Statement of Work
For
Time-of-Flight Mass Spectrometer with a Direct Analysis in Real Time (DART)
Ion Source
BACKGROUND AND SCOPE:
The U.S. Customs and Border Protection, New York Laboratory seeks to procure 5 Time-of-Flight
Mass Spectrometers with a Direct Analysis in Real Time (DART) Ion Source. The instrumentation would be used by CBP scientists as a non-destructive means to analyze different types of forensic samples including drugs, suspected controlled substances, unknown substances, and general organic materials. This instrument will enhance the lab’s ability to provide timely and accurate reporting on the identity of suspected controlled substances to CBP and HSI, which in turn delays possible controlled deliveries and seizures. Additionally the Time-of-Flight Mass Spectrometer with a Direct
Analysis in Real Time (DART) Ion Source shall have the capability to allow the laboratory to quickly screen samples for possible violations of Antidumping and Countervailing Duty Orders. Some examples of Antidumping Orders where the Time-of-Flight Mass Spectrometer with a Direct Analysis in Real Time (DART) Ion Source shall be able to provide information that may allow for the determination of violative merchandise are listed below.
A-475-818 - Antidumping and Countervailing Duty Orders on Certain Pasta from Italy – As this order involves non-egg, dry pasta, the Time-of-Flight Mass Spectrometer with a Direct
Analysis in Real Time (DART) Ion Source would allow for rapid screening of samples for the presence of cholesterol, which would be present in any pasta made with whole eggs.
A-570-937 - Antidumping Duty Order for Citric Acid & Citrate Salts from China – As this order involves blended products in addition to pure versions, analysis must be able to detect citric acid and citrate salts at levels of 40% or more in complex matrices. The Time-of-Flight
Mass Spectrometer with a Direct Analysis in Real Time (DART) Ion Source should be able to give a simple and fast yes or no as to the presence of citric acid and citrate salts in blended products.
A-570-863 - Antidumping Duty Order on Honey from the People's Republic of China - The
Time-of-Flight Mass Spectrometer with a Direct Analysis in Real Time (DART) Ion Source would possibly allow one to quickly and easily differentiate rice syrup from honey, as the honey is expected to contain numerous compounds not normally found in rice syrup. This might also be extended to blends of honey and rice syrup as the unique compounds found in honey should still be present in the sample.
The combination of the Time-of-Flight Mass Spectrometer with a Direct Analysis in Real Time
(DART) Ion Source shall allow for analysis of non-polar compounds, such as petroleum oils.
Analysis and characterization of petroleum oil for country of origin determination is an area of interest for our laboratory mission.
The Time-of-Flight Mass Spectrometer with a Direct Analysis in Real Time (DART) Ion Source shall reduce the necessary sample preparation from an average of 45 minutes to less than 5 minutes in most cases. It shall also decrease the analysis time from an average of an hour to five minutes. As little maintenance is required, the acquisition of the instrument shall allow for increased sample output with little down time.
MINIMUM REQUIREMENTS:
In addition to meeting the requirements set forth under Background and Scope above, the complete instrument system, all sub-systems, and all components, parts, and attachments shall be new.
Proposals incorporating reconditioned or used instruments in part or in full are not acceptable and will be regarded as non-responsive. The installed instrument system shall be new, commercially available, and in commercial production as of the closing date of this solicitation. The completely installed instrument system in the New York Laboratory shall meet all of the main and sub-system manufacturers published overall and sub-system performance specifications as installed in our laboratory.
The instrument system containing all listed sub-systems and major components shall be provided as part of the complete instrument system and each shall meet their individually described detailed technical and performance specifications. The instrument system and sub-systems shall be purchased from a single vendor. Thus, any vendor not responding to all minimum requirements will be considered non-responsive. No prototypes, hybrids, one-of-a-kind, or two-of-a-kind systems will be considered. Hybrid systems are defined as those in which the DART ion source and the Time-of-Flight mass spectrometer are manufactured by two separate companies.
