MOUNT ELBERT POWERPLANT
SFC INPUT AND OUTPUT SWITCHGEAR MODIFICATIONS
FRYINGPAN-ARKANSAS PROJECT, COLORADO
PRE – SOLICITATION NOTICE
The RFP number for this order will be: 140R6021R0009. The RFP will be issued via the Beta Sam.Gov web page at https://beta.sam.gov
Work is located at the Mount Elbert Powerplant located approximately located approximately 20 miles south-southwest of Leadville, CO via Highway 24 (US24) and Colorado Highway 82 (CO82), 24 miles north-northwest of Buena Vista, CO via US24 and CO82, and 144 miles from Denver International Airport via interstate highway 70 (I-70), US24 and CO82.
Principal components of work:
Medium Voltage Switchgear Replacement:
Replace existing medium voltage Static Frequency Converter (SFC) Output Switchgear.
Medium Voltage Switches:
Provide medium voltage disconnect switches.
Medium Voltage Bus Duct and Miscellaneous Work:
Replace Unit 1 and Unit 2 non-segregated phase bus duct connections to the SFC Output switchgear to provide new bus duct arrangements which include connections for the new medium voltage switches.
Replace or modify existing bus duct as required to accommodate Contractor supplied equipment.
Provide new electrical protection relays where identified.
Provide a complete grounding installation, including providing bonding to the facility ground grid, for all equipment and components installed.
Work includes at a minimum:
Field investigation.
Demolition.
Installation.
Furnish equipment and components.
Modifications of existing components.
System programming.
Testing and commissioning.
Training.
TYPE OF CONTRACT: This requirement is solicited as a Request for Proposal (RFP) using the Federal Acquisition Regulation PART 15 – Contracting by Negotiation. The Bureau of Reclamation anticipates the award of a Firm Fixed Price Contract.
MAGNITUDE OF PROJECT: Between $500,000 and $1,000,000

SAM: Effective July 29, 2012, any contractor interested in doing business with the Government must register in the System for Award Management (SAM) database prior to award of a contract or agreement. SAM is a Federal Government owned and operated free website that consolidates the Central Contractor Registration (CCR), the online representations and certifications application (orca), and the Excluded Parties List System (EPLS).
SAM requires the contractor’s Duns and Bradstreet number and banking information for registration. Contractors may obtain information on registration and annual confirmation requirements by accessing the SAM website at https://www.sam.gov/portal/public/sam/ or by contacting the Federal Service Desk at 1(866)606-8220.
IPP: Payment Requests for the anticipated contract must be submitted electronically through the U.S. Department of the Treasury’s Internet Payment Platform (IPP) system. The IPP website is located at https://www.ipp.gov. The contractor must use the IPP website to register access and submit requests for payment. Contractors may obtain assistance by contacting the IPP Production Helpdesk via e-mail ippgroup@bos.frb.org or phone 1(866)973-3131. If the contractor is unable to comply with the requirements to use IPP for invoice submission, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or bid.
