Pre-Solicitation Notice: The National Park Service, DOI Regions 3, 4, & 5, NEKOTA Major Acquisition Buying Office (MABO) intends to issue a solicitation to replace the HVAC system in the visitor center of Knife River Indian Villages National Historic Site in Stanton, ND. The government will use a competitive Request for Quotes, FAR Part 13 process. The solicitation number will be 140P6321Q0050.

This project includes all work and materials to dispose of existing units and install a new outdoor package air-to-air heat pumps complete climate control systems, indoor air units, and a Liebert Challenger (or equal) to provide humidity and temperature control in the artifact storage area.

This project is set-aside 100% for Small Businesses using NAICS Code 238220 with a size standard of $16.5 million.

The magnitude of this project is between $25,000 and $100,000. The National Park Service, Midwest Region (MWR), NEKOTA MABO, intends to award a firm-fixed price, construction contract in response to this solicitation. The government intends to issue a formal solicitation with construction specifications on or about June 16, 2021. If this date is delayed, the solicitation will follow as soon as possible. This is the preliminary notice of a solicitation that will follow.

The responses will be due approximately 30 days after the solicitation issue date and it is anticipated that quotation due date will be July 15, 2021. The specific date will be announced in the solicitation that will follow this notice.

A Pre-Quote site visit is scheduled to begin at the Knife River Indian Villages National Historic Site’s visitor center at 9 AM Mountain Time on June 30, 2021. Contractors must contact Julie Gavin, julie_gavin@nps.gov, 605-574-3193 to RSVP for this site visit.

The anticipated period of performance will be approximately 87 days, which includes mobilization time. Tentative project start date is scheduled for early August 2021. The final performance period start date may be slightly adjusted dependent on the final award process and dates and park schedules.

The solicitation package including specifications, drawings, wage determination, and experience questionnaire will be available on the Federal Business Opportunities (FBO) website at https://sam.gov. No hardcopies or email copies will be provided. Offerors must have a DUNS number and be registered and active in the System for Award Management (SAM) http://www.sam.gov in order to be eligible for award.
