STATEMENT OF WORK (SOW)

HANDHELD ANALYZER – SYNTHETIC DRUGS

Customs and Border Protection (CBP) Laboratories and Scientific Services (LSS) seeks to procure

13 handheld analyzers featuring Raman and Fourier-Transform Infrared (FTIR) spectroscopy to conduct non-contact sampling on-site. The handheld Raman/ FTIR system shall encompass a software library to evaluate and identify chemical substances to include controlled substances such as fentanyl and fentanyl analogues. Additionally, CBP will require a two (2) day/ 16 hour certified initial operator training course for each technology, training to address safe sampling procedures and consumable equipment needed to operate the handheld analyzers.

1- MINIMUM REQUIREMENTS:

Products and service requirements are described in Table 1 titled ‘Handheld Analyzer and consumables – Requirement Descriptions’. All analyzer instruments inclusive of all sub-systems and components, shall be new and commercially available as of the closing date of the solicitation;

offerors proposals that incorporate reconditioned or used instruments in part or in full will be considered non-responsive, and prototypes, one-of-a-kind, or two-of-a-kind systems will not be considered. The instrument(s) must be portable, readily deployable, and shall meet all of the main and sub-system manufacturers published performance specifications when distributed to the final sites of operation.

1. 4,000 cm-1 to 650 cm-1 spectral range

2. 4.0 cm-1 resolution

ii. Raman Spectroscopy

1. 250 cm-1 to 2875 cm-1 spectral range

2. 7-10.5 cm-1 resolution

3. Fiber optic probe

iii. Be powered by external AC adapter and by battery.

iv. Operational temperature range of -4°F to 122°F (-20°C to 50°C).

v. Conform to Mil-STD-810G and IP67 durability standards.

vi. Instrument dimensions shall be no greater than 11” x 6” x 3” for portability purposes.

vii. Have data download capability for both spectroscopic analysis and reachback support.

viii. Instrument and sampling process can be operated and conducted while wearing Level-A protective equipment.

ix.

x. Have a hardened pelican-style protective case with an exterior charging plug.

xi. The instrument should include a second AC charging plug.

b. Raman/FTIR - Data system and software

i. Include software data acquisition, data processing, and interpretation, on the instrument.

ii. Include internal instrument libraries for common chemicals, toxic industrial chemicals, forensic drugs, drug precursors, white powders, pesticides, chemical weapons of mass destruction, explosives, and United

Nations restricted chemicals.

iii. Include all software and library updates for no less than three (3) years.

c. Raman/FTIR - Reachback and Support

i. Includes no less than two (2) years of 24 hour 365 days per year technical reach-back support for spectral analysis and operational inquiries.

ii. Includes a minimum of a two (2) year warranty for the full instrument inclusive of all sub-systems, components, parts, and attachments.

iii. Includes a loaner program where the vendor provides CBP an operable instrument in lieu of an inoperable instrument while the inoperable instrument is being serviced or replaced.

2. Training

For each instrument, provide certified end-user training course up to two (2) days/ 16 hours. Course will include initial operator training for each system (e.g. Raman/FTIR

Spectroscopy Handheld Analyzer) including, but not limited to: familiarization of the instrument, software, basic operation, interpretation of data and other software capabilities, and basic maintenance and troubleshooting. Training shall be tailored to

CBP use and will be scheduled by LSS HQ per site with the vendor after award of the contract. If training is not included in the cost of the equipment all travel, per diem, and fees must be included in the quoted ‘Training’ cost.

All training shall be delivered by a certified trainer.

2- DELIVERY AND WARRANTY

Delivery of all purchased equipment, supplies, hardware, and software shall be provided within 30 days after set-up is requested of the vendor as specified in the contract award, or according to the standard delivery terms provided with each quote per current Government contract (FSS, GSA, etc.).

At the time of contract award, all devices will be delivered to LSS HQ for dissemination to field locations.

CBP is seeking a minimum two-year warranty. The vendor shall clearly provide warranty information to include yearly cost and expected payment set-up (one-time, yearly, etc.). Warranty shall be active from the date of delivery and cover all parts, labor, and travel/per-diem (shipping of equipment) expenses. The warranty shall include performance of preventive maintenance as recommended by the manufacturer.

Since LSS intends to use the instruments for approximately 5 years, it is the expectation of the

Government that the manufacturer provide service and spare parts for the next 5 years. Offsite repair and maintenance by a qualified service engineer will be available within five (5) business days of a service call, and all required parts will be available within five (5) business days.

On site, proof of satisfactory operation shall be provided prior to acceptance of the instruments.

All instrument documentation must be provided in both electronic and hard copy form.

3- SECURITY AND SPECIAL CONSIDERATIONS

There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.
