Pre-Solicitation Notice: The National Park Service, DOI Regions, 3, 4, and 5, NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation for the replacement of the electrical controls for the elevator at the Minuteman Missile Silo Delta-01 Launch Facility located in Philip, South Dakota 57567.

The solicitation number will be 140P6321Q0035.

This project includes all work and materials to complete the replacement of the elevator electrical system. The work will have a 50 day period of performance.

This project is 100% set-aside for small businesses using NAICS Code 238290 with a size standard of $16.5 million.

The magnitude of this project is between $100,000 and $250,000. The National Park Service, DOI Regions, 3, 4, and 5, NEKOTA MABO, intends to award a firm-fixed price, construction contract in response to the solicitation. The government intends to issue a formal Solicitation with construction specifications on or about April 29, 2021. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow.

The responses will be due approximately 30 days after the solicitation issue date. The specific date will be announced in the solicitation that will follow this notice.

A pre-quote site visit is tentatively scheduled to begin at the Minuteman Missile Silo Delta-01 Launch Facility Visitor Center on May 11, 2021. See 52.236-27, Site Visit once the solicitation is issued for specifically tailored guidance as a result of COVID-19. Contractors must contact Julie Gavin, julie_gavin@nps.gov, to RSVP for this site visit.

The anticipated period of performance will be approximately 50 days. Tentative on-site construction start date of June 10, 2021 is projected. The final performance period start date is contingent on issuance of the Notice to Proceed.

The solicitation and applicable specifications, drawings, and wage determination will be available on the betaSAM.gov website at https://beta.sam.gov. No hardcopies or email copies will be provided. Offerors must have a DUNS number and be registered and active in the System for Award Management (SAM) http://www.sam.gov in order to be eligible for award.
