Procurement Description:

U.S. Fish and Wildlife Service, Division of Natural Resources and Conservation, Bloomington, MN has a requirement for Project Management and support for Prairie Habitat and Pollinator protocol development in Interior Region 3 and portions of Interior Region 4 (Iowa and Missouri).

This requirement is for a base year and 2 option years beginning 10/1/2020 through 09/30/2021 and options years following consecutively.

This requirement is being procured in accordance with FAR Part 12, Acquisitions of Commercial Items and FAR Part 13. The contract vehicle chosen to accomplish this task is firm fixed price contract. The Government intends to award one firm fixed price contract to one vendor, however please be advised that it is at the government discretion to either not award or to award a contract.

Evaluation - Commercial Item:

The source selection method used by the Government will be the best value method.

Eligible offerors will be required to provide a proposal that will include technical capabilities, past performance, Past experience and price. The proposal will be evaluated based on the evaluation factors stated below:

Ratings. The following criteria will be used for performance evaluations:

EXCEPTIONAL Performance EXCEEDS MOST contractual requirements to the Government’s benefit.

The performance of areas being assessed was accomplished with few minor issues or concerns.

VERY GOOD Performance EXCEEDS SOME contractual requirements to the Government’s benefit.

The performance of areas being assessed was accomplished with few minor issues or concerns, for which the Contractor’s corrective actions were highly effective.

SATISFACTORY Performance MEETS contractual requirements. The performance of the areas being assessed contains minor issues or concerns, for which corrective actions taken by the Contractor were effective.

MARGINAL Performance MEETS SOME contractual requirements. The performance of the areas being assessed includes significant problems, issues, or concerns for which corrective actions taken by the Contractor were only somewhat effective.

UNSATISFACTORY Performance DOES NOT MEET contractual requirement. The performance of the areas being assessed includes serious problems, issues, or concerns for which the Contractor’s corrective actions were ineffective.

NOT APPLICABLE (N/A) Performance information not recent or relevant as defined in the Solicitation.

Unable to provide assessment.

All evaluation factors when combined are slightly more than price.

Instructions to Offerors-Commercial Items:

All questions shall be in writing and emailed to Lauretha_Randle@fws.gov no later than September 17, 2020. Proposals are due no later than September 18, 2020, 1:00PM Central Standard Time.

Proposals can be sent electronically by email.

It is the offeror's responsibility that the proposal submitted, regardless of the method of transmission, is received in this office prior to or on the due date and time.

Proposal Package Instructions: Offeror shall provide a copy of the proposal package. The offeror must be registered in SAM.gov by the proposal due date.

Specific Instructions to Offerors:

Offerors must provide the following in the proposal package, as described below:

1. Name, address, and brief description of the firm.

2. Technical Approach -Please submit a technical approach statement of no more than 2 pages that outlines your proposed approach for fulfilling the requirements of the SOW.

3. Past Performance -Offeror shall submit points of contact (Name, title, email, phone number) for each of the Past Experience examples provided (may be include within the past experience documentation or listed separately).

4. Past Experience -Offeror shall submit at least two (2) and no more than three (3) examples of projects done over the last five (5) years similar in size, scope and nature to this project. Include a brief narrative of the work done and the overall cost of the project. Submittal shall not exceed three (3) pages total.

5. Price -Budget broken down by costs over the life of the project to include labor categories, hourly rates, number of hours.
