Department of Homeland Security Customs and Border Protection
Office of Field Operations Special Response Team
Statement of Requirements For
Night Vision Goggles, Goggle Shrouds and Mounts
1.0 INTRODUCTION
This Statement of Requirements defines the equipment needs of the Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), Office of Field Operations (OFO), Special Operations Division (SOD), Special Response Team (SRT) in acquiring Night Vision Goggles, Shrouds and Mounts.
2.0 AUTHORITY
The authorities for U.S. Customs and Border Protection and the Defense Logistics Agency (DLA) to enter into this agreement are:
(1) The Economy Act, 31 U.S.C. § 1535, which provides that an agency may place an order witha major organizational unit within the same agency or another agency for goods or services if:
(A) Amounts are available;
(B) The ordering agency decides the order is in the best interest of the United States Government;
(C) The agency to fill the order is able to provide or get by contract the ordered goods or services; and
(D) The agency decides ordered goods or services cannot be provided by contract as conveniently or cheaply by a commercial enterprise (payments must be made on the basis of the actual cost of goods or services provided)
2.0 BACKGROUND
CBP/SRT is required to provide SRT Operators with an effective and purposeful inventory of night vision goggles for low light and night time operations. Currently, SRT HQ needs to systematically, replace/refresh an aged, and deteriorating inventory of image intensified night vision devices (NVD). Many of the devices in inventory are antiquated and far beyond service life. CBP/SRT further intends to replace these devices before repair costs exceed replacement costs and related system downtime.
SRT HQ is tasked with ensuring that procurement focus evolves congruently with modern technology while simultaneously leveraging forward leaning whole of government technology efforts. This tasking includes evaluation and vetting of technology in actual operational environments and dynamics. As a collateral objective, CBP/SRT intends to initiate a scaled and monitored implementation and evaluation effort of an emerging image intensified technology. Specifically, Unfilmed White Phosphor, image intensifier tubes in a binocular configuration (PVS-31A type). This technology upgrade, can yield increased domain awareness, detection capability, and officer safety (core elements) at a cost which is similar or equal to previously purchased, and currently available dual tube type night vision devices with greater operational performance qualities.
Additionally, to properly use current goggles in our inventory, and newly procured goggles, it is necessary to also purchase new night vision goggle Mounts and Shrouds that match the goggles and new helmets. The Contracting Officer’s Technical Representative (COTR) will be responsible for placing orders and the contractor will deliver them within a schedule outlined below.
