will work to create risk map products for incorporation into a Physical Map Revision (PMR).

The procurement will be evaluated through a point-based scoring system that assesses vendor expertise in FEMA mapping products, HEC-RAS modeling, Levee Analysis and Mapping Process, floodway definition, and project staffing. The project is not federally funded and aims to address flood risk mapping that has not been updated since the late 1970s due to complications with non-accredited levees. The contract is critical for transportation, levee infrastructure, and habitat restoration projects in the lower Puyallup River area. Vendors will be expected to demonstrate experience with complex river systems, multi-jurisdictional floodplains, and the ability to work with various stakeholders including local jurisdictions, tribal entities, and the U.S. Army Corps of Engineers.

Procurement Title Lower Puyallup River floodplain mapping

Purchase Type Services

Is this Federally Funded? No

Project Summary We are seeking a RFQ to select an engineering firm which specialized in hydraulic and hydrologic (H&H) modeling and mapping. The project is to map the lower 14 miles of the Puyallup River (Sumner to Commencement Bay) using the federal mapping standards so that the work can be used to update the FEMA Flood Insurance Rate Maps.

Project Background The Lower Puyallup River was identified by FEMA in 2004 as being at great risk of flooding because the levees did not meet federal accreditation standards. The mapped risk never was shown on the FEMA map update do to issues with levee mapping in other states. Recent hydrologic modeling shows the base flood flows to be much greater than the 2004 data, making our unpublished understanding of risk terribly out of date. Because the lower Puyallup valley was "secluded" from the FEMA mapping, this large area will require a physical map revision-PMR.

The selected hydraulic and hydrologic engineering firm will work in the FEMA standards so that this work can be accepted into the federal data delivery system. The selected firm will need experience with FEMA standards to minimize expenses and delays enroute to final adoption of a map update.

Explain immediate need if there are time constraints This contract will provide data that is a critical path for transportation, levee infrastructure and habitat restoration projects in the lower Puyallup River.

SCOPE OF WORK

Scope of Project Seeking a consultant with comprehensive Hydrologic and Hydraulic (H&H) engineering and mapping experience, specifically as it relates to updating FEMA flood insurance rate map products. The lower Puyallup River flood risk has not been updated since the late 1970's due to issues complicated with non-accredited levees. The County seeks assistance in producing products that will show current flood risks and be incorporated into a future Physical Map Revision in partnership with FEMA. Expected work tasks include but not limited to:

1. Project Management and Earned Value Data Entry.

2. Project Outreach and Communication Plan (POCP).

3. Discovery Data Capture.

4. Base Map Data Capture.

5. Existing or New Topographic Data Capture and Terrain Data Capture.

6. Survey Data Capture.

7. Hydrology Data Capture.

8. Independent QA/QC: Hydrology Data Capture.

9. Hydraulics Data Capture.

10. Independent QA/QC: Hydraulics Data Capture.

11. Floodplain Mapping Data Capture.

12. Draft FIRM Database Capture

Objective(s) Creating risk map products for FEMA to incorporate into a Physical Map Revision - PMR that will update the Lower Puyallup River Seclusion Area from Commencement Bay and extend to the downstream end of the middle reach Conditional Letter of Map Revision at River Mile 14.5 - Ball Creek confluence.

Deliverables HEC-RAS model (2D and 2D/1D hybrid as applicable) and mapping products described in the scope and per FEMA RiskMap standards.

Minimum Requirements Meet the current FEMA Standards for Flood Risk Analysis and Mapping

Additional Requirements Follow current Levee Analysis and Mapping Procedures - LAMP for reaches with non-accredited levees.

Additional Section/Comments/Notes The selected team will demonstrate experience in producing PMR and FIRM products in complex settings. Some updated H&H is available to be built off of that was produced for a proposed bridge crossing near Puyallup River Mile 6 at Clarks Creek.

VENDOR QUESTIONNAIRE

Questions Method Please describe experience with HEC-RAS modeling on major rivers using 2D and 2D/1D hybrid methods. Please describe experience and successes with producing FEMA mapping products whether a CLOMR/LOMR or PMR. Please describe experience and successes with the FEMA Levee Analysis and Mapping Process - LAMP. Please describe any previous H&H work within Pierce County. Please describe any previous contracting work with Pierce County. Please describe staff experience and availability for a long-term mapping project.

EVALUATION / SCORING

Evaluation Process Program Specific Process

Describe the process in as much detail as possible Selection will be based on demonstrated experience and success in updating FEMA Flood Insurance Rate Maps in a complex floodplain similar to the Lower Puyallup River. The six questions below will help draw out the successful candidate's expertise to update the flood risk and the publish the results.

Scoring Model Points

1. Scoring Criteria Name Please describe experience and successes with producing FEMA mapping products whether a FIRM, PMR, or CLOMR/LOMR.

1. Total Points Possible for this Criteria 30

1. Brief description of the factors to be considered when evaluating this criteria FEMA has very proscriptive requirements to update a Flood Insurance Rate Map (FIRM) through a Physical Map Revision (FMR) or a Letter of Map Revision (LOMR) or Conditional LOMR. Weight will be given to experience with the more complex FIRM update including multiple panels, removal of Secluded Areas, and work that includes urban areas.

2. Scoring Criteria Name Please describe experience with HEC-RAS modeling on major rivers (peak discharge greater than 20kcfs) using 2D and 2D/1D hybrid methods

2. Total Points Possible for this Criteria 25

2. Brief description of the factors to be considered when evaluating this criteria. Modeling is expected to use a current version of HEC-RAS. Weight will be given to experience shown on complex river systems similar to the lower Puyallup River where complexities include a confluence with a major river (the White Rv.) that has a flood control dam, a tide influenced tailwater, non-accredited levees and a large sediment transport budget

3. Scoring Criteria Name Please describe experience and successes with the FEMA Levee Analysis and Mapping Process - LAMP.

3. Total Points Possible for this Criteria 15

3. Brief description of the factors to be considered when evaluating this criteria. LAMP is another proscriptive FEMA process for evaluating non-accredited levees. Weight will be given to experience with multiple reach levees, levees with various levels of integrity where a natural valley approach might not be universally applied, working with multiple stakeholders including jurisdictions, tribal and USACE.

4. Scoring Criteria Name Please describe experience in defining a FEMA floodway in a multi-jurisdictional floodplain.

4. Total Points Possible for this Criteria 15

4. Brief description of the factors to be considered when evaluating this criteria. A FEMA defined floodway has mapping options that require coordination with local jurisdictions. Weight will be given to experience with defining the FEMA floodway that covers multiple jurisdictions and has complexities such as where the overflow does not return to the main stem of the river.

5. Scoring Criteria Name Please describe staff experience and availability for a long-term mapping project.

5. Total Points Possible for this Criteria 10

5. Brief description of the factors to be considered when evaluating this criteria. Projects of this scale require experience and can take years to complete. Weight will be given for demonstrated capacity, retention and institutional stability.

Additional Scoring Criteria Please describe any previous contracting work with Pierce County. - 5 points.