The provided instrument shall consist of the following listed major sub-systems and their listed major components:
1) The Time-of-Flight Mass Spectrometer shall meet the following minimum specifications:
a) The system shall include an Electrospray Ionization (ESI) ion source, ion transmission guide, ion accelerator, reflectron analyzer, ion detection unit, ADC system, and an evacuation and control system.
b) The system shall have an open atmospheric pressure interface and does not utilize a heated capillary interface.
c) The system shall include a Direct Analysis in Real Time (DART) ion source.
i) The DART ion source shall be manufactured by the same company as the Mass
Spectrometer in order to avoid creation of a hybrid system.
ii) The DART ion source and the ESI ion source shall be able to be exchanged and fully operational within a few minutes without requiring any special tools or venting.
iii) The DART ion source shall be able to be interfaced with the mass spectrometer without the use of an additional adapter flange or gas transfer tube (i.e. a Vapur interface).
iv) The exit of the DART ion source shall be capable of being positioned within 5 mm of the mass spectrometer sampling orifice to allow for detection of ions with a m/z of 15 or less.
v) It must be possible to remove the DART ion source and clean the mass spectrometer sampling orifice without having to turn off the source or mass spectrometer.
d) The system shall be capable of positive and negative ion detection.
e) The system shall be capable of a resolution greater than 6,000 FWHM.
f) The system shall have a minimum mass range of 10,000u at 7kV acceleration potential.
g) The system shall be capable of analysis of the molecular ions of non-polar compounds, such as large alkanes (e.g. petroleum).
h) The system shall contain a vacuum isolation valve to permit rapid pump down after venting the ion source for maintenance.
i) The mass spectrometer flight tube shall be shielded against temperature changes in the surrounding environment.
j) The system shall be capable of automated sample analysis of at least 12 samples.
k) The system shall be capable of having the DART ion source removed and allow for the cleaning of the mass spectrometer sampling orifice without having to turn off the source or mass spectrometer.
2) The instrument software shall meet the following minimum specifications:
a) The instrument software shall provide full instrument control of all instrument components and parameters. It shall provide for the automatic report generation of quantitative and qualitative data generated using the DART ion source.
b) The instrument software shall provide sample measurement and data processing history functions and comply with 21 CFR Part 11.
c) The instrument software shall allow for the creation of custom databases by the user.
3) Computer and printer:
a) The system shall come supplied with a computer that meets or exceeds the following specification: 3.2 GHz Intel Xeon CPU with Windows 7 Operating System, 4 GB RAM, 500
GB disk drive, 512MB graphics card, 16x DVD+/-RW, 24" flat panel monitor, optical mouse and keyboard.
b) The system shall come supplied with a LaserJet printer and all associated cables.
SPECIFIC TASKS:
The contractor shall test and functionality certify all equipment prior to delivery.
The contractor shall deliver the equipment outlined below, including applicable documents and associated software, to the addresses listed and in accordance with the stated shipping procedures.
One copy of the below data shall be delivered in paper form and one copy in electronic form. The electronic form shall be in MS Word format or Adobe Acrobat. The documents are deliverables under the contract and shall be delivered to the COR no later than thirty days after contract award:
a. Operations Manual
b. Equipment Specification
DELIVERABLES AND DELIVERY SCHEDULE:
Equipment
The contractor shall deliver equipment as outlined in the table below. Any equipment that is not the minimum requirement listed below must meet or exceed this equipment. It is the responsibility of the vendor proposing another system to provide enough technical information for an informed award decision to be made without holding discussions.
The equipment shall be drop shipped to the addresses provided (see special shipping instructions for
Springfield, VA location).

*Delivery Requirements and Restrictions Specific to the Springfield Laboratory ONLY:
No commercial vehicles are permitted to deliver directly to Springfield Laboratory. All shipments shall be off loaded at the CBP Warehouse, Terminal Road address (see below), for transfer to a CBP-authorized delivery vehicle.
Further, all shipments to CBP Springfield Laboratory shall comply with DHS-mandated security screening requirements in force at the time of delivery. At minimum, the screening and delivery process includes—but is not necessarily limited to—the following two steps:
Preliminary Screening Point: FPS Mobile Search Unit.
