Procurement Description
U.S. Fish and Wildlife Service, Human Dimension Branch, Natural Resource Program, Fort Collins, Colorado has a requirement for social science expertise to meet the needs of many high priority projects to support the Refuge System mission. To complete these efforts, the Human Dimensions Branch has a need for 4 positions, Social Science Project manager, Senior Social Scientist, Social Science Project Coordinator, Communications Specialist and an optional position; Social Scientist beginning in option year one.
This requirement is for a base year and 4 option years beginning 01/01/2021 through 12/31/2021 and four options years following consecutively.
This requirement is being procured in accordance with FAR Part 12, Acquisitions of Commercial Items and FAR Part 13. The contract vehicle chosen to accomplish this task is Labor Hours contract. The Government intends to award one Labor Hours contract to one vendor, however please be advised that it is at the government discretion to either not award or to award a contract.
Evaluation - Commercial Item:
The source selection method used by the Government will be the best value method, with a Trade off source selection process. Non-priced factors when combined, are significantly more important than price. Eligible offerors will be required to provide a proposal that will include technical capabilities, past performance, Past experience and price. The proposal will be evaluated based on the evaluation factors stated below in the descending order.

Instructions to Offerors-Commercial Items:
All questions shall be in writing and emailed to Lauretha_Randle@fws.gov no later than December 7, 2020. Proposals are due no later than December 8, 2020, 1:00PM Central Standard Time.
Proposals can be sent electronically by email.
It is the offeror's responsibility that the proposal submitted, regardless of the method of transmission, is received in this office prior to or on the due date and time.
Proposal Package Instructions: Offeror shall provide a copy of the proposal package. The offeror must be registered in SAM.gov by the proposal due date.
Specific Instructions to Offerors:
Offerors must provide the following in the proposal package, as described below:
1. Name, address, and brief description of the firm.
2. Technical Approach -Please submit a technical approach statement of no more than 10 pages that outlines your proposed approach for fulfilling the requirements of the SOW.
3. Past Performance -Offeror shall submit points of contact (Name, title, email, phone number) for each of the Past Experience examples provided (may be include within the past experience documentation or listed separately).
4. Past Experience -Offeror shall submit at least two (2) and no more than three (3) examples of projects done over the last five (5) years similar in size, scope and nature to this project.
Include a brief narrative of the work done and the overall cost of the project. Submittal shall not exceed three (3) pages total.
5. Price -Budget broken down by costs over the life of the project to include labor categories, hourly rates, number of hours.
