About this file

This is a Preference Certification Statements document from the State of Ohio that outlines qualification requirements for suppliers seeking scoring preferences in state procurement contracts. The document establishes three preference categories: Domestic Preference under Revised Code 125.11, Ohio Preference under Revised Code 125.09, and Veterans Preference under Revised Code 122.925. Suppliers must complete the appropriate certification section based on whether the cost of products offered exceeds 50% of the total offered cost for both products and services. The Domestic Preference section requires suppliers to identify where products are mined, raised, grown, produced, or manufactured, with options including United States locations, Canada, Mexico, or other countries, and includes provisions for products manufactured outside the United States with at least 50% domestic component costs.

The Ohio Preference section requires suppliers to demonstrate either that products are raised, grown, produced, mined, or manufactured in Ohio, or that the supplier has significant economic presence within the state by meeting criteria such as paying required taxes, registering with the Ohio Secretary of State, and maintaining a minimum number of employees in Ohio. Alternative qualification is available through border state supplier status for Kentucky, Michigan, New York, Pennsylvania, and Indiana if suppliers meet equivalent economic presence and registration requirements. The Veterans Preference section requires certification as a Veteran Friendly Business Enterprise as defined in Administrative Code 123:5-1-01(OO). The State of Ohio reserves the right to clarify any information during the evaluation process and will immediately disqualify any supplier submitting false or misleading information in an attempt to receive a scoring preference, with potential administrative or legal action including debarment.
