Title: Chromium Single Cell Immune Profiling Kits
PRE-SOLICITATION NON-COMPETITIVE - NOTICE OF INTENT
Date: August 2, 2022 Solicitation #75N95022Q00398
I. INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A
CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION
(INCLUDING BRAND-NAME).
The National Institute on Drug Abuse (NIDA), NIDA Section, Contracts Management Branch Red on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), Neurodegenerative Diseases Research Unit intends to negotiate and award a sole source purchase order under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1 (b) Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This order will be awarded to 10x Genomics, Inc.
6230 Stoneridge Mall Road, Pleasanton, California, 94588-3260 for the purchase of Chromium Single Cell Immune Profiling Kits.
II. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 334516 with a Size Standard of 1,000. This acquisition is set aside for small businesses.
III. REGULATORY AUTHORITY-
The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2022-06.
This acquisition is conducted under the procedures as prescribed in FAR subpart 13—Simplified Acquisition Procedures at an amount not exceeding the SAT.
IV. STATUTORY AUTHORITY
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13— Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization).
V. DESCRIPTION OF REQUIREMENT
Purpose and Objective The Neurodegenerative Diseases Research Unit (NDRU) shall perform comprehensive immune profiling in peripheral blood mononuclear cells (PBMCs) from patients with neurodegenerative diseases and neurologically healthy, aged controls to develop biomarkers of neuroinflammation.
NDRU requires the use of Chromium Single Cell Immune Profiling kits from 10x Genomics, which is is a proprietory, multiomic assay that allows comprehensive immune profiling at single-cell resolution.
This work will allow the investigation and identification of candidate biomarkers that may be indicative of disease-related changes that could inform how age and disease risk are affected by these proteins. Findings from this work will have direct impact on how patients can be stratified for future clinical trials and for use in assessing target engagement and to predict disease outcomes.
Specifically the NDRU requires: Chromium Next GEM Single Cell 5' Kit v2, 4 rxns; Chromium Next GEM Chip K Single Cell Kit, 16 rxns; Library Construction Kit, 16 rxns; Chromium Next GEM Single Cell 5' Kit v2, 16 rxns; Chromium Single Cell Human BCR Amplification Kit, 16 rxns; Dual Index Kit TT Set A 96 rxns; Chromium Single Cell Human TCR Amplification Kit, 16 rxns; Chromium Next GEM Chip K Single Cell Kit, 48 rxns.
VI. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-
NAME) DETERMINATION
The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10—Market Research. The essential characteristic of the Chromium Single Cell Immune Profiling kits with accompanying reagents that limit the availability to a sole source is the integration of the experimental data into ongoing research projects that have already obtained data from a collaborator’s 10X Genomics Chromium Controller. Only this suggested source can furnish the requirements, to the exclusion of other sources, because these proprietary equipment are sold only by one vendor.
The Chromium Single Cell Immune Profiling kits must be compatible in all aspects (form, fit, and function) with existing work. The current work has been obtained from a 10X Genomics Chromium Controller, and the new work must coordinate, connect, or interface with the existing work because the kits are solely produced by 10X Genomics and the key components are patented and designed to operate as an integrated system. No third-party systems or components are licensed for use on the 10X Genomics Chromium cell kits.

VII. CLOSING STATEMENT
This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.”
