Hyattville Logging Road Pre-Solicitation Notice

The Bureau of Land Management (BLM) has a requirement for resurfacing a logging road on BLM-managed land in Hyattville, Wyoming. The contract includes furnishing all labor, equipment, supplies, and materials, to manufacture wearing surface course material on native surface roads with mobile rock processing equipment. The work includes: ripping, reshaping the roadway, reducing bedrock and oversized rock to a one and one half (1-1/2) inch gradation; watering, mixing, compacting, blading and shaping the manufactured cushion material into a smooth, non-segregated road surface. Also, removing 504 cubic yards of sandy material on section of roadway and placing geo-fabric, geo-cell, and aggregate to rebuild that roadway section. The project requirements include all labor, supervision, transportation, equipment, tools, supplies, materials, and incidentals necessary for project completion as per the accompanying specifications and maps.

The period of performance for this requirement is 120 days.

The BLM expects to issue a Total Small Business Set-Aside competitive solicitation in June 2021. The BLM anticipates issuing a single firm fixed price award from this solicitation. Davis Bacon Act (DBA) is applicable and the appropriate DBA Wage Determination(s) will be included in the solicitation. The NAICS code for this acquisition is 237310, “Highway, Street, and Bridge Construction”. All materials must be in accordance with the Buy American Act.

Once posted, a Request for Proposal (RFP) solicitation package will be available electronically at beta.sam.gov and will be available for 30 days. Potential offerors are responsible for monitoring beta.sam.gov for the release of the solicitation package and any solicitation amendments. The government will not provide paper copies or email the solicitation. To be eligible for contract award, offerors must be registered and complete the online Representations and Certifications in the System for Award Management (SAM) data base via website: http://www.sam.gov.

A site visit date, time and meeting location will be provided in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement. Award will be based on best value to the Government in accordance with Federal Acquisition Regulations (FAR). This notice does not obligate the government to award a contract nor does it obligate the government to pay for any proposal preparation costs.