This facility conducts mandatory security screening of all vehicle-based shipments prior to delivery to the CBP warehouse. Upon successful screening, the FPS staff shall seal the vehicle transporting the shipment.
NOTE: The seal is a locking device. Should the carrier’s vehicle be opened after screening, but before delivery to the CBP Warehouse, the seal will be invalidated. Should a carrier’s vehicle arrive at the CBP Warehouse without a seal, or with a seal that is damaged in any way, the Warehouse MUST refuse the delivery
The FPS Mobile Search Unit is located at

Delivery/Transfer Point: CBP Warehouse.
Once screened, the carrier shall proceed to the warehouse, where the instrument shall be transferred to a CBP vehicle for delivery to Springfield Laboratory. As noted previously, the warehouse staff requires the carrier’s vehicle to have an intact seal from the FPS Mobile Search Unit as proof of the initial screening. Absent a valid seal, the delivery MUST be refused by the CBP Warehouse.

NOTE: Daily warehouse hours are shorter than those for the screening facility. The warehouse is
NOT open on Saturday.
NOTE: Date/time for the actual instrument delivery to the laboratory shall be determined by CBP
Warehouse staff in accordance with their schedule. It may NOT be the same day the instrument is transferred from the commercial carrier to the warehouse vehicle. SPLab staff have no control over final delivery date/time decisions.
Delivery Notes:
1. No common carrier vehicles are permitted to deliver directly to the Laboratory. As described in the preceding section of this SOW, all shipments shall be off loaded at the CBP
Warehouse, Terminal Road address, for transfer to a CBP-authorized delivery vehicle.
2. All deliveries to US CBP SPLab, via the CBP Warehouse, shall first undergo mandatory security screening procedures, as described in the preceding section of this SOW, and (or) in accordance with procedures in force at the time of delivery. An official locking seal shall be affixed to the carrier’s vehicle upon successful completion of security scanning. Without a valid, intact seal, the CBP Warehouse CANNOT accept any delivery. Upon award of contract, the vendor shall be provided with specific instructions based on procedures in force at that time.
3. At minimum, an accessible copy of the purchase contract shall be affixed to the outside of the shipping container. Other relevant documents may be required, depending upon security procedures in force at time of delivery. Upon award of contract, the vendor shall be provided with specific instructions.
4. Security requirements for shipment delivery are subject to modification in accordance with agency policy.
5. When applicable, logistics for removal of existing units shall be arranged separately. CBP warehouse crews do not provide outbound shipping services.
Installation and Training – Required at ALL Delivery Locations.
Inside delivery and set-up of all purchased equipment, supplies, hardware, and software shall be provided. Installation shall be available within 15 working days after set-up is requested of the vendor.
Travel/per diem fees for installation specialist shall be included as part of the proposed price and must be in accordance with current GSA Federal Travel and Per Diem rates.
An in-house training session by a qualified trainer directly employed by the instrument manufacturer is required for the instrument upon installation. The training session shall provide familiarization of the software, basic operation, interpretation of data and other software capabilities, and basic maintenance and troubleshooting.
A one-time free of charge advanced training on the operation and normal user maintenance of the
Time-of-Flight Mass Spectrometer with a Direct Analysis in Real Time (DART) Ion Source for at least two analysts shall be given in the headquarter facility of the instruments vendor. This training is in addition to the on-site training given upon successful installation of the instrument.
The vendor shall warranty the instrument for a minimum of one year from the date of successful installation as well as all hardware and software purchased. The warranty shall include all parts, labor, and travel/per/diem expenses. The warranty shall include performance of preventive maintenance as recommended by the manufacture. If any of the stated warranty items are not covered by the commercial 12-month, manufacturer warranty this line item must be separately priced on your quote.
Since the laboratory expects to use the instruments for approximately ten years it is the expectation of the laboratory that manufacturer provided service and spare parts will be readily available for purchase for the next ten years. On-site repair and maintenance by a qualified service engineer shall be available within 5 business days of a service call, and all required parts shall be available within 5 business days.
On site, proof of satisfactory operation shall be provided prior to acceptance of the instruments.
All items cited and described shall be individually priced as separate line items: equipment, install, warranty (if applicable), training, etc.
