May 21, 2020 THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME.

The United States Department of Agriculture, Forest Service, Region 3 AQM, Tonto National Forest, Phoenix, AZ intends to issue a Request for Proposals (RFP) for a firm fixed-price contract for Design Build Payson Heli-Base in Payson, AZ.

The anticipated requirement will be issued under RFP Number 12837120R0008. The RFP is expected to be posted to beta/SAM Federal Business Opportunities (FBO) at https://beta.sam.gov/ on/or about June 5, 2020.

This procurement will be conducted utilizing 100% Small Business Set-Aside.

SELECTION PROCESS: The proposals will be evaluated using a Best Value Trade-Off source selection process. Potential offerors will be invited to submit their technical, past performance, and price information as described in the Solicitation, for review and consideration by the Government. The selection process will evaluate such factors (not necessarily in order): Past Performance, Technical which includes, but not limited to, Management & Experience, and Price. Pro Forma information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation.

In accordance with FAR 36.204(f), the construction magnitude of this project is estimated between $1,000,000 to $5,000,000.

The North American Industry Classification System (NAICS) Code for this procurement is 236220 with the annual size standard of $36.5M.

SITE VISIT: A site visit will be held during the solicitation period for the project. Details regarding the site visit will be issued with the solicitation.

DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest.

Background: The Tonto National Forest Payson Helibase (TNFPH) is located east of Payson, Arizona along State Route 260 and falls within the boundaries of the Tonto National Forest. The TNFPH will be located on a new site on Forest property.

Payson Airport is the main point of current helicopter operations on the Tonto National Forest.

There have been eighteen years of operations out of the Payson Airport without any permanent structures for Security, Pilot rest area, Helicopter pad, parking, a briefing area, cache area for equipment.

The Payson Helibase is currently set up on the General Aviation Ramp, limiting the size for helicopter operations, the growth of operations while supporting busy fire operations.

The location and serviceability of the current arrangement within the Payson Airport have been a long-standing issue and is impacting operations for both the smokejumper base and the airport.

This project will include the following:

Field investigations necessary to assess the site for soils, potential for water sources and structural needs.

Develop plans for the main helibase building, three helipads (one type 1 and two type 2 pads) and support structures needed on the site. Also includes developing access to meet the needs of the vehicles accessing the site.

Analyze the site for all site utilities: water, sewer, power, telecommunications in accordance with the requirements laid out in Task 2.

Prepare an engineering report detailing the needed site and infrastructure improvements.

Create full construction drawings for the buildings and site infrastructure.

Construct the new helibase site according to those plans providing the necessary construction administration to meet the Forest Service review requirements.

The Government intends to post all notices/amendments related to this solicitation on government point of entry (GPE) https://beta.sam.gov/ (Formerly Federal Business Opportunities). All interested firms must be registered on the beta.sam web site in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Offerors are encouraged to check the web site frequently in order to be notified of any changes to this solicitation.

IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on USDA Forest Service solicitations must be registered in the System for Award Management (SAM) database. Failure to register in the SAM database will make an Offeror ineligible for award. The SAM website can be accessed at www.sam.gov/portal/SAM.
